Relative to the Quit Claim Deed between the Town of Pickering
and Me1combe Investments Limited.
By-Law Number 530/76
Councillor Robertson, seconded by Councillor Matheson moved
for leave to introduce a By-law of the Town of Pickering to
authorize the execution of a Quit Claim Deed between the
Corporation of'the Town of Pickering and Melcornbe Investments
Limited with respect to Part Lot 19, Range 3, Broken Front
Concession (922 Dillingham Road) and that same be now read
a first, second and third time and that the same be now
finally passed and that the Mayor and Clerk sign the same
and that the Seal of the Corporation be thereto affixed.

that whereas Section 636a of the Municipal Act as enacted
by Statutes of Ontario, 1973, c. 124 transfers the responsibility
for the hearing of the applications for cancellation,
reduction or refund of taxes to the Council of the Municipality;
AND WHEREAS notices in writing of applications have been
received by the Clerk of the Municipality for the cancellation,
reduction and refund of taxes for various reasons;
AND WHEREAS upon investigation and receipt of reasonable
explanations all claims have been substantiated;
BE IT THEREFORE RESOLVED that the Council of the Town of
Pickering accept the following list of applications and
authorize the adjustment of taxes to be made accordingly.

moved for leave to introduce a By-law of the Town of
Pickering to amend By-law Number 266/75 limiting the number
of automobile service stations and public garages and
that same be now read a first, second and third time and
that the same be now finally passed and that the Mayor and
Clerk sign the same and that the Seal of the Corporation
be thereto affixed.

moved for leave to introduce a By-law of the Town of
Pickering to repeal By-law Number 435/76 prohibiting heavy
traffic on a certain portion of the Uxbridge/Pickering Town
Line Road and that same be now read a first, second and third
time and that the same be now finally passed and that the
Mayor and Clerk sign the same and that the Seal of the
Corporation be thereto affixed.

moved for leave to introduce a By-law of the Town of
Pickering to authorize the execution of a Lot Grading
Agreement between the Corporation of the Town of Pickering
and Aubrey E. Ireland, Jr., with respect to Lot 51,
Plan 331 (LD 333/76) and that same be now read a first,
second and third time and that the same be now finally
passed and that the Mayor and Clerk sign the same and that
the Seal of the Corporation be thereto affixed.

By-Law Number 535/76 - Two Readings Only
Councillor Matheson, seconded by Councillor Anderson
moved far1eave to introduce a By-law of the Town of
Pickering to establish a Municipal Emergency Control Plan
to deal with emergencies within the Town of Pickering
and that same now be read a first and second time, and
the Council go into Committee of the Whole thereon.

moved for leave to introduce a By-law of the Town of
Pickering to authorize the execution of a Lease Agreement
between the Corporation of the Town of Pickering and the
Municipality of Metropolitan Toronto, Part Lot 12, Concession
5 (Parking Purposes - Museum Site in Greenwood) and that
same be now read a first, second and third time and that the
same be now finally passed and that the Mayor and Clerk
sign the same and that the Seal of the Corporation be
thereto affixed.

Councillor Robertson, seconded by Counèi110r Anderson
moved for leave to introduce a By-law of the Town of
Pickering to amend By-law Number 500/76 authorizing the
execution of a Site Plan Agreement between the Corporation
of the Town of Pickering and Irene Dorothy Russell with
respect to Lots 3 and 4, Plan 282 (LD 199/75) and that
same be now read a first, second and third time and that the
same be now finally passed and that the Mayor and Clerk sign
the same and that the Seal of the Corporation be thereto
affixed.

OTHER BUSINESS
1.
By-Law Court
It was suggested that Pickering consider the possibility
of having its own By-law Court. It was noted that
Pickering and Ajax are negotiating to establish a joint
By-law Court

Frenchmans Bay Study
An article in the newspaper occasioned a discussion
relative to a study on Frenchmans Bay. It was suggested
that Council meet-with representatives of the M.T.R.C.A.
early in the next year. It was also indicated that a
report will be coming soon from the Region concerning
this matter.

O.M.B. Hearing - Frenchmans Bay
The O.M.B. has) set a date for its hearing on the Frenchman~
Bay By-law. The date is February 14th 1977 at 10:00 a.m.
4.
No Smoking Week
A letter dated December 17th 1976 was received from the
Ontario Conference of the Seventh-Day Adventist Church
requesting Council to declare January 9th to 16th 1977
as No Smoking Week.

that January 9th to 16th 1977 be declared "No Smoking Week"
in Pickering.

Mayor's Holiday
The Mayor expressed his thanks to Council and especially
to Councillor Anderson for taking his place during his
absence of one week on holiday.

OTHER BUSINESS continued
6.
Councillor Searle
Councillor Searle expressed his appreciation to Council
and indicated that he has enjoyed being a member of
Council for the past three years. He indicated that
the staff is doing an excellent job for the Town.
He also stated that he has tried to represent his
constituents and to work for them during his term.
The Mayor thanked Councillor Searle for his contribution
to Council and for his work for the constituents of Ward
Two. The Mayor wished him well in the future.

Matheson that thanks be expressed to Councillors
Searle and Spratley for their contribution to Council
during their term.

Holliay Greetings
The Mayor wished all a Merry Christmas and a Happy New
Year and indicated that the next meeting would be held
on January 10th 1977.

moved for leave to introduce a By-law of the Town of
Pickering to confirm the proceedings of the Council of
the Corporation of the Town of Pickering at its meetings
held on the 13th and 20th day of December 1976 and that
same be now read a first, second and third time and that the
same be now finally passed and that the Mayor and Clerk
sign the same and that the Seal of the Corporation be
thereto affixed.

TRAILER LICENCE - PICKERING ORCHARDS
That the report of the Town Solicitor dated December
8th 1976 be adopted and that By-law 4025/71 be amended
to permit the licencing of a single trailer on property
owned by William D. Lennox located at 1575 Kingston Road.
LOT GRADING AGREEMENT - IRELAND
That a by-law be prepared authorizing the Mayor and
Clerk to exercise a Lot Grading Agreement between
Aubrey E. Ireland and the Corporation with respect to
Lot 51, Plan 33l, LD 333/76.
GARAGE LICENCE - McKENNA TRANSPORTATIONS
That Mr. Joseph P. McKenna be granted a garage licence,
limited to Classifications C, F and G, onthe express
understanding that the C designation does not include
the authority to keep motor vehicles for sale, as
recommended by the Town Solicitor in his report of
November 30th 1976.
MUNICIPAL EMERGENCY CONTROL PLAN BY-LAW
That a by-law be passed establishing an Emergency
Control Group within the Town of Pickering, consistent
with the recommendations contained in the Town Solicitor's
memorandum of December 1st 1976.
TENDER - MAINTENANCE - TOWN WORKS CENTRE
That the tender of Mairs Maintenance Service in the
amount of $150.00 per month for the Maitenance of the
Town Works Centre be accepted.
TENDER - MAINTENANCE - MUNICIPAL BUILDING
That the tender of Ajax Floor and Rug Service in the
amount of $900.00 per month for the Maintenance of the
Municipal Building be accepted.
PADDOCK DEVELOPMENTS - LETTER OF CREDIT
That the Administrator-Clerk be authorized to reduce
the Letter of Credit held for the completion of services
in the Paddock Developments Limited Subdivision, Plan
M-I089, from $116,soo.on to $35,000.00
REPLACEMENT OF CAPITAL rQUIPMENT -
RESERVE ACCOUNT G/L 461:
That the report of the Treasurer-Collector dated
December 2nd 1976 and dealing with the Replacement of

LIBRARY BOARD APPOINTMENTS
That the two persons accepting positions on the
Library Board as indicated in the report of the
Administrator-Clerk, dated November 23rd 1976
(Councillor D. Kitchen, Mrs. M. Mowbray), be
confirmed and that the remaining position be
advertised in the newspapers.
CAPITAL PROJECTS - 1977 - TENNIS COURTS
That the report of the Administrator-Clerk dated
November 30th 1976, dealing with the construction
of tennis courts for the year 1977 be adopted.
TENNIS COURTS - RE-SURFACING PROGRAM
That General Ledger Account 2128-6181 (Parks& Centres -
Other Fixed Assets) be charged with any over-expenditure
incurred in the 1976 Tennis Court Re-surfacing Program,
as recommended by the Treasurer-Collector in his
report of November 23rd 1976.
ONTARIO BUILDING CODE
That:

The Director of Public Works be named the Chief
Official having jurisdiction to enforce the
regulations of the Ontario Building Code.
2.
The Director of Public Works appoint the Senior
Building Inspector as his designate as the
Chief Official.
3.
The Fire Chief be appointed as the person
assigned specific responsibilities for enforcement
of Sections 3 and 6 of the Ontario Building Code
in respect to fire safety matters as follows:
