Seconded by Councillor Cumming
1. That Maitland Drive and Pike Court within Plan 40M-2470 be assumed for public
use;
2. That the works and services required by the Subdivision Agreement within Plan
40M-2470, which are constructed, installed or located on lands dedicated to, or
owned by the City, or on lands lying immediately adjacent thereto, including
lands that are subject to easements transferred to the City, be accepted and
assumed for maintenance, save and except for Blocks 28 to 32;
3. That Geranium Rosebank Development Inc. be released from the provisions of
the Subdivision Agreement and any amendments thereto relating to Plan 40M-
.
2470, save and except from Blocks 28 to 32; and
4. That the appropriate City of Pickering officials be authorized to take the
necessary actions as indicated in this report.

Zoning By-law Amendment Application A 06/16
City Initiated Zoning By-law and Urban Design Guidelines
City Centre
C. Rose, Chief Planner, provided an overview of the City Centre Urban Design
Guidelines. She noted that through numerous meetings with landowners as well as the
Toronto and Region Conservation Authority (TRCA), a number of zoning changes were
made to the City Centre Zoning By-law. She indicated that these changes would allow
for greater design flexibility, noting some of the key changes which include parking
regulations. Ms. Rose also outlined how the requirements have changed with respect
to site plan approval and setback requirements.
Ryan Guetter, Weston Consulting, appeared before the Committee in support of the
recommendations. He noted that while they were pleased that parking ratios were
being addressed, there still needed to be some refinement with respect to the plans for
Krosno Creek. He also noted there needs to be clarification in the language with
respect to building separation and setbacks, particularly the Natural Heritage setbacks.
He also sought clarification on the measure of density and how it is characterized.

Anthony Biglieri, The Biglieri Group, appeared before the Committee on behalf of the
Daniels Corporation in support of the report. He noted they are currently working with
staff regarding the development on the southeast corner of Kingston Road and Valley
Farm Road.
A discussion period ensued with Members seeking clarification on incorporating
charging stations for hybrid vehicles, suitable attenuation such as living walls, zoning to
achieve a range of housing options with the ability to ensure affordability options, as
well as timelines. Council noted that the document needed to address future needs and
new technologies.

1. That the City initiated City Centre Zoning By-law, dated December 23, 2016 for
all lands within the City Centre, be endorsed as set out in Appendix I to Report
PLN 01-17, and that staff be authorized to finalize and forward the recommended
City Centre Zoning By-law to Council for enactment at such time as the Krosno
Creek Natural Heritage System Zone boundary has been agreed to by the City,
the Toronto and Region Conservation Authority and the Downtown Pickering
Landowners Group.
2. That Council endorse the City Centre Urban Design Guidelines, dated December
2016, as set out in Appendix II to Report PLN 01-17, and that final Guidelines be
brought forward for approval with the Zoning By-law.

Draft Plan of Subdivision Application A 16/15
Woodview Land Development Corporation (Geranium Homes)
Part of Lot 10, Plan 329
(1952, 1958 and 1960 Woodview•Avenue)
Cheryl Shindruk, Geranium Homes, appeared before the Committee in support of the
recommendations and noted she was in attendance to respond to questions raised.
Joe Maire, 1959 Woodview Avenue, Pickering, appeared before the Committee noting
he had previously submitted a letter outlining the wetland policies. He noted that

numerous loads of fill had been dumped on these properties. He stated that the map
he had was changed, and the only way this could happen would be if the land itself had
changed. He noted his concerns that laws were being disregarded, and building
should not be allowed on wetlands.
Peter Ruzsa, 1950 Woodview Avenue, Pickering, appeared before the Committee to
provide clarification with respect to the properties. He noted that when he purchased
the land, there were no restrictions, but that several years later the new Official Plan
had put a line across 2/3 of his property. He noted that the OMB had indicated it was
not a natural wetland, and that the Ministry of Natural Resources had removed the
wetlands designation, at which time it had been filled with clean fill in order to make it
useable.
A discussion period ensued.

1. That Draft Plan of Subdivision Application SP-2015-07, submitted by Woodview
Land Development Corporation, on lands being Part of Lot 10, Plan 329, to
establish a residential plan of subdivision consisting of 21 lots for detached
dwellings, a future development block for a detached dwelling and a block for
Open Space Hazard Lands, as shown on Attachment#3 to Report PLN 02-17,
and the implementing conditions of approval, as set out in Appendix I, be
endorsed; and
2. That Zoning By-law Amendment Application A 16/15, submitted by Woodview
Land Development Corporation, to implement the Draft Plan of Subdivision
SP-2015-07, on lands being Part of Lot 10, Plan 329, be approved, and that the
draft Zoning By-law Amendment as set out in Appendix II to Report PLN 02-17
be forwarded to Council for enactment.
