In Planning Recommendation Report 9/98, it is recommended that Council

97006 submitted by the Estate of Violet E. Swan on lands known as Part
of Lot 28, Concession 2, be APPROVED AS REVISED and that Zoning
By-law Amendment Application A 11/97 to allow residential development
and conserve open space lands, be APPROVED.

Bob Jones, 1899 Parkside Drive, stated that the “T” intersection of Spruce
Hill Road and Finch Avenue is not good and he asked how far a distance
is there between Spruce Hill Road and Street “A”. He felt that Finch
Avenue should be widened and asked how large of a school will be built,
where will it be sited and how will it be accessed.

John Liska, representing the Whites Grove Community Association, stated
that the notice of this meeting was short. He is glad that there is no road
access onto Whites Road and noted that the wood lot does provide a
buffer. He asked that this application be deferred so that his Association
can discuss it.
Jim Dyke, representing the Mayor’s Waterfront 2001 Task Force, noted
that the Task Force did submit a letter of comment dated March 23, 1998.
The headwaters to Frenchman’s Bay must be protected and he is willing to
work with the applicant to enhance the headwaters.
5. PRELIMINARY REPORT - FRENCHMAN’S BAY
WATERSHED MANAGEMENT STRATEGY

report be received for information, including Attachment No. II entitled

$55 per meeting to $80 per meeting be forwarded to Council for

13. AUTOMATED VOTE TABULATING EQUIPMENT

In Clerk’s Report CL 13/98, it is recommended that the option to purchase
automated vote tabulating equipment from Global Election Systems Inc. as
set out in Paragraph 5 of their rental Agreement dated February 28, 1997
not be exercised.

(III) OTHER BUSINESS
1. The following matters were discussed prior to the regular meeting:
a) A memo from the Director of Parks and Facilities was distributed
respecting graffiti at the Diana, Princess of Wales Park. The
Director was asked to restudy the concept of supplying “graffiti
walls”.
b) The Town Clerk reported that CUPE Local 129 is contributing
$1,000 towards the cost of an alternative medicine program for an
employee who is suffering from asbestosis and that CUPE was
asking for a grant from the Town towards this program.
c) Mayor Arthurs reported that he received a letter from the
Honourable Norm Sterling on March 20, 1998 regarding an
Environmental Assessment at the Pickering Nuclear Generating
Station.
d) Councillor Johnson reported that there may be a possible conflict
with the lawyer who is representing the Town of Ajax on the J. &
F. Waste property on Notion Road.
e) Councillor Dickerson reported on the “wrap around”
advertisements for the busses and Council concurred with his
request to have this type of advertisement applied to the first bus to
be ordered in 1998.
f) The Director of Planning reported that the school site in the Nugget
Construction subdivision has been purchased by the school board.

its fifth report to Council and recommends:
1. ZONING BY-LAW AMENDMENT APPLICATION A 21/97

That Zoning By-law Amendment Application A 21/97, submitted by L.
Firman and M. Teschner, on lands being Part of Lot 22, Concession 2,
Town of Pickering, to change the zoning on the subject property from the
current “A” - Rural Agricultural Zone to an appropriate zoning which will
permit development of the subject lands for detached residential dwellings
on lots with minimum frontages of 12.0 metres be APPROVED subject to
the conditions set out in Appendix No. I to Recommendation Report No.
6-98; and
That the request by L. Firman and M. Teschner to permit the creation of 6
lots fronting Liverpool Road through the Durham Land Division
Committee rather than draft plan of subdivision be APPROVED AS
REVISED to permit the creation of 5 lots with minimum 12.0 metres
frontage, subject to the conditions set out in Appendix No. I to
Recommendation Report No. 6-98.

subject lands from “SD” - Semi-Detached Dwelling Residential Zone and
“A” - Rural Agricultural Zone to an appropriate zoning which will permit
the development of three detached dwellings on Ferncliff Circle, two with
frontages of 12.0 metres, and one with a frontage of 9.0 metres, be
APPROVED subject to the following condition:
1. That the applicant make satisfactory arrangements with the Town
for an appropriate contribution to the costs of constructing the
Ferncliff Circle road connection as a condition of land division
approvals to sever the subject property into residential lots.

1. That Town Council recommend to the Region of Durham, that
Draft Plan of Subdivision 18T-97006 submitted by the Estate of
Violet E. Swan on lands known as Part of Lot 28, Concession 2,
Town of Pickering, be APPROVED AS REVISED subject to the
conditions outlined in Appendix No. I to Recommendation Report
9-98, as revised to delete the proposed school site.
2. That Zoning By-law Amendment Application A 11/97 to allow
residential development and conserve open space lands, be
APPROVED to implement Draft Plan of Subdivision 18T-97006,
subject to the conditions outlined in Appendix No. II to
Recommendation Report 9-98, as revised to delete the proposed
school site.
3. That, in light of the recommendations on Draft Plan of Subdivision
18T-97006 and Zoning By-law Amendment Application A 11/97,
(a) “Informational Revision 3” to the Pickering Official Plan,
deleting the references to a Detailed Review Area, a Future
Public Elementary School and a Future Separate
Elementary School for the Amberlea Neighbourhood, as set
out in Appendix No. III to Planning Report No. 9-98 as
revised, be ADOPTED by Town Council; and
(b) Town Council request Regional Council to resolve Deferral
19 to the Pickering Official Plan, by deleting the policy
11.13(b) dealing with the [possible establishment of a high
school in the Amberlea Neighbourhood, and approving this
part of the Town’s Official Plan.
