BROUGHAM
A meeting of Council was held on MONDAY, the Fourth day of February
1952, commencing at TE___N_N o,clock in the morning.
PRESENT: George T. Todd, Reeve, in the Chair

The MINUTES of the previous meeting were read, and on MOTION of Mr.
Burk, seconded by Mr. Michell, ADOPTED.
The following correspondence was read:
of monies required for the
1. Roy Ward, submitting estimated cost
Township to take over Highbush Trail - $ 6,67~.60.
2. S~t. F. White, submitting account for mileage and meals for
prisoner from Kingston Penitentiary to Whitby December 2nd,
1950. Total $29.80. Council refused to pay on recommendation
of County Clerk, who stated that this bill had already been
paid.
3- Mr. H. C. Gibson~ asking Council to take.~ction to stop burning
of rubber in the Township gravel ~'~lerk to explain to Mr.
Gibson that they con~iderthe burning of rubber in the Township
Pit beneficial in that it burns up waste materials.
4. Ontario Societ~ for the Prevention of Cruelt~ to Animals,. ad-
vising'~hat it is not pO"ssible for them to appoint Mr, O'iifford
Schwalm an Inspector of.~their Society.
5. Mr. Frank J. Prouse~ Building Inspector, advising that the
JanuAry permits totalled $55,900.00.
6. The Hospital for Sick Childre~ thanking the Council for their
grant o~ $i00.00.
7. Mrs. Laura Shirki$., applying for Kennel Licence. Application
held up for approval of Police Village Trustees.
8. William Rudik, presenting Petition for the taking over of Bayview
Road'in P~A~"221. Road Superintendent to get estimate and Clerk
to prepare Petition.
9. Auditor's Report_of the Road ExpenAitures for the year 1950.
10. Mr. H. A. Newmsn, protesting the levying of Police costs against
his property used as farmlandS.
ll. Trade and 7ndustrial Branch of the Department of Planning~ ad-
vising of'~heir Conference to be held in 6he Royal york Hotel on
March 13 and 14.
The following persons, on MOTION~ were heard:
1. William Rudik, requesting Council take over Bayview Road in
Plan 221.
2. Messrs. Morle~ and Messer, requesting that the question of water
for'Picketing Village be re-opened with a letter directed to
Mr. C. D. Howe.
3- The representatives of the following firms were heard relative to
our Tender for 199 Horse Power Diesel Maintainer:

The following members of the Staff asked for increases in salary:
Mr. E. K. Jones, Chief Assessor - From $2,875.00 to $3,500.00.
Mr. E. G. Baker, Collector, Welfare Administrator - from $2,875.00 to $3,200.00.
Mr. A. J. Thompson, Assistant Assessor - $2,200.00 - $2,400.00
Mrs. E. Robertson, Secretary, - From $1,600.00 to $2,000.00.
George Morgan~requesting to know why Council did not give him the
Heating Tender on the Are No. i Fire Hall when his tender was less
than one accepted.
Earl Taylor and John Skidmore, representing the Fire Area No. 1
Committee, advising Council that the Heating Unit as installed by
Howare Fttnnace Company, was not satisfactory, as it could not get
the temperature higher than fifty degrees; also advising that the
doors on the Fire Hall did not fit properly, permitting an excessive
amount of cold air to enter. The Committee advised that they had
asked for Tenders for insurance and now recommend that Douglas
Maitland be paid the amount requested by the former Board.~
Ross Irwin, Chairman, and Mr. Claringbold, Vice Chairman of the
Pickering'"High School District, submitting plans and costs of six
additional rooms to the present High School. The following in-
formation was given by them to Council:

Total Public School population, 2,247, being Township of Picketing,
1,581, and Ajax, 666. High School Pupils from Ajax, 90, and from~

The location of the various High School pupils are:
(a) South-West corner of the Township - 95-
(b) East part of the Township - No. 2 Highway - 18.
(c) North of the Third Concession - 13~
(d) Pickering~Beach - 15. ~ .............

A. 'A. Grills and delegation from Fairport Beach, requesting Council to

M~rj Bunk asking'for a W~ecker's Licence to operate on his terms on the
Altona ~oad. Clerk instruoted to get an Agreement from I~r. Bunk that he
will pUt tarpauIins on all cars left out, erect a new building to house
parts of cars, keep cars off the road, and to build his lot up to the level
of ~the roadway.'

registration of the White Plan south of the Picketing Park, the Council
sign the blueprint rather than giving a Deed for three feet road allow-
ance. CARRIED
seconded by Mr. Burk, that delegates to the Industrial
Cooper, Cyril Morley, Vaughan Willard, and Lloyd
Johnston. CARRIED

topographical survey of a map of Picketing ToWnship south of the Fourth
Concession on a scale 800 feet to the inch, at an estimated cost of $2-~9. z

ed of all the facts of the Picketing-Ajax water discussion, and
requested to give it his personal attention, as we no longer have a sitting
member in the Dominion House. CARRIED

se-~a letter stating that on legal advice it is not necessary
for any Council to provide any ratepayer with a list of assets

presented to the Department of MuniCipal Affairs of the Province
of 0ntario~
WHEREAS in Section 20, Sub-Section (2) of the Police Act, the Council
may exempt lands and buildings u~ed exclusively in connection with
farming from any rate levied for the purposes of paying such costs
AND WHEREAS our ~olicitor has given us advice that his interpretation
is that al~'far~n buildings and lands must be taxed or exempted;
AND WHEREAS our Council believes all farm lands used exclusively for
farm' p~rp~s~s, except five acres on which farm buildings stand,
should be exempt from such levy and not to resort to passing the
exemption By-Law every second year;
BE IT THEREFORE RESOLVED that the Council of the Township of Pick-
eri4~ petition the Association ~of Rural Municipalities to submit to
the Department of Municipal Affairs of the Province of Ontario this
Resolution: "That Section 20, Sub-Section (2) of the Police Act be
amended t~read.,'The Council may exempt farm lands, except five
acres on whioh buildings, staDd, used exclusively in connection with
f~rming from any rate levied for the purpose of paying such cost."

estate has reached alarmiDg rate, the Association of Rural MuniCipal-
ities be reGue$~ed to petition the Provincial Government to re-imburse
the local~SGho~! Boa,.ds 75% of cost of operation and capital costs.
