A Meeting of the Pickering Town Council was held on Monday,
December 5, 1983 at 7:30 P.M.

BY -LAW S
Councillor Cahill seconded by Councillor Stoner moved for leave to
introduce By-laws of the Town of Pickering:
By-law Number 1760/83
Being a by-law to authorize the execution of a Release of the
terms of a Demolition Agreement between the Corporation of the
Town of Pickering and the Durham Region Roman Catholic Separate
School Board respecting Part Lot 24, Concession 2, Pickering,
designated as Parts 11, 12 and 13, Plan 40R-5723.
Bl-law Number 1761/83
Being a by-law to dedicate Block 44, Plan M-1202 and Block 69,
Plan 40M-1271, as public highway (Maple Ridge Drive).
By-l~w Number 1762/83
Being a by-law to amend By-law 851/78 providing for the regulating
of parking, standing and stopping on highways or parts of highways
under the jurisdiction of the Corporation of the Town of Pickering
and on private and municipal property.

To exempt Blocks 1, 2, 3, 4, 5,. 6, 7, 8, 9, 10, 11, 12, 13,
14, 15 and 16, Plan 40M-1281, from part lot control

Councillor Cahill, seconded by Councillor Mitchell moved that the
report of the Committee of the Whole on By-law Numbers 1760/83,
1761/83, 1762/83, 1764/83 be adopted, and that the said By-laws
be now read a Third Time and PASSED, and that the Mayor and Clerk
sign the same, and the Seal of the Corporation be affixed thereto.
CARRIED
By-laws read a first, second and third time and finally passed.

STATUTORY PUBLIC MEETING
Councillor Cahill, seconded by Councillor Robertson moved for
leave to introduce a By-law of the Town of Pickering:
By-law Number 1763/83
Being a Restricted Area By-law to amend Restricted Area By-law
3037, as amended, to implement the Official Plan of the Town of
Pickering District Planning Area Region of Durham, on Part Lot 22,
Concession 4, in the Town of Pickering. (A 25/83)
Mr. Toni Magi, Director of Planning, explained the purpose and
effect of the by-law. No person spoke on behalf of the owner or
applicant.
Mr. Ralph Bradley, R.R. 11, Pickering, stated that Mrs. Donaldson,
in her letter dated October 6, 1983 to Mr. Magi, makes some very
good points and he hoped that Council had investigated them.
THIRD READING
Councillor Cahill, seconded by Councillor Mitchell moved that the
report of the Committee of the Whole on By-law Number 1763/83, be
adopted, and that the said By-law be now read a Third Time and
PASSED, AND THAT THE Mayor and Clerk sign the same, and the Seal
of the Corporation be affixed thereto.
CARRIED
By-law read a first, second and third time and finally passed.

OTHER BUSINESS
1 .
Councillor Mitchell asked the Town Manager to investigate
the placement of signs at Frenchmans Bay, particularly at
the Channel, to warn of ice conditions.
2.
Mayor Anderson reported that he has received the draft
report from Simcoe Engineering on the hamlet of Claremont
water study and distributed copies of it.
3.
The following matters were discussed prior to the regular
meeting:
a)
The Town Manager reported that he approved a request
from Mr. Shane Coburn to waive the rental fee of the
banquet hall at the Recreation Complex on February
10, 1984 in order to hold a benefit dance in aid of
a hit-and-run victim.
b)
The Town Manager reported that the Fire Chief has
commented on the feasibility of establishing a grid
system for the Town for emergency purposes and this
project will be proceeded with using part-time help.

CONFIRMATION BY-LAW
By-law Number 1765/83
Councillor Robertson, seconded by Councillor Cahill moved for
leave to introduce a By-law of the Town of Pickering to confirm
the proceedings of the Council of the Corporation of the Town of
Pickering at its meeting held on December 5, 1983 and that same be
now read a first, second and third time and that the same be now
finally passed and that the Mayor and Clerk sign the same and that
the Seal of the Corporation be thereto affixed.
CARRIED
By-law read a first, second and third time and finally passed.
