Myslik (I) RESOLUTIONS Resolution 168/74 MOVED by Councillor Matheson, seconded by Councillor Searle that application M6/74 by M. Baumgartner to Modify the Minister's Zoning Order in respect to Lands at Part Lot 7, Concession 7 be Deferred to be brought forward subsequent to the completion of the rural area study, as recommended by the Planning Committee, June 6th, 1974. CARRIED Resolution 169/74 MOVED by Councillor Anderson, seconded by Councillor Spratley that the application M3/74 by J. Ponzo to Modify the Minister's Zoning Order in respect to lands at Part Lot 13, Concession 7 be APPROVED, as recommended by the Planning Committee, June 6th, 1974. CARRIED Resolution 170/74 MOVED by Councillor Kitchen, seconded by Councillor Robertson that: I} The Bay Ridges Branch Library expand to 2,500-3,000 sq.ft. preferably within the Plaza; 2} The Bay Road School be developed as a Neighbourhood Centre; 3} All municipal office functions be removed from the school building, as soon as c~~JBni~nt; 4} A detailed Development be prepared by Consultants for the development of the Neighbourhood Community Centre and the Bay Ridges Core Area. As recommended by the Planning Committee, June 6th, 1974. Resolution 171/74 CARRIED MOVED by Councillor Kitchen, seconded by Councillor Matheson that on the basis of the Location Study for the Town of Pickerina Works Yard and Related Facilities Site 7 is the recommended site and sites 8 and 6 are alternative sites. However, before making a final deQ~aion the following steps should be undertaken: (See Next Page) - 96 - 15/74 Resolution 171/74 (Continued) 1) These three sites should be examined more specifically by the consultants, Public Works and Recreation and Transit Departments in order to ascertain any specific site problems, such as drainage bearing capacities and general engineering considerations and/or problems. An appraisal should be undertaken in order to ascertain the acquisition costs involved with these three sites. 2) 3) On the basis of recommendations 1 and 2 above, a comparison and evaluation of costs should be made by Consultants in respect to overcoming possible specific site problems and acquisition for the three sites (Sites 7, 8 and 6), thus providing a further input into the ultimate site selection and facility development. CARRIED Resolution 172/74 MOVED by Councillor Anderson, seconded by Councillor Spratley that the proposed exp~nsion of the Fairport Road Switching Station as illustrated by Drawing S-73194-l of May 1st, 1974 submitted by Bell Canada be accepted on condition that a Site Plan Agreement be entered into by the Town of Pickering and Bell Canada, as recommended by tqe Planning Committee, June 6th, 1974. . Resolution 173/74 CARRIED MOVED by Councillor Anderson, seconded by Councillor Matheson that the Town of Pickerinq consider the Conditions of Approval of CG5/66 ful=illed; 1. Upon approval of the Planning Department of Conditions 1 to 3 and 6. 2. Upon payment to the Town of Pickering of $l,O~O.OO lot development fee and $280.00 public purposes levy, and 3. Upon execution of an agreement between the Town of Pickering and the owner of the subject property to ensure that the owner will not object to the installation of municipal services and that he will connect to municipal water and sewer services within 6 months of their installation acrOss the frontage of the subject property. CARRIED MOVED by Councillor Kitchen, seconded by Councillor Searle that the Committee of Adjustment's recommendation to the Planning Committee of the Town of Pickering, that the 'per diem' rate for the Committee of Adjustment Meetings be increased from $19.00 to $25.00 be approved, as recommended by the Planning Committee, June 6th, 1974. CARRIED Resolution 175/74 MOVED by Councillor Kitchen, seconded by Councillor Anderson that the application by E.~J. Laverick (in respect to lands at Lot 6, Plan 555, located ~~uth of the Ham¡et of Greenwood), to Modify the Minister s Zoning Order tp permit the construction of a single detached dwelling,' - 97 - 15/74 Resolution 175/74 (Continued) be APPROVED, as recommended by the Planninq Cornw,ittee, June 6th, 1974. Resolution 176/74 CARRIED MOVED by Councillor Robertson, seconded by Councillor Matheson that the lands owned by the Town of Pickering between Highway #2 and Old Kingston Road, Fairport Road and the Police Station remain under Town ownership until a detailed design study can be developed for the area. SUC:l a study to be part of the Secondary Plan for the Dunbarton CoMitunity, as recommended by the Planning Committee, June 6th, 1974. CARIHED Resolution 177/74 r-iOVED by Councillor Spratley, seconded by Councillor Anderson that the application M4/74 by D.M. Mackie to Modify the Minister's Zoninq Order in respect to lands at Part Lot 18, Concession 9 be APPROVED, as recommended by the Planning Committee, June 6th, 1974. CARRIED Resolution 178/74 MOVED by Councillor Spratley, seconded by Councillor Anderson that the application M5/74 by Lena Ponzo to modify the Minister's Zoning Order in respect to lands at Part Lot 13, Concession 7 be APPROVEDr as reco~mended by the Planning Committee, June 6th, 1974. CARRIED Resolution 179/74 ii) MOVED by Councillor Anderson, seconded by Councillor Spratley that in order to initiate Item 3 of Council Resolution 166/74, June 3rd, 1974 that; i) All Official Plan hmendment applications and Restricted Area By-law Amendment applications in respect to lands described as part of the Regional District Centre of the Town of Pickering Draft District Plan be Deferred and considered as input to the Conceptual Development Study being carried out by the Town; with proposals for high and medium density residential to be brought forward and considered by the Planning Committee following availability to additional sewage treatment capacity. The Town Planning Staff in Consultation Town Manager and othsr DepartDent Heads to initiate the "Conceptual Development the Regional Centre" by: a) Drawing up Preliminary Teræs of ~eference for the Study, b) Discussing these Preliminary Terms of Reference with various consulting firms to evaluate the validity of the Tenas of Reference and the interest of consulting firms of working within such Terms of Reference, with the be instructed Study of c) Reporting on a continuinq basis with Council until Draft Terms of Reference are draNn, - 98 - 15/74 Resolution 179/74 (Continued) d) Discussing these Draft Terms of Reference with property owners within the Study Area and Ratepayers Associations, e) Drawing up Final Terms of Reference, retaining a consulting firm and proceeding with the Study. Ashe, Anderson, Matheson, Spratley {II) BY-LAvIS By-Law Number 72/74 Councillor Matheson, seconded by Councillor Anderson, moves for leave to introduce a By-law of the Town of Pickering licencing and requiring the registration of dogs within the Corporation of the Town of Pickering an¿ that same now be read a first and second time, and that Council go into Committee of the r'7hole thereon. The Committee of the ~fuole arises and reports the By-law as read. Councillor Matheson, seconded by Councillor Robertson, moves that the report of the Committee of the pfuole on By-law Number 72/74 be adopted, and that the said By- law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same, and the seal of the Corporation be affixed thereto. CARRIED (III) CONFIRMATION BY-LAW By-Law Humber 73/74 Councillor Matheson, seconded by Councillor Anderson, moves for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 10th day of June 1974, and that same now be read a first and second time, and that Council go into Committee of the ~~ole thereon. The Committee of the ~fuole arises and reports the By-law as read. - 99 - 15/74 By-~Law Number 73/74 (Continued) Councillor Matheson, seconded by Councillor Kitchen, moves that the report of the Committee of the ~fuole on By-law NQmber 73/74 be adopted, and that the said By- law be now read a Third Ti~e and PASS~D, that the Hayor and Clerk 3~an the same, and the seal of the Corporation be affixed thereto.
