was held on MONDAY, MARCH 20th 1978, at

ADOPTION OF MINUTES
Meeting of March 6th 1978

1.
DELEGATIONS
Honourable Norman Cafik, M.P. addressed Council to
clarify the Government of Canada's position with respect
to the Pickering Museum.
2.
Mr. Bruce McDonald, Solicitor, representing E.R.S.
Holdings Limited spoke against the recommendation
of the Executive Committee to refuse his clients
application for a Wayside Pit Permit and requested
that this Permit be approvedsubject to his client
entering into an agreement with the Town of Pickering
to restore the pit to the Town!s satisfaction.
3.
Mr. A. Brown, representing the Pickering Historical
Society and other interested citizens were in
attendance to speak to Item #6 of the Executive
Committee Report regarding the expropriation of the
Museum.
4.
Mr. Derek Willis was present to speak to Item #1
and #2 of the Planning Report.

That the Report of the Executive Committee dated
March 13th 1978, be adopted with the following
amendments:
Item #6 was deferred pending the attendance of
Mayor Anderson .at a Council Meeting.
Item #13 was lost.

That the Report of the Planning Committee dated
March 14th 1978, be adopted.

Resolution 31/78
Moved by Councillor Cahill
Seconded by Councillor Kitchen
That By-law 765/78 is in conformity with the
Official Plan of the Town of Pickering approved
and in force at the time said by-law was passed,
namely the 20th day of February 1978¡
And that no further Official Plan has been proposed
by Council nor approved by the Ministry of Housing
since the passing of said By-law 765/78 and which
said by-law would not be in conformity, including
the District Planning Area, Region of Durham which
was adopted by Council on February 17th 1975, and
recommended to the Region of Durham for approval.

That the program of proposed expenditures for
highway improvement for the year 1978 in the
amount of $1,151,700.00 be adopted;
And that the Town of Pickering hereby petitions
the Ministry of Transportation and Communications
for a subsidy for the year 1978 in the amount of
$586,000.00.

moved that the report of the Committee of the Whole
on By-law Numbers 776/78, 777/78, 779/78, 780/78,
781/78 be adopted, and that the said By-laws be
now read a Third Time and PASSED and that the Mayor
and Clerk sign the same, and the Seal of the Corporation
be affixed thereto.
CARRIED
By-Laws read a first, second and third time and
finally passed.

That the request by E.R.S. Holdings Limited fora
Wayside Pit Permit in conjunction with the Ministry
of Transportation and Communication Contract Number
77-133, be approved, subject to the applicant entering
into an agreement with the Town of Pickering guaranteeing
the restoration of the pit to the satisfaction of the
Town.

Council of the Corporation of the Town of Pickering
at its meeting held on the 20th day of March 1978,
and that same be now read a first, second and third
time and that the same be now finally passed and.
that the Mayor and Clerk sign. the same and that the
Seal of the Corpora~ion be thereto affixed.
