The Central Lake Ontario ConservQtion Authority advisee it has adopted a project for the development of campsite facilities in the Pineridge sector of the Heber Down Conservation Area at an estimated cost of $l07,lOO.00 of which $53,550.00 is receivable in the form of grants from the Province of Ontario and the remaining $S3,550.00 is chargeable to the participating municipalities. The t1unicipal Levy for the Township of Pickering is $536.00. Copies to Council. The International Conference on Automobile Pollution advises of their Conference at the Royal York Hotel, June 26, 27, 28, 1972. Copies to Council and News Media. Mr. T. I. Hughes, General Manager, Ontario Humane Society, replies with respect to the level of service provided the municipality, suggesting that a new form of contract be considered, one in which Council approves the degree of enforcement in the form of a prepared budget, and Council pay to the Society the deficit incurred by the Society in providing that level of service up to the maximum disclosed by the approved budget. The Social Planning Council of Ajax-Pickering advises of the proposed use of funds which have been on their books prior to staff amalgamation with Pickering Township. In September or October, the Social Planning Council will be taking over four rooms in the old Nurses Residence adjacent to the Ajax-Pickering rlospital~ and it is their intention to use these funds to purchase furnishings and to make necessary alterations in the building for their use. (VIII) RESOLUTIONS Resolution #216/72 MOVED by Councillor D. Quick, seconded by Councillor K. Matheson, that this Council does hereby endorse the recommendation of the Planning Board, on Application A7/72 on lands known as Part Lot 19, Concession 1 (T-22509) be deemed premature at this time, however, Council, recognizing the urban potential of this land would recommend that authority be given for the installation of storm sÇwers) sanitary sewers, of sufficient size to aàequately serve that section of the area and that this work be undertaken upon completion of an Agreement between the owners and the Municipality. CARRIED Resolution #217/72 MOVED by Councillor D. Quick, seconded by Councillor D. Kitchen, that this Council does hereby endorse the recommendation of the Planning Baord, on Application M6/72 on lands known as Part Lot 4, Concession 9, that because this property does conform to the Township By-law 3037, and was created for a residential parcel in 1968, that recommendation be made to the Minister to modify his order to accomodate this site. CARRIED Resolution #218/72 MOVED by Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, that in the matter of By-law 4144/72 placing a Holding Category on Part of Lots 28, 29 and 30, Concession 1, that this Council does hereby enàorse the recommendation of the Planning Board of June 1st, 1972, that as this land was subdivided by a method which is not recognized by this Municipality that the objections be considered invalid due to development being considered premature at this time, and directs the Township to apply to the Ontario Municipal Board for approval of By-law 4144/72. CARRIED - 6 - 16/72 Resolution #219/72 MOVED by Deputy Reeve G. Ashe, seconded by Councillor D. Kitchen, that in the matter of By-law 4145/72 placing a Holding Category on Part Lot 19, Range 3, that Council does hereby endorse the recommendation of the Planning Board of June lst, 1972, that as this land conveyance is not recognized by the Municipality the objections be considered invalid due to development being considered premature at this ti1ne, and directs the Township to apply to the Ontario Municipal Board for approval of By-law 4145/72. CARRIED Resolution #220/72 MOVED by Councillor J. Anderson, seconded by Deputy Reeve G. Ashe, that this Council does hereby adopt the recommendation of the Planning Board of June 1st, 1972 that subject to proof that lands in Part Lot 5, Concession 8 (Part Lot 6, RD Plan 23) which had been divided into questionable parcels under the Exemption of Section 29 of The Planning Act, being consolidated into one parcel - that By-law 4143/72 be amended to delete these lands therefrom. CARRIED NOTE: Although the above lands are now in the Minister's Zoning Order and By-law 4143/72 is superseded in respect to them, it should be submitted to the Ontario Municipal Board for approval in relation to other areas. Council should note that the Ontario Municipal Board Approval will apply only to lands outside the Minister's Zoning Order but when and if this Order is lifted the Township should proceed as recommended. Resolution #221/72 MOVED by Councillor J. Anderson, seconded by Councillor D. Kitchen, that in the matter of land in Part of the south half of Lot 28, Concession 3, that this Council does hereby endorse the recommendation of the Planning Board of June 1st, 1972, that since this land is designated by the Province as part of !10rth Pickering Development Area, therefore the objections be considered invalid as development in tile area would be premature, and the Township apply to the Ontario Municipal Board for approval of the By-law. CARRIED Resolution #222/72 MOVED by Councillor J. Anderson, seconded by Councillor K. Matheson, that in the matter of land in Part of Lot 23, Concession 8, that this Council does hereby endorse the recommendation of the Planning Board of June lst, 1972, that since this property is part of the lands under Expropriation by the Federal Government and as such, the objections be considered invalid as development at this time would be premature, and the municipality apply for approval of tnis By-law. CARRIED - 7 - 16/72 Resolution #223/72 MOVED by Councillor Mrs. J. L. McPherson, seconded by Councillor J. Anderson, that in the matter of By-law 4l43/72 placing a holding Category on Part Lots 15 and 16 Concession 8, that this Council does hereby endorse the reco~~endation of the Planning Board of June 1st, 1972, that as this land is situated in the area under the Ì'linister ¡ s Zoning Order this Byø-law is superseded. However, it is felt that application should be made to the Ontario 11unicipal Board for approval to this By-law in order to facilitate the implementation of the Holding Zone if and when the Minister's Order is lifted. CARRIED Resolution #224/72 MOVED by Councillor K. Matheson, seconded by Councillor J. Anderson, that permission be granted to the Pickering Township Historical Society to examine Pickering Township records as requested and that subject to further specific approval from the Department of Municipal Affairs, older documents may be removed to the Provincial Archives Department, as recommended by the Standing Committee of the Whole Council, June 12, 1972. Hardy Craig & Associates Limited, on the pumped sewage system be accepted, and further, that the tender of rladovic Construction in the amount of $18,502.00 be confirmed and recommended to Council for acceptance, as recommended by the Standing Committee of the \vhole Council, June 12, 1972. Anderson, that the tender for two four ton trucks complete with snow plows and wings submitted by G.M.C. Truck Centre in the amount of $26,250.08 be accepted, as recommended by the Standing Committee of the Whole Council, June 12,1972. CARRIED Resolution #228/72 MOVED by Councillor K. Matheson, seconded by Councillor J. Anderson, that the report of the Treasurer on the tenders for one station wagon be adopted and that the tender from MacDonald Ford Sales (Oshawa 1968) Limited 815 King Street West, Oshawa, in the amount of $3,076.85 for the supply of a 1972 Ford Ranch Wagon Custom #70 be accepted, and that Resolution #205/72 be rescinded, as recommended by the Stanàing Committee of the Whole Council, June l2, 1972. CARRIED Resolution #229/72 MOVED by Councillor D. Kitchen, seconded by Deputy Reeve G. Ashe, that the Engineer be authorized to: (a) Initiate Local Improvement for storm and sanitary sewers on Liverpool Road and Highway No.2 and authorize the Engineer to hire Consultants. (b) Include Armor's connection on Highway No.2 estimated at $10,000.00 in debentures. Advise the Health Unit of above action and include their letter in the application to the Ontario Municipal Board and request a speedy approval. Kitchen, that the tender for the supply of one 1/2 ton pick-up truck for the Roads Department submitted by Elgin Motors Co. Ltd. in the amount of $2,393.90 be accepted. Quick, that the life insurance coverage for the volunteer firefighters be increased to $10,000.00 effective June 22,1972. CARRIED - 10- 16/72 Resolution #236/72 MOVED by Councillor D. Kitchen, seconded by Councillor D. Quick, that this Council does hereby endorse the recommendation of the Planning Board, that the master plan for Petticoat Creek area shown on Plan #l Job 3233-1 (from Rouge River to Marksbury) be adopted with the exception of the trailer park and horse riding establishment, but including the acquisition of an additional 20 acres east of Whites Road and protection of abutting resiàentail areas by location of access roads and buffer planting, and that this approval be conditional upon the Sewage Treatment Plant location being at Duffins Creek. That the approval above is subject to there being no expropriation on any waterfront projects on which lands are developed as homes without the further consent of the Council in the Township of Pickering. CARRIED A further amendment to the motion was proposed but lost. Moved by Councillor K. Matheson, seconded by Councillor D. Quick, that further to the recommendation of Planning Board re the Master Plan for the Petticoat Creek area, written assurance be given by the Authority that no residential homes be expropriated, but only acquired, when and if the home owners wish to sell. Gentlemen: When we heard of the resolution on tonight's agenda to approve the Petticoat Creek plan, it caused us considerable anxiety because of its ambiguity. Mr. Plitz, Clerk of the Township, has assured us that this resolution concerns only that section of plan that includes the Petticoat Creek and the lands for the proposed trailer park and stables, and does not apply to the Petticoat Creek Waterfront Area as a whole which encompasses our community. If this interpretation is correct, then we have no objection to the resolution. However in view of the confusion in our minds, and we believe in that of Councillor Matheson's, we strongly recommend that this point be clarified before its adoption is made by Council. Anderson, that the Reeve of the Corporation of the Township of Pickering proclaims that the Corporation of the Township of Pickering will celebrate the July 1 Holiday on July 3,1972. (Dominion Day) CARRIED Resolution #239/72 MOVED by Councillor D. Quick, seconded by Councillor J. Anderson, that whereas the Corporation of the Township of Pickering administrative staff is requesting additional space; N~D WHEREAS certain school buildings within the Municipality are available for lease or purchase; BE IT THEREFORE RESOLVED that Mr. C. I. Shelley, Township Manager, be instructed to negotiate with the Ontario County School Board a suitable arrangement for the leasing of space to accommodate municipal township staff. CARRIED Resolution #240/72 MOVED by Councillor K. Matheson, seconded by Councillor J. Anderson, that whereas the Township of Pickering in its acquisition of Part Lot N 1/2 18 B. F. Range 3 provided for future road widening; AND WHEREAS the County of Ontario is requesting said lands; BE IT THEREFORi Ei~ACTED that the Municipality deed to the County of Ontario for a nominal sum of $2.00, the lO x 192 foot strip of land for future road widening.
