CARRIED 8/81 - 39 - (III) -- . - - -BY-LAWS Councillor Fisher, seconded by Councillor Stoner moved for leave to introduce By-laws of the Town of Pickering: By-law-Number-1285/81 Being a By-law to authorize the execution of a Subdivision Agreement between The Hurlstone Development Corporation and the Corporation of the Town of Pickering respecting the development of Draft Plan 18T-78092 in Part Lot 28, Concession 1, Pickering. By-law Number-1286/81 Being a By-law to authorize the execution of an Agreement between Maple Ridge Homes Limited and the Corporation of the Town of Pickering to amend the Subdivision Agreement dated March 2nd, 1981 between Maple Ridge Homes Limited and the Town respecting the development of Draft Plan of Subdivision 18T-80021. By-law Number-1287/81 Being a By-law to authorize the execution of an Agreement between Maple Ridge Homes Limited and the Corporation of the Town of Pickering to amend the Subdivision Agreement dated June 16th, 1980, between Black File Investments Inc. and Silver File Investments Inc. and the Town respecting the development of Draft Plan 18T-79068 (Plans M-1194, M-1202, M-1203, M-1207, etc.) By-law-Number-1288/81 Being a By-law to authorize the execution of a Site Plan Agreement between the Corporation of the Town of Pickering and Wix Corporation Limited with respect to Part Lot 18, Range 3, B.F.C., Pickering. By-law-Number-1289/81 Being a Restricted Area By-law to amend Restricted Area By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, Part Lots 29 and 30, Concession 1, in the Town of Pickering. By-law'Number-C-15 Being a By-law to amend the Town of Pickering Municipal Code to levy such rates against all of the assessed properties in the Town of Pickering as will be required to cover the 1981 requisitions from the Durham Board of Education and the Durham Region Roman Catholic Separate School Board. - 40 - 8/81 THIRD-READING Councillor Fisher, seconded by Councillor Stoner moved that the report of the Committee of the Whole on By-law Numbers 1285/81, 1286/81, 1287/81, 1288/81, 1289/81 and C-15 be adopted, and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. (IV), - -. - - -OTHER ,BUSINESS 1. Councillor Stoner inquired into the status of the traffic study and was informed that it is now being edited by the Region. Councillor Stoner stated that if Dixie Road was improved it would relieve traffic problems on Glenanna Road. 2. Councillor Fisher stated that the Region approved the stop signs at the intersection of Kitley Avenue and Bowler Drive contrary to what was reported in the News Advertiser. 3. Councillor Fisher reported that a property is being used as a dump on Sideline 31 and the Ministry of the Environment should be informed of this. 4. Councillor Byers requested that staff prepare a report on the control of propane tanks. 5. The Planning Committee will meet on Tuesday, May 26th and Tuesday June 16th both at 7:30 p.m. 6. Council directed that an advertisement be placed asking for applications for nomination to the Land Division Committee. 7. The Town Manager discussed storm water management in Bramalea's draft plan of subdivision on the west side of White's Road and throughout the Town. As a result of this discussion, the following motion was passed: Resolution #23/81 Moved by Councillor Stoner Seconded by Councillor Coburn That Totten Sims Hubicki Associates be requested to submit a proposal for preparing a Flood Water Management Program for the urban area of the Town. CARRIED 8/81 - 41 - ~V). -, - -CONFIRMATION-BY-LAW By-law-Number-1290/81 Councillor Stoner, seconded by Councillor Fisher moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on May 4, 1981, and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. REQUEST FOR A PRIVACY FENCE AT THE REAR OF LOTS ON POPRAD AVENUE FILE-NUMBER---D.3400.01 . ,.. That the letter dated April 2,1981 from the residents of Poprad Avenue requesting a privacy fence at the rear of their properties because of inconveniences caused by the widening of Bayly Street and the expansion of the GO Station be received; '.,~ .... , >,-,>0. and that copies of this letter be forwarded to the Region of Durha~ and the Toronto Area Transit Operating Authority for their consid- eration. 2. SCHOOL CROSSING AT EYER DRIVE AND HILLCREST ROAD FILE-NYMBER---F2410 That the request of the Parent Teachers Assoc- iation of Our Lady of the Bay School dated March 12, 1981 to establish a school crossing station at the intersection of Eyer Drive and Hillcrest Road be approved. 3. RETURN OF ROAD WIDENING ON ROSEBANK ROAD FILE-NUMBER --E 4000-- r ., That the request of Ronald A. Rubinoff dated March 18, 1981 for the return of a road widening to Mrs. Leslie Puddister on Rosebank Road and described as Part 1, Plan 40R-2519 be granted subject to Mrs. Puddister assuming the cost of a reference plan to cover the re-conveyance and the assumption of any legal costs incurred by the Municipality in re-conveying the lands. ~ ....; ... - 2 - 4.
