Williams Deputy Reeve G. Ashe Councillors J. Anderson !1rs. J. L. McPherson D. Kitchen K. Matheson D. Quick Clerk D.J. PIitz. DECLARATION OF OFFICE '.0 o. (II) (III) 1. 2. Prior to commencing the business of the day each member of the Council in unison took their Declaration of Elected Office and the Oath of Allegiance to Her Majesty Queen Elizabeth II. Reeve Williams requested Rev. Dr. Wm. A. McKay to conduct the devotional service, he offered a prayer to the new council. The clerk extended on behalf of Mr. George Hodgson, , best wishes to the new council. Mr. Hodgson was unable" to be present due to illness. OPENING OF MEETING The Reeve and all members of council each gave a brief inaugural speech covering in general the past and future of the municipality) the consensus of opinion being that this term could be an exciting one for the Township. Reference was also made to the possibility of Pickering becoming a member of the Metropolitan Toronto government as a borough, or possibly a part of an Oshawa Region. The Council will endeavour to hold the line with respect to taxes, and to protect the ratepayers' interests. Other items covered: (1) (2) Reorganization of 11unicipal Administrative Staff. Recreation facilities - Swimming Pool Ice Arena. (3) (4) Day Care Centres. Sewage Plant Expansion - financing of same. (5) Information Service. INFORMATION The Ontario Municipal Board forwards Report with respect to the appeal by Dawn Abraham against the condition imposed in a decision of the Committee of Adjustment. Mr. C.A.. Tripp, Clerk, advises that the Borough of Scarborough has no legal authority to expend monies for the proposed Foot-path on Lawrence Avenue, East of Port Union Road, as requested by the Township of Pickering Council's Resolution #425/71 - Refer to Works Committee. 3. 4. 5. 6. 7. 8. (IV) 1. 2. - 2 - 1/72 The Ontario Municipal Board forwards Order R.7l56 for approval of the Township of Pickering Restricted Area By-law 4029/71. (Comsa Holdings) Mr. James A. Taylor,Q.C., advises that the purchase by the Municipality of part Lot 18, Concession 1, for the easterly extension of Plummer Street, from Mr. J.G. Ellwood has been completed. The Ontario Good Roads Association advises of a Seminar for Councillors, Monday, February 21,1972, in the Canadian Room, Royal York Hotel, Toronto. The Ontario Association of Rural Municipalities advises of their Fortieth Annual Convention to be held in the Crystal Ballroom of the Sheraton-Connaught Hotel, Hamilton, Monday, February 7, and Tuesday, February 8,1972. The Association of Municipalities of Ontario forwards fee account for the Township of Pickering, together with copy of the approved schedule of fees. They advise of their conference to be held at the Chateau Laurier Hotel, Ottawa, from June 18 to 2l, and request that any resolutions be turned in by April 30,1972. Mr. John B. Investments are desirous of expanding the commercial development of the Pickering Sheridan Mall from its present 330,000 sq. ft to approximately 500,000 sq. ft.~ N~D WHEREAS this will necessitate a further acquisition of lands to the South, AND WHEREAS the expansion to the South will affect the lands now owned by the Township of "Pickering (8 acres): BE IT THEREFORE RECOMMENDED that the Council accept the proposal as submitted by J.D.S. and agree to the land exchange of 8 acres of Township land in Part Lot 22, Concession 1, for a 5 acre site in pt. lot 22, Conc. 1 plus a cash payment of $125,000.00; subject to the acquisition of other lands required by J.D.S. N~D FURTHER, that J.D.S. Developments Limited be required to absorb all legal and other costs involved in the transfer of these lands. CARRIED Resolution #3/72 MOVED by Councillor D. Anderson THAT whereas the Township of Pickering has acquired 70 acres of land located in Part of Lots 2 and 3 in the 5th Concession of the Township of Uxbridge; AND WHEREAS the Township of Uxbridge is imposing certain restricted by-laws on the operation of gravel pits; AND WHEREAS the Township of Pickering has indicated their desire to dispose of their holdings in the Township of Uxbridge; AND WHEREAS the Metropolitan Toronto and Region Conservation Authority has indicated their desire to acquire said acreage~ BE IT THEREFORE RESOLVED that the Township of Pickering agree to sell to the Metropolitan Toronto and Region Conservation Authority their total holdings for a cash settlement of $70,000.00 plus entering into an under- standing with M.T.R.C.A. that the Township be permitted to continue to mine gravel from this site for a further period of two years of the date of closing of the purchase by M.T.R.C.A.
