In a letter of January 12th 1974, Mr. John Livingstone
requested Council to oppose the provincial Government's
expropriation of the North Pickering Site without the
benefit of a public enquiry.
By way of a letter of January 2nd 1974, Mrs. Ann Brown
of the West Rouge Area thanked Council for the services
provided to the West Rouge Area in the past.
Mrs. Sadie Hardy of the Claremont Senior Citizens
extended the thanks of this Group for Council's
financial assistance in the past.
By way of a letter of January 2nd 1974, the Kinsmen
Club of Bay Ridges advised Council of their Winter
C~rnival to be held on February 16th 1974. The Mayor
advised that he would be in attendance to open the
Carnival.
DELEGATIONS
*
Mr. Victor Kenney questioned the amount of the increase
that Council was voting itself, noting that the Con-
sumer Index for the current year amounted to only 9%.
*
Mr. Ralph Bradley endorsed the salaries being proposed
by Council, recognizing the many hours required by a
Councillor.
Mr. Herbert Moodie also spoke in favour of the
increased rates being considered by Council.

Anderson that
WHEREAS the Town of Oakville has passed a resolution
requesting The Province to amend Bill 77
Section 65, (þ~ Act respecting Municipal Elections)
Proxy Voting; and

WHEREAS the Town of Pickering has been asked to
endorse the position taken by the Town of
Oakvi1le on this matter
BE IT THEREFORE ENACTED that the Town of Pickering
endorse the following resolution~
"WHEREAS Section 65 of Bill 77 (þ,.n Act respecting
r.tunicipal Elections) provides for proxy voting;
AND ~ffiEREAS the persons entitled to vote by proxy are
restricted to persons who can be legally
qualified by a medical practitioner as being
physically incapable of attending a polling
place, persons attending an educational
institution, or persons engaged for hire or
reward in the business of transportation by
railway, air, water or motor vehicle;
AND WHEREAS a certificwte to vote by proxy must be
issued by no later than 5 o'clock p.m. of the
Tuesday preceding Polling day;
AND WHEREAS this would Drevent a person who becomes ill
or incapacitated after the Tuesday from exercising
his franchise;
AND WHEREAS tax paying residents who may be out of the
Municipality for business or vacation purposes
are not permitted to exercise their franchise,
when non-tax paying students are permitted to do
so;
THEREFORE BE IT RESOLVED TI~T The Province be requested
to amend the ~ct so as to permit the issue of a
voting proxy up to and including the day of the
Election and amend it also to provide that a qualified
elector who is out of the community on Election Day
and on both days of Advance polling on business,
or a person on vacation being out of the community
for a similar period of time, be entitled to vote
by proxy;
AND FURTHER THAT this petition be circulated amongst all
Municipalities having a population of greater than
10,000 persons, for their endorsation."

Robertson that
1.
By-law 4431/73 is in conformity with the Official
Plan of the former Township of Pickering approved
and in force at the time said By-law was passed,
namely the 2~nd day of October 1973.
2.
No further Official Plan has been proposed by
Council nor approved by the Ministry of Treasury,
Economics and Intergovernmental Affairs since
the passing of said By-law 4431/73 and which said
by-law would not be in conformity, including the
overall revision adoDted by the Council of the
Township of Pickering, January 18th 1971.

Anderson that
WHEREAS with the implementation of Regional Government,
it has been necessary to amalgamate certain
departments and expand others, and
WHEREAS the Office of the Clerk is fulfilling three roles,
Clerical, Personnel and Purchasing, and;
WHEREAS in a report of January 2,1974, the Clerk made
certain recommendations concerning the re-
organization of his department;
BE IT
THEPEFORE RESOLVED that the Town Clerk be authorized
to increase the complement of his staff by the
addition of a Deputy-Clerk, a Clerk-Steno and a
Clerk-Typist and that his department continue to
provide the additional services of Personnel and
Purchasing;
As recommended by the Executive Committee, January 10th
1974.

Spratley that the Clerk be authorized to Durchase six
new microphones from General Sound Theatre Equipment
Limited at a cost not to exceed $492.10 and that this
amount be included in the 197~ Budget, as recommended
by the Executive Committee, January 10th 1974.

Matheson that the Fire Chief be authorized to hire
four Dispatchers for the Fire Service and one Dispatcher
be hired to assume the responsibility of Dial-A-Bus

Committee, January 10th 1974, as amended.

Resolution # 335/73 of the Township of Pickering
made reference to paragraphs 3 and 4 of
Schedule nAil of the Subdivision Agreement between
Pickering Developments Limited, and the Township
of Pickering, and,
WHEREAS this should have read paragraphs 3 and 5 of
Schedule I; þ, !'
BE IT
THEREFORE RESOLVED that the Subdivision Agreement
between Pickering Developments Limited and the
Town of Pickering be amended by deleting para-
graphs 3 and 5 of Schedule "AI!, thereby making
occupancy subject to standard subdivision conditions
only

of the Claremont Lawn Bowling facility and permit the
Senior Citizens to use the building and that the Town

Kitchen that wherever the responsibility for the
orovision of School Crossing Guards is relinquished
by the Durham Regional Po1ièe, this responsibility
be assumed by the Town and that the ~funicipality
accept the offer of training School Crossing Guards
offered by the Durham Regional Police, as recommended
by the Executive Committee, January 14th 1974.

established at $5,000.00 per annum and the 1974 salary

Anderson that the Greenwood Community Centre be granted
a further $7,860.00 and that these funds be secured

expropriated for the Airport Site, as recommended

Kitchen that the Town of Pickering maintain a Local
Planning Fun~tion in keeping with alternative "A"
recommended in the Planning Director's report of
January 11th 197~ on a permanent basis to conduct,
in close liaison with the Regional Planning Department,
the Local Planning Programme outlined in the proposed
Town of Pickering Revised Official Plan; and that
the Town of Pickering request the ~egional Council to
extend indefinitely the period of designation of the
Town of Pickering as a District Planning Area subject
to Section 60 of the Region of Durham Act; and further
that Council investigate the feasibilitv of financially
supporting the recommended Local Planning Function
either from its own !:!unicipal resources or together with
assistance from Senior leve1(s) of Government, as
recommended by the Executive Committee, January 16th

MOVED by Councillor Robertson, Seconded by Councillor
Anderson that
WHEREAS
the Council of the To~mship of Pickering
authorized that a Committee be formed consisting
of the Recreation Director, representatives of
the Bay Ridges Recreation Association and members
of the people living in and around the area of
Sir John It. ~îacDonald School to meet and arrange
a Public Meeting to thoroughly examine the
location of a Community Centre in the Bay Ridges
Area, as recommended by the Executive Committee
of Council; and
WHEREAS
the aforesaid meeting was held in the Don Beer
Arena Hall on Wednesday, January 9th 1974, after
all residents of Bay Ridges had been properly
notified of the intent and time by mail and the
open vote of those present indicated a negative
response to the aforementioned Community Centre
BE IT
THEREFORE RESOL~~D that Resolution ~ 119/73 of the
Township of Pickering be forthwith rescinded and
that no further action regarding a Community
Centre in Bay Ridges be taken until a location in
Bay Ridges is aporoved by those living in the
area, and that the Director of Recreation and
Transportation be instructed to explore alter-
native sites.

Town of Pickering's share of the Inèu~trial Seminar

OTHER BUSINESS
Councillor Anderson suggested that Councillor
Spratley be placed on the negotiating team dealing
with Metropolitan Toronto on the Sanitary Landfill
Site.

Councillor Kitchen requested that members of Council
be advised of any O.M.B. Hearings scheduled.
3.
Councillor Kitchen asJ-;:ed that the question of the
future of the Krosno W~tercourse be considered at
a future Executive Committee meeting.
4.
Councillor Robertson enquired concerning the future
of the Bay Shore Apartments. He was advised that
Bramalea had indicated that they would be registering
the Development as a Condominium on or before July of
1974.
It was suggested that the Þgreement with Bramalea
be checked and possibly a call placed to the President
of the Ratepayers Association, Mr. Wayne Buksa, to
confirm the timing involved.
5.
The Mayor summarized the results of the Industrial
Commissioner's activities during the past year,
indicating that 30 new ~lGnts and 1,060,000 square feet
of industrial space had either been built in 1973 or
\-Tas under construction or, ",ould be completed by the
summer of 197L1.
