at 7:30 p.m., prior to convening into Council.

ADOPTION OF ~NUTES
Moved by Councillor A. King, seconded by Councillor D. Beer,
that the minutes of the Pickering T.wnship Council meeting
held on March 25,1968, be adopted as amended.

D. Kitchen that Mr. W. Bergman, President of the West Rouge
Ratepayers' Association be heard.

Mr. Bergman appeared before Council requesting that
Counci1insta1l a light in the West Rouge Parkette.
He indicated that this request was made with the hope
that a light in the park would assist in the prevention
of child delinquency.
The matter was referred to Parks and Recreation for con-
sideration) as it is up to their administrators whether
or not they wish to take money from the West Rouge
allotment and apply it to this purpose.
Mr. Bergman spoke briefly on the matter of open Committee
meetings, suggesting Council give this some serious
thought.
The matter was not discussed at this point as it was
pointed out to Mr. Bergman that Council had prepared a
motion on this matter which would be discussed and voted
on later in the meeting.

Mr. Banning spoke briefly on the following matters.

Requesting Council to enforce its By-law 3071 regulating
the posting and removal of election signs.
Mr. Banning, in the form of a letter, presented the views.
of the West Shore Association with respect 'to- opened.,.

Committee meetings of Council. He advised that their
executive meetings of their association are now open
to the general public and felt this should be the same
with Committee of the ~1ho1e Council meetings.
The establishment of Day Nurseries in the Township of
Pickering was put to Council.
Mr. Banning referred to the proposed nursery school and
realized why it was turned down, but added that the
increased number of working mothers makes the day nurseries
necessary.
He went on to say that municipalities wishing to establish
Day Nurseries may receive an 80% Provincial Grant toward
their operation.
Mr. Banning was informed that the matter on Day Nurseries
was being considered by Council.

Councillor D. Kitchen commented briefly on the increased rental
being imposed on the tenants of the Consolidated Building
Corporation Town Houses.
¡t was the opinion of Council that this matter was out of
~heir jurisdiction and consequently they could not deal with
~t .
it was suggested, however, that the basic shelter exemption
to be provided by the Provincial Government would have some
effect on this, as the purpose was to benefit home owners and
~enants alike. In any event, the matter should be brought to
the attention of our local M.P.P., Mr. William G. Newman.
~oved by Councillor V. Rudik, seconded by Councillor J. Kruger,
that Miss Hazel M. Birnie be heard,
Miss Birnie appeared before Council to object to Council's
Øroposed move to close Centre Street in Whiteva1e. Her protest
was based on the fact that land owned by her would become
valueless. She contended that road allowance could at some
future date be widened to the standard width permitting the
future development of lots now abutting this road.

Mr. ~bite opposed the closing of Centre Street basing his
Qbjection on the fact that although.his land is not
aQutting the road allowance (Centre Street), thi8 allowance-
if'; closed could have a detrimental effect on the value of his
prçperty, and further that the land abutting the road allow-
ance will develop residentially requiring the access which
th~s road will provide.

CORRESPONDENCE

a member to sit on the sub-committee to study the residential

that Council consider changing the licensing fee for cartage
vehicles, to provide for a form of blanket license or
alternatively provide for the issuance of a weekly license.

Mr. James A, Taylor, Township Solicitor, submits form of
Agreement re an owner applying for a building permit to con-
struct a dwelling on lands where there is presently a dwelling
located.

Council members to review and give comments with respect to
the form of agreement.
At the present time there are five applications for people
wishing to demolish their old dwellings and replace with a
new dwelling. Permits issued under this arrangement will not
come out of the 100 building permit quota for residential homes.

Mrs. Hazel Mo Birnie is objecting to the closing of Centre St.
in Registered Plan 21 in the Hamlet of Whitevale. Her reason
is that she is owner of two lots of land on Centre St. and
further development of lots on Centre St. would then be
eliminated.

INFORMATION
Mr. William G. Manning, Clerk-Treasurer, County of Ontario,
advises of the termination of the fox bounty effective
March l, 196a. Claims for the payment of a bounty on foxes
killed within the County of Ontario prior to April 1, 1968,
must be submitted to the County not later than April 15, 196$.

Range III, Broken Front Concession, for the purpose of establish-
ing industrial sites, and that same now be read a first time.

and possible alternate access to these proþerties; and that in
the int erim Council refer the proposed road closing By-law to
the Roads Committee for further study.

MOVED by Councillor V. Rudik, seconded by Coûnci11or J. Kruger,
that whereas this Council is a public body duly elected to
~administer, through policy decisions, the affairs of the
fratepayers of Pickering Township; and
\iHEREAS in the interests of good municipal government it is
desireable that the ratepayers be kept adequately informed,
of the reasoning as well as of the final policy decisions of
Council; and
WHEREAS contrary to this spirit, under the present procedures of
this Council the discussions and reasoning leading to policy
decisions are carried out in Committee of the vfuole meetings
held in camera;
BE IT THEREFORE RESOLVED THAT the deliberations of all
Council Committees when constituted as Committee of the Whole
be opened to members of the public and the press save and
~xcept those Committee meetings dealing with:
(1)

personnel, budget or salary matters;
negotiations for the purchase, lease or sale of land
and/or buildings; and
(.3 )
any such other matters which a majority of members of
Council consider not to be in the public interest.

1. Deputy Reeve R. Chatten, Chairman of the Public Utilities
Committee, presented Mr. James W. MacLeod, Chief Sewage Works
Operator with a Certificate of Qualification for his successful
completion of a course on Sewage Works Operator.
f4r. Chatten congratulated Mr. MacLeod on attaining an average of
91 percent for a standing of trying for fifth place in a class
Of l14.

NEW BUSINESS
The Clerk presented to Council a petition (30 names) received
from the ratepayers on Highway #2 opposing the local improvement
charges for a watermain installed along this highway on the
grounds the charges are excessive and they have an ample supply
of water from their existing wells.

The Clerk pointed out to Council that the local improvement was
proceeded with under section 8 (1) of The Local Improvement Ac~
and that under this section the ratepayers had no recourse but
to object to this project in the time allowed when Council had
published in the local paper its intention to proceed with the
work.
Section 8 (3) states that where it is intended to proceed under
this section, the Council shall not be deemed to proceed on the
initiative plan but there shall be published at least once a
week for two weeks a notice of intention, and application to the
Ontario Municipal Board for approval of the work being undertaken.
This was done, approval received, and, no owner objected to the
work at any time until receipt of this present petition.
The Council took the attitude that they had proceeded in the
proper manner and that the petition was not valid, and instructed
the Clerk to advise the ratepayers accordingly-

A P. U. C. meeting is scheduled tor Tuesday, April 2,1968.
All members of Council are requested to attend a Finance
meeting re Canadian Union of Public Employees Agreement at
the early part of the evening.
It was noted on reading the proposed agreement with the
Ontario Humane Society that one or two of the finer points
were omitted, and this should be brought to the attention of
this organization.

Mr. Hughes, General Manager, Ontario Humane Society.
