1.0 Welcome
C. Celebre welcomed everyone to the meeting and introduced the
guests in attendance.
2.0 Approval of Agenda/Minutes
Moved by K. Borisko That the minutes of the February 24, 2016 meeting of the Heritage Pickering Advisory Committee be approved.

3.0 Business Arising from Minutes
3.1) Cultural Heritage Assessment – Claremont Public School
C. Celebre provided a brief overview of the Durham District School Board’s proposal to renovate and demolish the 1923 portion of the Claremont School. She also advised the Committee that the findings of the Cultural Heritage Assessment report, which were provided to the Committee in advance of the meeting,
will be presented by Lindsay Reid from ERA Architects.

Status (include deadline as appropriate) Lindsey Reid appeared before the Committee and through the aid of a power point presentation, outlined the cultural heritage value
of the Claremont School, stating that it meets several criteria under the Ontario Heritage Act, consisting of three components, being design value, historical or associative value and contextual value. She also outlined conservation options such as:
Façade retention
Retain significant elements of the building
Commemorative plaque
She noted that a meeting took place with City staff as well as representatives from the Durham District School Board in order to explore conservation options for the school.
Leo Makrimichalos, MC Architects, representing the DDSB appeared before the Committee. Through the aid of a power point presentation, he outlined the proposal for the school and advised the Committee that the DDSB had retained a heritage consultant, Christopher Borgal who has been consulted on the
new design. L. Makrimichalos explained the challenges in bringing the old structure into a workable condition, noting structural and masonry issues with the original façade. He stated various options were
being explored, with the first option being a one storey four room classroom addition with childcare facilities. He outlined plans to recreate the front entrance and include part of the archway of the existing school into a new entrance, as well as a desire to stay within the proportions of the old building. He explained that a two
storey structure would not be cost effective, with the additional costs of having two stairwells as well as an elevator. He also noted that repairs to the original building would not address accessibility issues within the building.
A discussion period ensued with the following comments/questions being noted:
Has the School Board taken into consideration increased
growth in Pickering?
How much of the original building will be retained, interior and exterior?
Has there been any input from the Claremont community?
Would any trees be retained?
What would be the alternative?
Would the School Board be working with a heritage architect?

C. Celebre noted that in discussions with DDSB, it was indicated
they would be willing to look at incorporating salvageable materials into the new design including using original bricks etc. L. Makrimichalos explained how interior as well as exterior
components could be incorporated, noting they were willing to
work with the school as well. L. Reid noted they were pleased with the School Board’s proposed front entranceway, the fact that they are looking at the
proportions of the building, as well as their efforts to salvage
whatever possible. Discussion also ensued with respect to designating the property. It was noted that rather than listing on the Register, that a
designation be pursued. C. Celebre advised that staff and the
Committee would work with the DDSB on designation and this could take place after the designs have been finalized. C. Celebre noted that the applicant would be bringing forward
more detailed plans including a conservation strategy for the
Committee to review and comment. Moved by J. Van Huss
1. That Cultural Heritage Evaluation report prepared by ERA
Architects Inc. be received; 2. That Heritage Pickering receive the proposed schematic design and associated heritage conservation approach; and
3. That Heritage Pickering requests that, based on feedback received at the Heritage Pickering Advisory Committee meeting, the applicant provide revised design drawings showing the full scope of the building design and heritage conservation strategy.

Class EA’s – Infrastructure Ontario provided a Notice of Completion for two properties and have begun to post on the IO website. C.Celebre will forward the information electronically to members for review as they become
available. C. Celebre suggested conducting workshops at the conclusion of committee meetings that do not run too late, noting a need to focus on the Register as well as uploading photos. She
asked members to contact her or M. Sawchuck if they have any questions related to this process.
4.0 Correspondence
4.1) Bert Duclos, Ministry of Government and Consumer
Services Letter received from Bert Duclos, waiving the fees at the Land Registry Office for searches. Copies were distributed to members electronically.
5.0 Next Meeting/Adjournment
