PURSUANT TO By-Law Number 2559 the members-elect of the Municipal.
Council of the Township of Pickering met in the Council Chambers op
THURSDAY the FIFTH day of JANUARY 1961 at the hour of EIGHT
oJ,clock in the evening.

THE MEMBERS-ELECT having taken the Oath of Allegiance to Her Maje~ty
Queen ~lizabeth II, and the Declaration of Office on the day of
nomination, (or within 24 hours of nomination) took before the Clerk
their respective Declarations of Office and took their seats at thø
Council Board the Reeve in the Chair.
Dr. William McKay, of the United Church Dunbarton, conduc~ed
the devotional exercises and Reeve Scott thanked him for his messa*e.
Reeve Scott welcomed Mr. Mowbray and all former me.bers to
Council and spoke briefly on certain matters he expected would be
considered by Council during the coming year, some of which were:
(1) Completion of the water and sewer plants at Frenchmants Bay.
(2) Completion of a Township Official Plan, with all Zoning By-Lavs.
(3) Purchase of all or part of the H.E.P.C. serving the Township.
(4) Sewage for West Rouge to Frenchman',s Bay plant.
(5) Water for East Rouge.
(6) Re-assess Township lands.
(7) Employment of an Industrial Commissioner.
(8) Status of private roads.
(9) Trunk roads costs. Altona, Audley and Concession 2 be
chargeable to Township at large and
(10) Future of the Township as to:
(a) Breaking urban from rural.
(b) Part of Township joining Metro Toronto.
(c) Forming a city, say south of Third Concession Line.

Deputy-Reeve James stated that he was pleased to represent
the Township as Deputy Reeve "beyond a doubt" and that Judge Willmqtt
~ould find nøthing terribly wrong with the election, as there are ;
~istakes in all elections. '
,
All Councillors stated they would express their opinions
freely in Council, but would leave their differences in the Council
Chambers.

Laughlin and Ufnal be engaged to prepare a preliminary report on
the feasibility of extending the West Rouge Water System to
serve the area bounded on the east by Petticoat Creek on the
west by the Rouge River, on the south by Lake Ontario, and on the
north by Highway 401. This report to be prepared in conjunction
with the Township Engineer. CARRIED

The following CORRESPONDENCE was read:
1. Ontario Good Roads Association, meeting February 20, 2l, 22, at
Royal York Hotel. Membership fee, $20.00.
2. Notice - Metro Toronto Industrial Commi..ionAnnual Meeting
January 18th, 1961 11:15 a. m., Toronto Board of Trade
Building; ask for ,a representative from Council to be present.
3. Mrs. W. K. McLean. Secretary Fairport Beach Library requests
Cøuncil to increase their grants to local libraries, due to
the reduced Provincial grant.
4. Department of Transport approve Moore Avenue and East Avenue
as "Stop" streets . as amended.
5. Mr. Wotton, of Emergency Measures Organization, advises there
are three methods of securing rescue training under their
organization, and trainees are needed:
(1) Three week course at Arnprior.
(2) County Training School at Oshawa Tuesday evenings.
(3) County Training School wherever eight candidates are
available.
Councillor Clifford Laycox asked that:
(1) The C. N. R. Crossing at Rosebank be improved as there had
recently been a fatality at this bad crossing. AGREED
to see Mr. Chapman who has had discussions with the Board
of Transport Commissioners about this crossing.
(2) The costs of the recount for Deputy Reeve be not charged
to the Township. It was pointed out that there were no
costs to the To~~sh1p except our Solicitorts fees.
Councillor Ross Deakin stated that the Fire Marshal would make
a survey of the Township at no local cost but it was agreed
not to accept at this time.
ON MOTION of Mr. Laycox seconded by Mr. Boyes the Minutes of
December 29th were approved as printed.
