CORRESPONDENCE
The Department of Transportation and Communications
advises it does not anticipate establishing any
additional motor vehicle licence issuing offices sta:fed
by Departmental personnel. In view of this, the Township's
request will be considered on the basis of a Driver Examina-
tion Centre and a separate motor vehicle licence issuing
office operated by an appointed issuer.

The Ontario Municipal Board forwards copy of its Order
with respect to Gerard Roos and Gisela Roos vs the Township -
Assessment Appeal - 500 Rougemount Drive, ordering that
the appeal be allowed to the extent that the assessment
of the building be reduced and the land assessment be
confirmed.
Mr. H. C. Ip, 37 Baldwin St., Toronto, expresses his
appreciation for the Township of Pickering Bursary awarded
him at Scarborough College.

Mr. Robert Mason forwards names of persons for whom he
acted as spokesman at a recent meeting of Council regard-
ing Sanitary Landfill Sites.

Central Lake Ontario Conservation Authority advises that
the Executive Committee has recommended to the Authority
that their Maintenance Budget be reduced by one half (from
$40,000. to $20,000.), and it should be noted that this
reduction will curtail activities and services. The
General Authority will meet in Hay at which time their
decision will be forwarded.
The Central Lake Ontario Conservation Authority is
requesting a meeting with Council to resolve many potential
problems and to establish an effective level of
communication.
Instructions - Advise the Conservation Authority that
Council does not feel there is a need for such a meeting
as they have no problems in the areas outlined.
The Department of Social and Family Services forwards
approval re the Day Care Centre and opening of revised
tenders.

Council took strong exception to the continued delays
experienced by the Township as a result of Provincial action,
in its attempt to get the Day Care Project started. It was
suggested that the Province had an obligation to the Township
to extend the completion date for the Day Care Centre in
order that the full subsidy would be paid not only on the
building but on the furnishings as well.
Instructions - Clerk and Deputy Reeve approach the Department
in order to get an extension to the completion date for the
project.

RESOLUTIONS
Resolution #l08/72
MOVED by Councillor D. Quick, seconded by Deputy Reeve
G. Ashe, that the holy Redeemer Church be given zoning
clearance on their development in Lot 28, Range 3
(C 69/70) and be permitted to proceed in accordance with
the recommendations of the Site Development Committee as
outlined in the Planning Director's Memorandum of March
29, 1972.

Resolution #109/72
MOVED by Councillor D. Kitchen, seconded by Councillor
K. Matheson, that the Department of Transportation and
Communications' proposal for lighting Highway No.2 be
accepted and that the D.T.C. be advised that the Township
is prepared to participate in the 50% cost sharing,
further that the Township request the D.T.C. to also
provide full illumination between Fairport Road and
Glendale Road on similar subsidy arrangements, as
recommended by the Standing Committee on Works, March 8,
1972.

the amount of $14,269.50 complete, as recommended by the
Standing Committee on Works, March 8, 1972.

Kitchen, that the period during which the fence encroach-
ing on the public road allowance adjacent to 9al Antonio
Street must be removed, be extended to May the 15th, as
recommended by the Standing Committee of the Whole in
By-law, March IS) 1972.

MOVED by Councillor D. Quick, seconded by Councillor
D. Kitchen, that the Engineer be authorized to call
tenders for a cab and chas~is for the Sanitation Depart-
ment and to obtain quotations for a standard 20 cubic
yard Packer installed on the cab and chassis.

MOVED by Deputy Reeve G. Ashe, seconded by Councillor
D. Quick, that the Resolution of the City of Sault Ste.
Marie, as follows, be adopted;
¡!WHEREAS a recent announcement was made by the Minister of
Finance and Intergovernmental Affairs that he intends to
bring in legislation to eliminate the residential property
tax credit;
!lAND WHEREAS it is our understanding the intention is to
eliminate the residential property tax credit rebate in
1972 and introduce a personal tax credit for the tax year
1972, which technically will not be a credit to an
individual until 1973;
!lAND WhEREAS many municipalities are on the eve of preparing
their annual budgets and setting tax levies for the year
1972;
"AND WHEREAS the elimination of this rebate will have a
bearing on budgetary decisions;
liAMD WHEREAS the proposed legislation to make this change
has not at this time been introduced to the Legislature
and, therefore, we cannot know for certain whether it will
be done;
"NO\rl THEREFORE BE IT RESOLVED, that the Minister of Finance
and Intergovernmental Affairs, the honourable Darcy McKeough
be informed of the unreasonableness of the timing of this
proposal, indicating to him the strong objection of our City;
"AND FURTHER that copies of this resolution be forwarded to
the Association of Ontario Municipalities and all cities and
towns in the Province of Ontario requesting their support to
continue the rebate for the current year before changing the
tax policy in 1972.'¡

J. Anderson, and carried (unanimously) that the Council of
the Township of Pickering do hereby certify

That By-law 4145/72 is in conformity with the Official
Plan approved and in force at the time said By-law was
passed, namely the 21st day of February, 1972, and
No further Official Plan has been proposed by Council
nor approved by the t1inister of Municipal Affairs since
the passing of said By-law 4145/72 with which said
By-law would not be in conformity, except an overall
revision, adopted by Council January lath, 1971, and
presently before the Minister of Municipal Affairs,
which revision provides for development based on
approved secondary plans. By-law 4145/72 presently
conforms to the land use policies of the proposed
revision.

December 31,1971, for the construction of the West Rouge
Canoe Club with an opening balance of $30,000.00 as

29, 1972.

control of Warble Fly has been developed, and
"WHEREAS the Department of Agriculture and Food has
advised of the discontinuan~~ of grant payments to

"AND WHEREAS the Warble Fly Act is not to be enforced;
"BE IT THEREFORE RESOLVED that the Township of Pickering
discontinue the warble fly spraying of cattle in this
Township until further advised by the Department of
Agriculture and Food.

MOVED by Councillor D. Kitchen, seconded by Deputy Reeve
G. Ashe, and carried (unanimously) that the Council of
the Township of Pickering do hereby certify

That By-law 41S8/72 is in conformity with the Official
Plan of the Township of Pickering approved and in
force at the time said By-law was passed, namely the
20th day of March 1972.

No further Official Plan has been proposed by Council
nor approved by the Minister of Municipal Affairs since
the passing of said By-law 4158/72 with which said
by-law would not be in conformity, including the
overall revision, adopted by Council, January 18th,
1971 and presently before the Minister of Municipal

conforms.

Mrs. J. L. McPherson, that Miss Marilyn Paterson be
appointed Acting Planning Director, effective April 4th,
1972, until the new Planning Director comes on staff, as
recommended by the Standing Committee of the Whole Council
in Closed Session, March 27, 1972.

Resolution #l24/72
MOVLD by Councillor D. Quick, seconded by Councillor
D. Kitchen, that whereas proposals have been made to expropriate
and otherwise acquire some 33,000 acres of land within the
Township of Pickering for the purposes of an international
airport and a community known as North Pickering;
AND WHEREAS a further large area of land within the Township
has been placed under a Ministerial Order to restrict
re-zoning;
AND ~mEREAS the Borough of Scarborough has indicated its
interest in annexing the West Rouge area of Pickering Township,
and that certain other proposals have been made that
seriously affect plans for the future of the Township,
including one to locate a regional sewage treatment plant on
the Petticoat Creek;
AND WHEREAS the foregoing proposals have given rise to
uncertainty and difficulty in maintaining effective planning,
day to day aàministration, establishment of meaningful
policies and realistic budgeting;

BE IT RESOLVED that the Corporation of the Township of
Pickering request the Minister of Municipal Affairs for
the Province of Ontario
2.
To confirm forthwith the existing boundaries and
areas of jurisdiction of the Township and to make no
changes thereto prior to a full discussion of any
such proposed change with the Council of the
Corporation, and
To initiate as soon as possible a meeting between
the Minister and the Council to discuss and determine
jointly the future status of the Township of
Pickering within the Government's plans for a Toronto-
Centred region.

By-Law Number 4165/72
Councillor D. Kitchen, seconded by Councillor K. Matheson,
moves for leave to introduce a By-law of the Township of
Pickering to amend By-law 4092/71 (authorizing sale of
stopped-up portion of the road allowance known as Greenwood
Road, Sideline 11/l2, Concession 4), and that same now
be read a first time.
Councillor D. Kitchen, seconded by Deputy Reeve G. Ashe,
moves that By-law Number 4165/72 to amend By-law 4092/7l be
now read a second time, and that Council go into Committee
of the Whole thereon.
The Committee of the Whole arises and reports the By-law as
read.

moves that By-law Number 4l66/72 to amend Restricted Area
By-law 3036 (Community 17) be now read a second time,
and that Council go into Committee of the Whole thereon.
The Committee of the ~fuole arises and reports the By-law

moves that the report of the Committee of the vfuole on
By-law Number 4166/72 be adopted, and that the said
By-law be now read a Third Time and PASSED, that the

By-Law Number 4167/72
Councillor K. Matheson, seconded by Councillor J. Anderson,
moves for leave to introduce a By-law of the Township of
Pickering to authorize the signing of an agreement between
Gar-Jon Construction Limited and the Corporation of the
Township of Pickering (construction of the 45 Place Day
Care Centre) and that same now be read a first time.
Councillor K. Matheson, seconded by Councillor D. Kitchen,
moves that By-law Number 4167/72 to authorize the signing
of an agreement between Gar-Jon Construction Limited and
the Corporation of the Township of Pickering be now read
a second time, and that Council go into Committee of the
Whole thereon.
The Committee of the Whole arises and reports the By-law
as read.
Councillor K. Matheson, seconded by Deputy Reeve G. Ashe,
moves that the report of the Committee of the whole on
By-law Number 4167/72 be adopted, and that the said
By-law be now read a Third Time and PASSED, that the Reeve

NOTE:
This by-law was introduced originally and on a recorded
vote was lost.
The Deputy Clerk drew the attention of Council to the
fact that by Resolution #107/72 a Letter of Intent was
authorized and signed by the Deputy Reeve and Deputy
Clerk indicating the willingness of Council to enter
into a contract with this firm.
Based on this information, Council reconsidered its
position and by. motion authorized the reconsideration
of the by-law.
By-Law Number 4168/72
Councillor K. Matheson, seconded by Councillor Mrs. J. L.
McPherson, moves for leave to introduce a By-law of the
Township of Pickering to regulate and prohibit the sale
and setting off of fireworks in the Township of Pickering,
and to repeal By-law #4153/72, and that same now be read
a first time.
Councillor K. Matheson, seconded by Councillor D. Quick,
moves that By-law Number 4l68/72 to regulate and prohibit
the sale and setting off of fireworks in the Township of
Pickering be now read a second time,ënd that Council go
into Committee of the tihole thereon.
The Committee of the Whole arises and reports the By-law
as read.

moves that the report of the Committee of the Whole on
By-law Number 4168/72 be adopted, and that the said By-law

at its meeting of April 4,1972, and that same now be
read a first time.

J. Anderson, moves that By-law Number 4169/72 to confirm
the proceedings of the Council of the Corporation of the
Township of Pickering at its meeting of April 4,1972, be
now read a second time, and that Council go into Committee
