Adoption of Minutes of the Meeting of April 14th, 1999 Moved by Gordon Reidt that the minutes of the meeting of April 14th, 1999 be adopted as circulated. CARRIED 2. Actions Arising From Minutes a) Pickering Nuclear Status Update - presented by John Froats A presentation was made and a copy of the overheads is attached. John advised that a conference call takes place each morning at 7:30 a.m. between all plant operators to advise of and discuss any significant issues that may have occurred over the past 24 hours. This is a powerful tool, helps with difficulties, encourages and builds teamwork. - 2 - John spoke of Y2K Certification advising that additional staff will be present at the plant on New Years Eve. This is the first of the nuclear fleet to have certification completed. A very aggressive and robust program in place. Prior to restart of Pickering ‘A’, a full compliment of staff will be in place. Planning ahead and ensuring that people are in place to review the plan is necessary. Additional qualified staff, engineering staff and ‘infrequently performed evalution’ are all part of Pickering ‘A’ Restart. Laurie Swami, gave an update on the Environmental Action Plan Milestones. She advised that they are meeting major commitments and milestones. Community consultation on the plan is still needed to ensure that all issues are being addressed. b) Investments in a Competitive Market - presented by John Power John advised that as of April 1st, 1999,Ontario Power Generation became a Commercial company. When seeking investments the environment must be reviewed. John made a presentation advising that Ontario Power Generation is competing with coal and Hydro Quebec. He outlined the factors driving prices as follows: a) Demand Supply -load growth -market rules/structures -weather -plant age & performance -environment -ISO/Tx/Tx Pricing -Fuel Prices -Cost of Capital -Technology b) Environmental Regulation -3 major issues: i) CAAA-802 limits tighten in 2000 ii) Ozone air quality limits tighten-may lead to Nox controls on generation iii) CO2 limits pending? c) Technology - 3 - Summary  part of larger market  prices highly volatile  OEGC is cost competitive  market price could drop in short term  long term prices will be driven by cost of new entrant c) Regulator Jurisdictions: Federal/Provincial John Froats distributed a Regulatory Responsibilities for OPG Nuclear Plants table which outlines who has jurisdiction over what. (copy attached) d) Fire Safety Update Deodatt Somaru distributed copies of the Fire Safety Program Update. (copy attached) A presentation will be made by both Hydro and the Town at the September meeting. e) Community Advisory Council Update Pat O’Brien advised that the first meeting of the Community Advisory Council has been scheduled for June 15th at 6:30 p.m. The role of this Advisory Council is to advise the Site Vice-President. At this meeting the Terms of Reference and the Enviornmental Action Plan will be reviewed. Representatives from Pine Ridge High School, Fairport Community Assoc., two representatives from Ajax, members of the working group and members at large have been invited. Mr. Bob Strickert will also be in attendance. The meetings will be held on a monthly basis. Also invited are representatives of large and small businesses, Durham Nuclear Awareness and PACT. Durham Nuclear Health Committee will continue to participate as a stand alone function. 3. Next Meeting September 8th, 1999 and November 10th, 1999 at 6:30 p.m. have been scheduled for the next meetings. 4. Adjournment The meeting adjourned at 9:30 p.m.
