CARRIED CORRESPONDENCE City of Belleville requests Councils endorsation in respect to the Provincial Government's decision to limit grants for Community Centres to municipalities having a population of 25,000 or less. MOVED by Councillor D. Kitchen, seconded by Councillor D. Quick, that the Council of the Township of Pickering adopt the recommendations of the Public Relations Committee of March 22, 1972. (a) (b) documents would be made ~ailable to the Press at least fifteen minutes 'prior to the meeting; all items on the Agenda will be set out in a clear manner; minutes of meetings should clearly and concisely indicate actions taken; by-laws should be presented in a more concise and understandable manner. As recommended by the Executive Committee, August 14, 1972. (c) (d) CARRIED. Resolution '276/72. MOVED by Deputy Reeve G. Ashe, seconded by CCUncillor Mrs. J. L. McPherson, that the Executive Committee recommend to Council that Council accept the Tender of Bob Logmire, Highgloss Buildi~g Maintenance at the price of $243.00 per month for cleaning of the Day Care Centre subject to ~.Logmire . providing the Township of Pickering with a satipfactory S~etv Bond. and the Reeve and Clerk are aüthor~zed to s~gn the agreement. . CARRIED 20/72 - 3 - Instructions - Obtain signed contract and Surety Bond. Reaoiution # 277/72 MOVED by Councillor D. Quick, seconded by Councillor K. Matheson, that Reeve J. R. Williams and Mr. C. I. Shelley, Township Managert be authorized to meet with representatives of Bay Ridges Cable T.V. to discuss the problem in hand and negotiate a settlement acceptable to Council. CARRIED Resolution #278/72 MOVED by Councillor J. Anderson, seconded by Councillor K. Matheson, that A Committee of Council Members be appointed to meet with the Pickering Public Library Board to discuss future locations and structures for Library purposes. The Committee be composed of:- Reeve J. R. Williams. Councillor Mrs. J. L. McPherson. Councillor D. Kitchen. CARRIED Resolution '279/72. MOVED By Councillor K. Matheson, seconded by Councillor D. Kitchen, that the Executive Committee recommend to Council that Council enter into a Lease Agreement with the Ontario County Board of Education for the Bay Road School Building on the following basis:- 1) that the lease be for the term of one year, 2) that the Municipality pay a yearly rental calculated on a rate of 50~ per sq. ft. 3) that the Municipality be responsible for- heating lighting custodial services water any taxes and any other operating costs all maintenance of building and grounds 4) that no additions or alterations will be made without the prior approval of the Board. S) that the Municipality will indemnify and save harmless the Board from any claim or demand resulting from the use of the building or grounds. 6) that the Municipality will not sublet nor assign use of the building or grounds and that the premises will be used for offices only. CARRIED 20/72 - 4 - Resolution #280/72 MOVED by Councillor Mrs. J. McPherson, seconded by Councillor D. Kitchen that the Executive Committee recommend to Council that Council authorize the establishment of free Anti-Rabies Vaccination Clinics and further that it be recommended to the Canada Department of Agriculture that an additional clinic be established in Base Line Road in addition to the Claremont and Eastwoodlands Fire Halls. CARRIED Resolution # 281/72 MOVED by Councillor D. Kitchen, seconded by Deputy Reeve G. Ashe, that the Council of the Township of Pickering do hereby certify I) that By-law 4188/72 is in conformity with the Official Plan of the Township of Pickering approved and in force at the time said By-law was passed, namely the 1st day of May 1972. 2) no further Official Plan has been proposed by Council nor approved by the Minister of Municipal Affairs since the passing of said By-law 4188/72 with which said by-law would not be in conformity, including the overall revision, adopted by Council, January 18th, 1971 and Official Plan Amendment # 18 adopted by Council, October 4th, 1971 and presently before the Minister of Municipal Affairs. CARRIED Resolution # 282/72 MOVED by Councillor D. Kitchen, seconded by Councillor J. Anderson, that the Council of the Township of Pickering do hereby certify I) that By-law 4209/72 is in conformity with the Official Plan of the Township of Pickering approved and in force at the time said By-law was passed, namely the 26th day of June 1972. 2) no further Official Plan has been proposed by Council nor approved by the Minister of Municipal Affairs since the passing of said By-law 4209/72 and which said By-law would not be in conformity, including the overall revision adopted by Council, January 18th, 1971 and Official Plan Amendment #18 adopted by Council October 4th, 1971, and both being before the Minister of Municipal Affairs. Bass to report on policy on which refunds are made with respect to Recreation Fees. System to be reviewed and establish firm policy. Resolution #284/72 MOVED by Councillor J. Anderson, seconded by Councillor Mrs. J. McPherson, that Council endorse recommendation of the City of Belleville to support their application to the Provincial Government to continue providing grants to municipalities for Community Centres. CARRIED Instructions - Parks and Recreation Director and Township Manager to prepare a report taking a position in respect to community Grants and to follow through to the Minister, in an attempt to have the grants for Community Centres reinstated. 20/72 - 6 - Resolution #285/72 MOVED by Deputy Reeve G. Ashe, seconded by Councillor K. Matheson, that Council endorse City of Belleville's recommendations to permit W.H.A. Hockey Players to participate in the Canada! Russia Hockey Games. LOST Resolution #286/72 MOVED by Deputy Reeve G. Ashe, seconded by Councillor K. Matheson, that the Council of the Township of Pickering endorse the resolution of the Erie Economic Council as follows:- 'iWhereas: The Government of Ontario will cease financial assistance to the Erie Economic Council and the nine other Councils that cover the entire Province of Ontario as of January 1st, 1973. THEREFORE BE IT RESOLVED: THAT the Government of Ontario is requested by the Erie Economic Council to continue to pay the annual grant of $34,000 a year to each of the ten Economic Development Councils for the purpose of hcitizen participationH on a spatial basis, in each of the ten sub-provincial areas, provided that at least $10,000 is raised locally by each of the ten Councils. And to continue to enact Bill 89 of the 4th Session, 27th Legislature Ontario, 1966 - An Act Respecting Regional Development Councils Also, the Erie Economic Council expresses its deep concern: THAT the Ontario Government, by ceasing to pay the annual grant (as it has over the years -- in one case 19 years) is cutting itself off from advise and "feedback" on a sub-provincial spatial basis that money cannot buy; from a group of concerned citizens, working together, on a voluntary basis for orderly growth of the Province in the ten sub-provincial areas, and representing all sectors of society of the entire geographic area of Ontario, both private and public; rural and urban, educators and students. THAT this new policy of the Ontario Government of ceasing to pay an annual grant, as of January lst,1973 is not in the interest of "participatory democracyil as many citizens of Ontario will no longer have the opportunity to participate in meetings, seminars and conferences on a large spatial basis, as organized by the ten Economic Development Councils: or to receive the compiled information on their respective areas, that has helped to increase the awareness of the individual, enabling all citizens regardless of their occupation, role or location, to make wise decisions regarding orderly growth of their respective communities; in concert with Provincial Development, realizing "mobili ty has changed their living spaceil. McPherson, that the Corporation of the Township of Pickering agree to compensate the Enumerators for the up-coming Municipal Enumeration for enumerating the canine count on the basis of $.05 (five cents) per dog. Ashe, moves for leave to introduce a By-law of the Township of Pickering to authorize .participation in the Ontario Municipal Employees Retirement System, and to repeal By.-Law 2995, and that same now be read a first time. Councillor Mrs. J. McPherson, seconded by Councillor D. Quick moves that By-law Number 4236/72 to authorize participation in the Ontario Municipal Employees Retirement System,~nd to repeal By-Law 2995, be now read a second time, and that Council go into Committee of the Whole thereon. Anderson, moves for leave to introduce a By-law of the Township of Pickering to authorize the purchase of a 50.16 acre industrial site and the borrowing of $500,000.00 in payment thereof and to repeal By-law 4200, and that same now be read a first time. Quick, moves that By-law Number 4240/72 to establish a Community Centre in the Township of Pickering (Grand Valley Community Centre), be now read a second time, and that Council go into Committee of the Whole thereon.
