'I -,- ," - INAUGURAL -COONe ILMEE'rDlG 1/74 The Inaugural Meeting of the Pickering Town Council was held on MONDAY, the SEVENTH day of JANUARY 1974 at 8.00 p.m. PRESENT: Mayor G. Ashe Councillors - J.E. Anderson D . ~T. Ki tchen K.N. Matheson A. Robertson B.R. Searle K.B. Spratley The meeting was called to order by the former Township Clerk, Mr. N.C. Marshall, who invited ~I. " \..,.. His Worship Mayor George Ashe assumed the Chair. He called on Father Quesnelle of the Holy Redeemer Church for the Invocation and Dedication. His Worship Mayor Ashe invited Mr. Alban Ward, Principal of Claremont Public School to lead the assembly in the singing of 0' Canada. Remarks from the Mayor and members of Council. The various members of Council and the Mayor spoke briefly on the challenges of the future and the accompli- shment of the past. '~ Mr. Jim King, President of The Bay Ridges Kinsmen, presented a Chain of Office to Mayor Ashe. Recognition - Councillor Anderson, speaking on behalf of Council, recognized the m.;ttfÿ" dedicated years of service given by former Townsnip Councillor Mrs. J~an McPherson, giving her an inscribed silver tray in memory of the occasion. Mayor Ashe invited former Reeve John Williams to come forward and gave him an inscribed plaque commemorating his contribution to the Township Delegations - Mr. Hugh Miller, a lifelong resident of the Claremont area, who traced his ancestry to the earliest pioneers of Pickering Townhip, spoke to Council. He recalled the problems of past Councils, going back to the Township's Centennial year of 1911 and noted that the 1974 Council faced somewhat similar problems in dealing with the future of the land. Mayor Ashe thanked f1r. Miller for his remarks. " - 2 - 1/74 Item 5 continued Mayor Ashe read two telegrams from Mr. Norm Cafik, M.P. and Mr. W.G. Newman, M.P.P., expressing concern at not being able to attend the meeting, due to previous conuni tment.s. 6. RESOLUTIONS Resolution 1/74 MOVED by Councillor J. Anderson, seconded by Councillor D. Kitchen, that the Official Banters for the Corporation of the Town of Pickering be the Canadian Imperial Bank of Commerce, 83 Kingston Road West, P.O. Box 10, Pickering, Ontario. CARRIED Resolution 2/74 MOVED by Councillor D. Kitchen, seconded by Councillor J. BY-LAWS By-law Number 1/74 Councillor D. Kitchen, seconded by Councillor A. Robertson moves for leave to introduce a By-law of the Town of Pickering to appoint a Town Clerk and that same now be read a first and second time, and that Council go into Committee of the Whole thereon. Robertson moves for leave to introduce a By-law of the Town of Pickering to appoint a Town Solicitor and that Saoe now be read a first and second tiMe, and that Council go into Committee of the ~lliole thereon. Kitchen moves that the report of the Committee of the Whole on By-law Number 6/74 be adopted, and that the said By-law be now read a Third Time and PASSED, and that the ~ayor and Clerk sign the same, and the seal of the Corporation be affixed thereto. Matheson moves for leave to introduce a By-law of the Town of Pickering to appoint a Fire Chief and that same now be read a first and second time, and that Ccuncil go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Councillor J. Anderson, seconded by Councillor B. Searle moves that the report of the Committee of the Whole on By-'law Number 7/74 be adopted, and that the said By-law be now read a Third Time and PASSED, that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. Robertson moves for leave to introduce a By-law of the Town of Pickering to appoint a Director of Recreation and Trans- portation and that same now be read a first and second time and that Council go into Committee of the Whole thereon. Spratley, seconded by Councillor J. hnderson moves for leave to introduce a By-law of the To~m of Pickering to appoint a Deputy-Treasurer and that same now be read a first and second time,and that Council go into Committee of the Whnle thereon. Robertson moves that the report of the Committee of the Whole on By-law Number 9/74 be adopted, and that the said By-law be now read a Third Time and P,?\.5SED, that the r~ayor and Clerk sign same, and the seal of the Corporation be affixed thereto. CARRIED By-law Number 10/74 Councillor K. Spratley, seconded by Councillor B. Searle moves for leave to introduce a By-law of the To~m of Pickering to appoint Auditors for the Tm~ of Pickering for the year 1974 and that same now be read a first and second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Councillor K. Spratley, seconded by Councillor D. Kitchen moves that the report of the Committee of the r~ole on By-law Number 10/74 be adopted, and that the said By-law be now read a Third Time and PASSED, and that the Mayor and Clerk sign the same, and the seal of the Corporation be affixed thereto. CARRIED By-law Number 11/74 Councillor K. Matheson, seconded by Councillor A. Robertson moves for leave to introduce a By-law of the Town of Pickering to authorize the borrowing of $1,500,000 to meet, until taxes are collected, the current expenditures of the rfunicipa1ity for the year 1974 and that same now be read a first and second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-law as read. Councillor K. Matheson, seconded by Councillor J. Þ~derson moves that the report of the Committee of the ~fuole on By-law Number 11/74 be adopted, and that the said By-law be now read a Third Time and PASSED, that the f1ayor and Clerk sign the same, and the seal of the Corporation be affixed thereto. Matheson, seconded by Councillor Bo Searle moves for leave to introduce a By-law for the Town of Pickering to provide for the collection of taxes for the year 1974 and that same now be read a first and second time, and that Council go into Committee of the ~fuole thereon. The Committee of the ~fuole arises and reports the By-law as read. Councillor K. Matheson, seconded by Councillor D. Kitchen moves that the report of the Committee of the ~lliole on By-law Number 12/74 be adopted, and that the said By-law be now read a Third Time and PASSED, that the ]\~ayor and Clerk sign same, and the seal of the Corporation be affixed thereto. CARRIED OTHER BUSINESS Mayor Ashe drew the attention of the assembly to the Blood Donor Clinic being held on Thursday, January 10th 1974 at the Sheridan tsll, 2 - 9 p.m. Mr. William Newman joined the meeting at this time and was asked to say a few words. He remarked on his attendance at the Town of Whitby's Inaugural Meeting earlier that evening. He acknowledged the contribution of the Council and Staff of the Townhip of Pickering to the development of the Municipality to this point of time and wished the Town Council every success in the years to corne. The Hayor noted for the benefit of those present, the problems that had been experienced in the collection of garbage over the holiday period. Continued equipment failure and limited dumping hours at the Beare Road Sanitary Landfill Site contributed. He commended the staff on the tremendous effort put forth in attempting to maintain the service. Mayor Ashe invited the citizens to make Council aware of special events that should be publicized. He m6ntioned the recent win of the Bay Ridges hockey team at the 6th Annual International 1000 Islands Hockey Tournament and offered the congratulations of Council. Anderson moves for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Ccuncil of the Corporation of the Town of Pickering at its meeting held on the 7th day of January 1974 and that same now be read a first and second time, and that Council go into Committee of the Whole thereon.
