COUNCIL MEETING
A Meeting of the Pickering Town Council was held Monday,
October 19, 1981 at 7:30 P.M.

That the report of the Executive Committee dated October
13, 1981, be adopted with the following amendment:
Item #11 was tabled until November 2, 1981.

That Tender T-27-81, submitted by Bothwell-Accurate Co.
Ltd., in the amount of $15,900.00 for the replacement of
the roof top unit area of the Municipal Building, be approved.

Seconded by Councillor Robertson
Whereas the recommendation of the Executive Committee,
made at its meeting of September 28, 1981, that:
The report of Beddall, Shukla Partnership made in support
of the presentation of September 24, 1981, with respect
to the Town of Pickering Recreation Complex, be endorsed;
and that Beddall, Shukla Partnership be directed to proceed
with the working drawings of the Recreation Complex;
and that the firm of Totten, Sims and Hubicki be retained
as the Project Managers,
was deferred by this Council at its meeting of October
5, 1981, in order that further consideration could be given
to the contracting and construction processes;
NOW THEREFORE BE IT RESOLVED THAT:
1.
The letters dated October 13, 1981, and October
16, 1981, from Beddall, Shukla Partnership to
Mr. N. Marshall and Mr. T. Sheffield, respectively,
outlining a proposed "two-lump-sum-contract"
method for the contracting and construction of
the proposed Town of Pickering Recreation Complex,
be received, endorsed and adopted;
2.
The Beddall, Shukla Partnership and the Director
of Parks and Recreation be directed to proceed
with the finalization of the design of the Complex
and the completion of working drawings; and

3.
The Town Solicitor be directed to confirm, through
the exchange of letters of understanding, that
the existing Agreement between the Town and the
Beddall, Shukla Partnership, is to be binding
upon both parties, subject to the necessary changes
required to implement the proposed "two-lump-sum-con-
tract" method referred to above.

90, Plan 1051, Pickering (Part 1, Plan 40R-56SS)
By-law Number 1379/81
To authorize the execution of a Deed between the Corporation
of the Town of Pickering and the Regional Municipality
of Durham respecting Part Lot 35, Range 3, B.F.C., Pickering
now Scarborough (West Rouge Water Tower)

To authorize the execution of Deeds between the Corporation

To authorize the execution of a Deed between the Corporation
of the Town of Pickering and Regional Municipality of Durham
respecting Part Lot 30, Range 2, B.F.C., Pickering (Rodd

To authorize the execution of Deeds between the Corporation
of the Town of PIckering and the Regional Municipality
of Durham respecting Part Block AZ and Part Block Z, Plan
M-16 (Radom Street Day Care Centre)
By-law Number 1384/81
To amend By-law 911/78 dedicating certain highways within
the Town of Pickering as through highways.
By-law Number 1385/81
To amend By-law 851/78 providing for the regulating of
parking, standing and stopping on highways or parts of
highways under the jurisdiction of the Corporation of the
Town of Pickering and on private and municipal property
and to designate school bus loading zones.
By-law Number 1386/81
To appoint persons to the Committee of Adjustment and to
fix the remuneration for its members.
THIRD READING
Councillor Cahill, seconded by Councillor Stoner moved
that the report of the Committee of the Whole on By-law
Numbers 1377/81, 1378/81, 1379/81, 1380/81, 1381/81, 1382/81,
1383/81 1384/81, 1385/81 and 1386/81 be adopted, and that
the said By-laws be now read a Third Time and PASSED and
that the Mayor and Clerk sign the same, and the Seal of
the Corporation be affixed thereto.
CARRIED
By-laws read a first, second and third time and finally
passed.

CONFIRMATION BY-LAW
By-law Number #1387/81
Councillor Cahill, seconded by Councillor Stoner moved
for leave to introduce a By-law of the Town of Pickering
to confirm the proceedings of the Council of the Corporation
of the Town of Pickering at its meeting held on October
19, 1981, and that same be now read a first, second and
third time and that the same be now finally passed and
that the Mayor and Clerk sign the same and that the Seal
of the Corporation be thereto affixed.
CARRIED
By-law read a first, second and third time and finally
passed.

That application M56/81, submitted by D.M.
Codling to amend the Minister's Zoning Order
#1 on lands being part Lot 11, Concession 6,
be APPROVED AS REVISED to permit the construct-
ion of an attached garage and covered walkway
with a 1.8 metre setback from the east lot
line.

NAMING OF ARENA WITHIN

That Tender T-23-81 submitted by Standard Aggre-
gates for the supply of cold mix asphalt in
the amount of $24.97/tonne delivered be appro-
ved, subject to the approval of the Ministry
of Transportation and Communications.

the Town of Pickering the first right of refusal
to purchase Block K-l, Plan M-l059 adjacent
to the Jean McPherson Memorial Park in the
event that the Durham Board of Education does
not exercise its option on the said lands.

APPOINTMENTS TO AND RATES OF
PAY FOR THE COMMITTEE OF ADJUSTMENT

That the Town Clerk be directed to prepare
a by-law to re-appoint Mrs. Margaret Bishop
to the Committee of Adjustment for a term to
expire on December 31, 1984 and to appoint
Lydia Dobbin for a term to expire on Decem-
ber 31, 1983 and to increase the per diem rate
of the members of the Committee of Adjustment
to $40.00.

ACCOUNTS FOR APPROVAL

That the accounts in the amount of $4,513,473.20
for the period ending September 30, 1981 as
submitted by the Town Manager, be approved.

11.
TRAFFIC SIGNALS AT INTERSECTION
OF LIVERPOOL AND GLENANNA ROADS
FILE NUMBER - E 4000
That the Council of the Town of Pickering hereby
requests the Region of Durham to install traffic
signals at the~intersection of Glenanna and
Liverpool Roads;
and that the Town finance the initial costs
of installation of the said traffic signals
estimated to be between $25,000.00 and
$30,000.00 on the understanding that the Region
will repay the Town these initial costs;
and that the Region expedite the installation
as quickly as possible.

DUMPING OF RADIOACTIVE SOIL
IN BEARE ROAD LANDFILL SITE

That a letter be forwarded to the Minister
of the Environment and the municipalities of
Metropolitan Toronto and the Borough of Scarbor-
ough expressing the concerns of the Council
of the Town of Pickering on the implications
of dumping 4,000 tons of radioactive soil in
the Beare Road Sanitary Landfill Site.
