COUNCIL MEETING
A Special Meeting of the Pickering Town
Council was held on Monday, April 10th
1978, at 7:30 p.m.

This Special Meeting of Council was called to consider Item #6
of the Executive Committee Report of March 13th 1978, which
was tabled at the Council Meeting of March 20th 1978.
This Item dealing with the expropriation of the Pickering
Museum was tabled to permit Mayor Anderson to rebut to
comments made by the Honourable Norman Cafik, M.P., at the
Council Meeting of March 20th 1978.

That Item #6 of the Executive Committee Report of March 13th
1978, as presented to Council on March 20th 1978 and tabled
be now considered in this Special Meeting of Council.

Mayor Anderson stated that negotiations for the purchase of
the Museum by the Federal Government commenced in 1973. At
this time, the Federal Government offered the Town $62,000.00
for both the land and buildings comprising the Museum site.
Negotiations continued over the next three years until a
price of $528,000.00 was agreed upon by both parties;
this price included the land and resettlement of the buildings.
It was also agreed that the Town would pay a nominal rent
of $1.00 per year until October 1978, for the use of the
Museum site.
In November 1977, the Federal Government agreed finally to
an interim payment of $365,000.00 to expedite the resettlement
of the buildings. At this time, the Federal Government asked
for rent in the amount of $750.00, retroactive to June 1975.
The Town felt this was contrary to the original agreement of
a nominal rent.
In January 1978, Mayor Anderson delivered various documents
representing the Town's understanding of all required
documentation, relating to the expropriation of the Museum
to Mr. Cafik's office in Ottawa. Although the Federal Government
reiterated the rental of $750.00, Mayor Anderson stated the Town
was only willing to pay the nominal rent.

"WHEREAS the Town of Pickering has negotiated in good
faith with the Government of Canada for the settlement of
the expropriation and relocation of the Pickering Museum
in Brougham; .
AND WHEREAS $100,000.00 of the agreed settlement of the
expropriation has not been paid to the Town pending agree-
ment by the Town to pay rent on the Pickering Museum;
AND WHEREAS the Pickering Museum is not revenue producing
property;
AND WHEREAS the Town of Pickering is not prepared to pay
rent to the Government of Canada for the occupation of the
Brougham property;
BE IT THEREFORE RESOLVED
THAT the Government of Canada be advised that the Town of
Pickering is prepared to return all funds received for the
relocation of the Pickering Museum, exclusive of all costs
incurred by the Town which shall include the acquisition of
the Greenwood Site;
AND that the Federal Government be requested to move the
Pickering Museum to a suitable site within the Town of
Pickering;
AND that the Pickering Museum be designated as a National
Historic Site under the administration of the Government of
Canada."

WHEREAS the Town of Pickering has negotiated in good faith
with the Government of Canada for the settlement of the
expropriation and relocation of the Pickering Museum in
Brougham;
AND WHEREAS $100,000.00 of the agreed settlement of the
expropriation has not been paid to the Town, pending agree-
ment by the Town to pay rent on the Pickering Museum;
AND WHEREAS the Pickering Museum is not revenue producing
property;
AND WHEREAS it has always been the understanding of the Town
of Pickering throughout the negotiations on the settlement of
the expropriation of a portion and the purchase of the balance
of the Pickering Museum in Brougham that the Government of
Canada would lease the property to the Town for $1.00 per
year during the interim period leading to the relocation of
the buildings;

BE IT THEREFORE RESOLVED that the Government of Canada be
advised that the Town of Pickering is prepared to enter into
an appropriate lease arrangement covering the rental of the
Pickering Museum for a nominal rent of $1.00 per year;
And that the Federal Government be requested to forward the
balance of the settlement funds upon receipt of executed copies
of the documents requested by and forwarded to Mr. G.J. Labonte,
Solicitor for the New Toronto International Airport Project,
under letter of March 21st 1978;
And further that the Mayor and Clerk be authorized to execute
these documents.
