Taylor - Town Clerk ABSENT Councillor Stoner - (attending seminar) (I) ADOPTION OF MINUTES Meeting of September 8, 1981. (II) RESOLUTIONS Resolution #70/81 - See Appendix #1 Moved by Councillor Cahill Seconded by Counci11 Coburn That the report of the Executive Committee dated September 14, 1981, be adopted. CARRIED 16/81 - 77 - Resolution #71/81 Moved by Councillor Byers Seconded by Councillor Robertson.. That tender T-20-81 for the supply of one 30,000 to 34,000 G.V.W. diesel motor truck which comes with a fire truck body with the addition of a crew cab submitted by Superior Fire Trucks Limited in the amount òf $99,000.00, be approved. CARRIED Resolution #72/81 Moved by Councillor Robertson Seconded by Councillor Byers That pursuant to the provisions of Section 6(b) of By-law 3821, as amended, the operation by United Co-operatòrs of Ontario and T.L. Willson and Sons 1974 Limited of a corn drying facility is hereby declared an emergency for the purposes of Section 6(a) thereof but the relief granted under this resolution shall not extend beyond December 15, 1981, nor will the corn drying facility be operated between the hours of 12:01 a.m. and 6:00 a.m. of any day, with the exception of any 21 days of the corn harvest season to commence on October 15, 1981. That a school crossing be established at the inter- section of Bowler Drive, Maple Ridge Drive and Finch Avenue; and that the Town Clerk be directed to immediately hire a school crossing guard to cover this crossing. 2. That the Regional Municipality of Durham be requested to reduce the speed limit on Finch Avenue between White's Road and Brock Road from 60 km/h to 50 km/h; and that no stopping zones be established on both sides of Finch Avenue from Maple Ridge Drive and Bowler Drive to the west limit of the property of St. Isaac Jocques School. CARRIED 16/81 - 78 - Resolution #74/81 Moved by Councillor Fisher Seconded by Councillor Coburn That the Purchasing Department be authorized to purchase a 1981 Chevrolet Caprice for the use of the Mayor at an estimated cost of $11,344.00; and that this expenditure be covered by a General Fund contribution to the 1981 Capital Budget as an authorized over-expenditure. CARRIED Resolution #75/81 Moved by Councillor Fisher Seconded by Councillor Byers That the Town Manager be directed to extend the coverage of lia- bility insurance to $5,000,000.00 at a cost of $3,772.15. CARRIED Resolution #76/81 Moved by Councillor Cahill Seconded by Councillor Robertson That Mayor Anderson be authorized ~o- take a full page advertisement in the Dunbarton High School Year Book on behalf of the Town of Pickering at a cost of $130.00. CARRIED Resolution #77/81 Moved by Councillor Cahill Seconded by Councillor Fisher That the Town Manager be authorized to proceed with construction in Plan M-1162 (Bostwick Subdivision); and that Tender T-25-81 submitted by E1irpa Construction Limited in the amount of $60,760.80 for construction works in Plan M-1162 be approved; and that the expenditure be charged to Account #3292 (Disbursements Recoverable) on the understanding that part of the expenditure will be ~~ coverab1e by letters of credit in the amount of $13,000 and $43,000 which will be cashed once the outstanding litigation is concluded. CARRIED 16/81 - 79 - (III) BY-LAWS Councillor Cahill, seconded by Councillor Fisher moved for leave to introduce By-laws of the Town of Pickering. By-law Number 1311/81 Third Reading Only Being a by-law to authorize the construction of roadways, storm sewers and a watercourse system as local improvements under the provisions of sections 7.1(a), 11 and 68 of The Local Improvement Act. By-law Number 1357/81 Being a by-law to amend By-law 506/76 to provide for the erection of IIStopll signs at certain intersections within the Town of Pickering. By-law Number 1358/81 Being a by-law to repeal By-law 3831 (setting out of fires). By-law Number 1359/81 Being a by-law to exempt certain parts of Plan M-1219 from part lot control. By-law Number 1360/81 Being a by-law to exempt certain parts of Plan M-1220 from part lot control. By-law Number 1361/81 Being a by-law to authorize the execution of a Release by the Cor- poration of the Town of Pickering of Harold Brunner from a Demolition Agreement respecting Lots 105 and 106, Plan 331, Pickering. By-law Number 1362/81 To amend By-law number 202/75 which gives names to the highways with- in the Town of Pickering. By-law Number 1363/81 Being a by-law to exempt certain parts of Plan M-1227 from part lot con tro1. By-law Number 1364/81 Being a by-law to prohibit turns at certain intersections or portions of highway within the Town of Pickering. By-law Number 1365/81 Being a By-law respecting the obstruction of drains and watercourses. 16/81 - 80 - THIRD READING Councillor Cahill, seconded by Councillor Byers moved that the report, .of the Committee of the Whole on By-law Numbers 1311/81, 1358/81, 1359/81, 1360/81, 1361/81, 1362/81, 1363/81, 1364/81 and 1365/81 be adopted, and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. (IV) OTHER BUSINESS 1. Councillor Cahill requested that By-law 1313 (Sidewalks) be reviewed. 2. Mayor Anderson reported on the encouraging growth patterns in both the residential and commercial sectors of the Town. 3. The following matters were discussed prior to the regular meeting: a) The Director of Parks and Recreation has requested the M.T.R.C.A. to reconsider the proposal for a boat launching facility at the end of Sunrise Avenue. b) The fixed route bus system is scheduled to commence on October 5, 1981. c) Members of Council were asked to meet at 6:30 p.m. on September 29, 1981 prior to the Planning Committee Meeting to review the site plans for the ?partment complex to be constructed by J.D.S. Investments Limited. (V) CONFIRMATION BY-LAW By-law Number 1366/81 Councillor Cahill, seconded by Councillor Byers moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on September 21, 1981, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. AMENDMENT TO MINISTER'S ZONING ORDER BY JOHN, JEAN AND NELLIE BRADSHAW ON THE SOUTHEAST CORNER OF BROCK ROAD AND CONCESSION 4 ROAD FILE NUMBER - B 2310 - M53/81 . ~. That the request of Mr. D. " - 6 - HIGH INTEREST RATES' FILE NUMBER - A 2110 WHEREAS,the rates of interest for mortgages and consumer loans has escalated considerably in 1981; and WHEREAS the present rate of interest for a mortgage is 21 3/4%; and WHEREAS real estate values have increased great- ly in 1981; and WHEREAS homeowners are put in the untenable position of either paying high mortgage payments for a new home or a mortgage renewal or selling their house in order to purchase a house of lesser value or rent accommodation; and WHEREAS businesses are put in the untenable positiion of paying high interest rates on loans for inventory and operating costs which has a major impact on our economy due to the fact that many small businesses are declaring bankruptcy; and WHEREAS the Federal Government is charged with the responsibility of controlling interest rates through the Bank of Canada; and WHEREAS the Federal Government has no short or long term plans or policies to alleviate the high interest rates which are so frustrat- ing to homeowners and businesses; , NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF PICKERING HEREBY strongly objects to the current high rates of interest for mort- gage and consumer loans and urges the Honourable Allan MacEachern, Federal Minister of Finance, to immediately implement policies which will alleviate the burden of high interest rates on homeowners and businesses.
