SUBJECT:
Appointment to enforce the Parking By-law at 905 Bayly St., 1915 Denmar Rd.,
1310 Fieldlight Blvd., 1345 Altona Rd. and 1890 Valley Farm Rd. and the
removal of persons enforcing the Parking By-law at 1890 Valley Farm Rd" in
Pickering.
RECOMMENDATION:
That the draft by-law to appoint persons to enforce the Parking By-law at 905 Bayly St., 1915
Denmar Rd., 1310 Fieldlight Blvd., 1345 Altona Rd. and 1890 Valley Farm Rd., and the removal
of persons enforcing the Parking By-law at 1890 Valley Farm Rd., be forwarded to Council for
approval.

Letter from Evans Investigation and Security Ltd. dated February 26,2001 and ITom Authorized
Parking Only Ltd. dated March 6, 2002.

BACKGROUND:
Correspondence has been received from Evans Investigation and Security Limited requesting the
appointment of four persons as By-law Enforcement Officers for the purpose of enforcing the
Parking By-law at 1890 Valley Farm Road. Correspondence has also been received ITom
Authorized Parking Only Ltd. requesting the appointment of two persons as By-law Enforcement
Officers for the purpose of enforcing the Parking By-law at 905 Bayly St., 1915 Denmar Road,
1310 Fieldlight Blvd. and 1345 Altona Road.

Being a by-law to appoint By-law Enforcement Officers
for certain purposes (Parking Regulation - 1890 Valley
Farm Rd., 905 Bayly St., 1915 DenmarRd., 1310
Fieldlight Blvd. and 1345 Altona Road.)
WHEREAS pursuant to section 15(1) of the Police Services Act., RS.O. 1990, c.P.15, as
amended, a municipal council may appoint persons to enforce the by-laws of the municipality
and
WHEREAS pursuant to section 15(2) of the said Act, municipal by-law enforcement officers are
peace officers for the purpose of enforcing municipal by-laws;
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE CITY OF
PICKERING HEREBY ENACTS AS FOLLOWS:
1.
That the following persons be hereby appointed as municipal law enforcement officers in
and for the City of Pickering in order to ascertain whether the provisions of By-law
2359/87 are obeyed and to enforce or carry into effect the said By-law and is hereby
authorized to enter at all reasonable times upon lands municipally known as:
a) l890 Valley Farm Road:

Dave Pawluczek
Michael Battah
Jamie Stokes

b) 905 Bayly St., 1915 Denamr Rd., 1310 Fieldlight Blvd. and 1345 Altona Rd.:
Delon Fok

The authority granted in section 1 hereto is specifically limited to that set out in section 1,
and shall not be deemed, at any time, to exceed the authority set out in section 1,

These appointments shall expire upon the persons listed in section l(a) ceasing to be
employees of Evans Investigation & Security Ltd. or upon Evans Investigation &
Security Ltd. ceasing to be an agent of 1890 Valley Farm Rd.., upon the persons listed in
section I (b) ceasing to be employees of Authorized Parking Only Ltd. or upon
Authorized Parking Only Ltd. ceasing to be an agent of 905 Bayly St., 1915 Denmar Rd.,
1310 Fieldlight Blvd. or 1345 Altona Road, or upon whichever shall occur first.
4.
By-law 5935/01 be amended by deleting Daniel Rico, Mahendra Ramcharan and Cary
Pegg.
BY-LAW read a first, second and third time and finally passed this 18th day of March, 2002,
