1. Adoption of Minutes of the Meeting of November 10th, 1999
Moved by Mark Rohlehr that the minutes of the meeting of November 10th, 1999 be
adopted as circulated.
CARRIED
2. Scope of the Environmental Assessment
Kurt Johansen provided an update on the Environmental Assessment of Pickering A
Return to Service. (Copies of the overheads are provided.)
Differences in Draft Scope vs. Final Scope:
more emphasis on historical events – incidents
consideration of wear and tear
staff requirements – environmental and safety
assessment of decommissioning stage

entire environmental assessment of site
public health, impact on non-humans as well as humans
Moved by Al Goodall that the Scope of the Environmental Assessment for the
Proposed Return to Service of the Pickering Nuclear Generating Station ‘A’ be
received for information.

3. Dr. Kyle’s Letter Concerning Cancer Surveillance
System Around Canadian Nuclear Facilities
Pickering has been chosen as the community in which the study will be
undertaken
the Atomic Energy Control Board will begin the study this year
Moved by Al Goodall that Dr. Kyle’s letter concerning Cancer Surveillance System
Around Canadian Nuclear Facilities be received for information.

4. Durham Nuclear Health Committee
Moved by Gordon Reidt that the Durham Nuclear Health Committee Minutes of
November 19th, 1999 be received for information.
CARRIED
5. Station Status
Pierre Tremblay provided a report on the Pickering Nuclear Generating Stations
status and 1999 Report Card. (Copies of the Overheads are provided.)
6. Other Business
a) Environmental Assessment Process:
Mayor Arthurs advised that the Final Scope of the Environmental Assessment
for the Proposed Return to Service of the Pickering Nuclear Generating
Station ‘A’ was received by the City of Pickering on February 2nd

the Peer Reviewer will review the final scope and provide comments
the Atomic Energy Control Board will be appearing before Council prior to
the end of February
City of Pickering staff will also be reviewing the Scope
b) Current Building Process:
Pat O’Brien provided information on the current building taking place at the
Pickering Nuclear Generating Station and surrounding area
a three storey building to accommodate 300 staff is presently being
constructing and should be occupied mid June, early July
a three storey building is also being built at the north-east corner of
Montgomery Park Road and Brock Road, with occupancy mid January, early
February, 2001
looking to lease a building for a 25 year term to accommodate a further 100-
150 staff
c) Ontario Power Generation Educational Programs:
Pat O’Brien advised the Ontario Power Generation does provide scholarships
mostly related to Engineering at Queens University and Lakehead University
presently meeting with Boards of Education to discuss High School
Scholarships
have participated with Durham College on Fund Raising initiatives
d) Angus Reid Poll:
Ontario Power Generation have ownership
it is proprietary in nature
the Poll was used to monitor public opinion, OPG’s programs, what the
community likes and dislikes and how changes can be made
additional Polls will be carried out and comparisons will be done
questions, responses and analysis are proprietary
e) Economic Impact Study:
Irene Koch requested a status report on the Economic Impact Study and was
advised that some final reviews have been done and will be ready to go by the
end of the month
Ontario Power Generation will be making a presentation before Council
before released
f) Durham Nuclear Health Committee:
the Durham Nuclear Health Committee will be holding a meeting on February
18th at the Pickering Nuclear Generating Stations, Information Centre

Centre
