Taylor - Town Clerk (I) ADOPTION OF MINUTES Regular Meeting of October 26, 1998. (II) DELEGATIONS 1. Gene Preston and Bob Strickert of Ontario Hydro, gave a presentation to the Committee on the current agenda to bring Pickering “A” up to operational standards. (III) MATTERS FOR CONSIDERATION 1. MAYOR’S TASK FORCE ON THE PICKERING WATERFRONT - FINAL REPORT STAFF COMMENTS AND RECOMMENDATIONS FILE NUMBER - A 2110 In IDT Report # 8-98, it is recommended that staff be directed to initiate the establishment of a “Waterfront Coordinating Committee” Approved See Recommendation #1 72 2. WEST ROUGE CANOE CLUB REQUEST FOR EXTENSION OF LEASE AGREEMENT WITH TORONTO AND REGION CONSERVATION AUTHORITY FOR PADDLING FACILITY ON WEST SPIT OF FRENCHMAN’S BAY FILE NUMBER - D 3310 & F 3112 In Planning Report #16-98, it is recommended that the request of the West Rouge Canoe Club to extend its lease agreement with the Toronto and Region Conservation Authority be supported by Council. Approved See Recommendation #2 3. DISPOSAL OF LANDS - FAWNDALE ROAD FILE NUMBER - D 3360 In Legal Services Report L104/98, it is recommended that staff be directed to take the necessary steps to sell the subject lands only if the abutting owners agree to purchase at the price established by the appraisal Approved See Recommendation #3 4. 1998 CAPITAL BUDGET - FINANCING FILE NUMBER - C 2200 In the Director of Finance and Treasurer’s Report FIN 30-98, it is recommended the issuance of debentures for the Sanitary and Storm Sewer installation, Watermain installation and Road Reconstruction on Rosebank Road be approved. Approved See Recommendation #4 5. INCREASE OF SET FINES FOR REGULATING THE RETAIL SALE OF GOODS ON HIGHWAYS OR ON VACANT LOTS ADJACENT TO THEM FILE NUMBER - D 2200 In Legal Services Report L 105/98, it is recommended that staff be directed to take the necessary steps to commence the process to increase the set fine in By-law 1660/83 (regulating the retail sale of goods on highways), in order to remain consistent with the Region. Approved See Recommendation #5 6. APPOINTMENT OF BY-LAW ENFORCEMENT OFFICER TO ENFORCE PARKING BY-LAW AT 726 KINGSTON ROAD FILE NUMBER - A 1900 In Clerk’s Report CL 46/98, it is recommended that a draft by-law to appoint one person to enforce the Parking By-law at 726 Kingston Road, be forwarded to Council for enactment. By-law forwarded to Council 73 7. CROHN’S AND COLITIS AWARENESS MONTH” - NOVEMBER, 1998 “WORLD AIDS DAY” - DECEMBER 1, 1998 FILE NUMBER - A 2111 That Mayor Arthurs be authorized to make various proclamations. Approved See Recommendation #6 (IV) OTHER BUSINESS 1. Mayor Arthurs reported that he participated in two services put on by the local Legions on Sunday, November 8th and noted that there will be a Remembrance Day Service on Wednesday, November 11th at 10:45 p.m. at the Cenotaph. 2. The following matters were discussed prior to the regular meeting: a) Mayor Arthurs advised Council of his meetings with representatives of Autopact who are proposing a development at the former Sports Mart site. b) Councillor Holland distributed a draft motion regarding a logo for the Millennium. c) Councillor Dickerson distributed a copy of the Regional Planning Commissioner’s Report 98-P-94 regarding the Ontario Realty Corporation. d) Councillor Ryan stated that Members of Council should have been given more notice about the Santa Claus Parade to be held on November 14th and noted that they should have a higher profile in the parade. (V) ADJOURNMENT The Meeting adjourned at 9:10 p.m. DATED________________________ CLERK_________________________ TOWN OF PICKERING That the Executive Committee of the Town of Pickering having met on November 9, 1998, presents its fourteenth report to Council and recommends: 1. MAYOR’S TASK FORCE ON THE PICKERING WATERFRONT - FINAL REPORT STAFF COMMENTS AND RECOMMENDATIONS FILE NUMBER - A 2110 1. That Town Council thank all the members of the Mayor’s Task Force on the Pickering Waterfront and commend them for their hard work and valuable contribution to establishing a vision for the Town’s waterfront, as described in the Task Force’s Final Report of June 1998. 2. a) That Town Council receive Report to Council IDT 08-98. b) That three Members of Council and appropriate staff initiate the establishment of a “Waterfront Coordinating Committee”. 3. That a copy of Report to Council IDT 08-98 be forwarded to Mr. David Steele, chair of the Mayor’s Task Force on the Waterfront, the Toronto and Region Conservation Authority, the Waterfront Regeneration Trust, Ontario Hydro, the Pickering Harbour Company, and any others that may have an interest in this matter. 2. WEST ROUGE CANOE CLUB REQUEST FOR EXTENSION OF LEASE AGREEMENT WITH TORONTO AND REGION CONSERVATION AUTHORITY FOR PADDLING FACILITY ON WEST SPIT OF FRENCHMAN’S BAY FILE NUMBER - D 3310 & F 3112 That the request of the West Rouge Canoe Club to extend its lease agreement with the Toronto and Region Conservation Authority for the period November 1, 1998 to October 31, 1999, to accommodate a temporary compound on the west spit of Frenchman’s By for the storage, within trailers, of canoes and kayaks associated with the club’s paddling facility, be supported by Council. 3. DISPOSAL OF LANDS - FAWNDALE ROAD FILE NUMBER - D 3360 That Legal Services Report L 104/98 regarding the sale of Lot 1, Plan 40M-1457 fronting on Fawndale Road be received; and That staff be directed to take the necessary steps to sell the subject lands only if the abutting owners agree to purchase at the price established by the appraisal. 2 4. 1998 CAPITAL BUDGET - FINANCING FILE NUMBER - C 2200 That Report FIN 30-98 be received and that: (1) a) Council approve the issuance of debentures for the Sanitary and Storm Sewer installation, Watermain installation and Road Reconstruction on Rosebank Road in an amount not to exceed $826,000 for a term of up to 20 years; b) financing costs, including temporary financing of expenditures, be included in the 1999 Current Budget (2) the appropriate officials of the Town of Pickering be authorized to give effect thereto. 5.
