(I) ADOPTION OF MINUTES
Regular Meeting of September 22, 1997
Mayor Arthurs congratulated the Regional Council Members on their Committee
Appointments.
(II) DELEGATIONS
1. John Murphy, 3080 Concession 5 Road, addressed the Committee with respect to
the application for a plan of subdivision by Cougs Investments. He stated that he
has no objection to the development but feels that the opening of Concession 5
Road and the construction of a bridge is not necessary
2. Peter Reynolds, representing AES ProData, addressed the Committee with respect
to the automated fare collection system. Mr. Reynolds gave a brief overview of
the past meetings and recommendations made. They stated their concern over the
deviation from a fair and reasonable process and also for the lack of a Terms of
Reference

2. POTENTIAL HAMLET OF GREENWOOD EXPANSION STUDY

In Planning Report 29/97, it is recommended that the “Hamlet of Greenwood
Expansion Study Proposal” submitted by Plantactics Group Ltd. in association
with J.F. Sabourin and Associates Inc. and Golder Associates, to undertake a
Study for the possible expansion of the Hamlet of Greenwood.
Anthony Biglieri, representing Plantactics Group stated that the landowners
present are all in favour of the study. He also advised that he is in support of the
staff recommendations outlined in Planning Report 29/97.

Don Beech, a resident of Greenwood for the past 27 years, stated that the residents
support a study and would like to see further details concerning the time frame
and proposed development for Greenwood.

In Recommendation Report 26/97, it is recommended that Zoning By-law
Amendment Application A 22/97, submitted by The Montessori Learning Centre
of Pickering to permit the use of the property for private non-residential school
and day nursery purposes, as well as a mix of retail, office, personal service,
special purpose commercial and residential uses be APPROVED.
Referred to Council Meeting of December 15, 1997
John McDermott, representing the applicant for The Montessori Learning Centre
stated that no changes are anticipated at this time for the existing building but that
it will be used for the administrative component of the existing abutting private
school. He outlined that short and long term proposed development of the
property.

OF LEASE AGREEMENT WITH MTRCA ON THE

In Planning Report 26/97, it is recommended that the request of the West Rouge
Canoe Club to extend its lease agreement with the Metropolitan Toronto and
Region Conservation Authority for the period November 1, 1997 to October 31,
1998, to accommodate a temporary compound on the west spit of Frenchman’s
Bay for the storage, within trailers, of canoes and kayaks associated with the
club’s paddling facility, be supported by Council.

RFP-7-97 submitted by Precursor Limited for the supply of the automated fare
collection system be accepted and the Request for Proposal No. RFP-7-97
submitted by Schedule Master for the supply of the run cutting and scheduling
software component be accepted.

18. APPOINTMENT OF BY-LAW ENFORCEMENT OFFICERS

Drive, 1915 Denmar Road, 1310 Fieldlight Boulevard, be forwarded to Council
for enactment.

(IV) OTHER BUSINESS
1. Councillor Johnson commented on the great success of the 35th Annual Christmas
Concert in Claremont.

2. Councillor Dickerson requested that staff review the possibility of the installation
of end gates on snow ploughs to alleviate the problem of blocking driveways with
snow.
3. Mayor Arthurs introduced a Notice of Motion concerning expressing
congratulations from the Town of Pickering to the new Regional Chair, Roger
Anderson.
4. The following matters were discussed prior to the regular meeting:
a. The General Manager advised that a Public Information Meeting has been
scheduled at the McLean Community Centre concerning the widening of
Hwy. 401 from Brock Road to Harwood Avenue for Thursday, December
11 from 5 p.m. to 9 p.m.
b. The General Manager advised that a letter has been forwarded through
Janet Ecker’s office to the Minister of Transportation concerning the
Smart Card System.

That the Executive Committee of the Town of Pickering having met on December 8, 1997,
presents its fourteenth report to Council and recommends:
1. KINGSTON ROAD CORRIDOR TRANSFORMATION STUDY
FINAL REPORT AND GUIDELINES

1. That the Final Report on the “Kingston Road Corridor Transformation
Study”, dated August, 1997, and prepared by Totten Sims Hubicki
Associates in association with Markson Borooah Hodgson Architects Inc.,
be ENDORSED by Town Council as the basis for Development
Guidelines for the Kingston Road Corridor.
2. That the “Kingston Road Corridor Development Guidelines”, as set out in
Appendix No. I to IDT Report No. 8/97, be ADOPTED by Town Council;
and that staff be directed to include these Guidelines in the Town’s
Compendium Document to the new Official Plan.
3. That the “Informational Revision” to the new Pickering Official Plan, as
set out in Appendix No. II to IDT Report 8/97, be ADOPTED by Town
Council.
4. That the “Implementation Strategy for the Kingston Road Corridor, as set
out in Appendix No. III to IDT Report No. 8/97, be ENDORSED by
Town Council as a guide to staff in preparing future work programs and
budget submissions.
5. That staff be requested in its 1998 Departmental budget submission to the
General Manager to prepare or review cost estimates for the following
work:
a) the establishment of an overall “design theme” for Kingston Road;
b) the preparation of “Mainstreet Construction Guidelines” for the
Pickering Downtown Core and Rougemount Village Precincts;
c) the preparation of construction drawings for the Western and
Eastern Gateways; and
d) the inclusion of local “mainstreet improvements” at the
intersection of Kingston Road and Rosebank Road in association
with the Region’s reconstruction and signalization project
proposed to be undertaken in 1998.

WHEREAS Section 442 of the Municipal Act, R.S.O, 1990., c. M.45. transfers
the responsibility for the hearing of the applications for cancellation, reduction or
refund of taxes to the Council of the Municipality;

Clerk of the Municipality for the cancellation, reduction and refund of taxes for
various reasons;
AND WHEREAS upon investigation and receipt of reasonable explanations all

8. 1998 INTERIM SPENDING AUTHORITY
