Taylor - Town Clerk ABSENT: Mayor Anderson (attending F.C.M. convention) Councillor Cahill - (personal business) (I) ADOPTION OF MINUTES Regular Meeting of May 16, 1983. Special Meeting of May 24, 1983 (II) RESOLUTIONS Resolution #50/83 - See Appendix #1 Moved by Councillor Stoner Seconded by Councillor Mitchell That the Executive Committee Report dated May 24, 1983, be adopted. CARRIED Recorded Vote on Item #4 Yes: Councillors Mitchell, Robertson and Stoner No: Councillors Arthurs and Kitchen Absent: Councillor Cahill and Mayor Anderson 14/83 60 Resolution #51/83 Moved by Councillor Arthurs Seconded by Councillor Mitchell That Mayor Anderson be authorized to proclaim the week of June 5 to 11, 1983, as "National Water Sa fety Week" in the Town 0 f Pickering; and that the Water Safety Flag be flown at the Municipal Office during this week. CARRIED Resolution #52/83 Moved by Councillor Mitchell Seconded by Councillor Stoner That Mayor Anderson be authorized to proclaim the week of June 5th to 11th 1983 as "Ontario Meals on Wheels Week" in the Town of Pickering. CARRIED Resolution #53/83 Moved by Councillor Arthurs Seconded by Councillor Stoner That the complement of staff of the Town of Pickering Fire Department be increased by the addition of four Firefighters. CARRIED Resolution #54/83 Moved by Councillor Kitchen Seconded by Councillor Robertson That a sidewalk be installed on the north side of Glenanna Road between Malden Crescent and Liverpool Road. Referred to the Executive Committee Meeting of June 13, 1983 14/83 61 (III) BY-LAWS Councillor Stoner, seconded by Councillor Arthurs moved for leave to introduce By-laws of the Town of Pickering: By-law Number 1679/83 - Two Readings Only Being a Restricted Area By-law to amend Restricted Area By-law 3036, as amended to implement the Official Plan of the Town of Pickering District Planning Area Region of Durham, on Part of Lot 23, Concession 1, in the Town of Pickering. By-law Number 1630/83 Being a Restricted Area By-law to amend Restricted Area By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area Region of Durham, in Part Lot 23, Concession 1, in the Town of Pickering. By-law Number 16ß1/83 To amend By-law 851/78, as amended, providing for the regulation of parking, standing and stopping on highways or parts of highways under the jurisdiction of the Corporation of the Town of Pickering and on private and municipal property. By-law Number 1682/83 To authorize the execution of a Development Agreement between Kathleen Dunne and the Corporation of the Town of Pickering respecting Lots 33 and 34, Plan 331, Pickering. (LD116-7/83). By-law Number 1683/83 ~ To repeal By-law 1655/83 respecting a pedestrian crossover on Glenanna Road at Fieldlight Boulevard. By-law Number 1684/83 To designate pedestrian crossovers for the purposes of the Highway Traffic Act. By-law Number 1685/83 To amend By-law 16~4/83 designating pedestrian crossovers for purposes of The Highway Traffic Act. By-law Number 1686/83 - Two Read ings Only To stop up part of Glenanna Road and part of Sheridan Mall Parkway (formerly Industrial Road) and to authorize the sale of those parts to abutting property owners. 14/83 62 THIRD READING Councillor Arthurs, seconded by Councillor Stoner moved that the report of the Committee of the Whole on By-law Numbers 16eO/83, 1681/83, 1682/8.3, 1683/83, 1684/83, 1685/83, be adopted, and that the said By-laws be now read a Third Time and PASSED and that the Mayor and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED By-laws read a first, second and third time and finally passed. (IV) OTHER BUSINESS 1. Councillor Stoner introduced the following motion: Resolution #54/83 Moved by Councillor Stoner Seconded by Councillor Arthurs That the request of the Brougham Recreation Society Inc. dated May 27, 1983 to conduct a street dance on Donnalea Avenue, south of Orchard Heights Drive on Friday July 1, 1983 from 8:00 p.m. to 11:00 p.m. be approved subject to the following conditions: 1. The organizers are to ensure that no alcoholic beverages will be allowed on the street. , ", 2. There is to be no excessive noise, and if there is, the organizers will ensure that the music will be turned down or off at the direction of the Pol ice. 3. 4. Proper barricades will be provided. The area of the street dance will be cleaned up immediately after the function. CARRIED 2. Councillor Stoner expressed her concern that Ontario Hydro will not be constructing a tritium removal plant at the Pickering Nuclear Generating Station and that tritium will be transported to the Darlington Station. 3. Councillor Kitchen requested an analysis of the results of the mock emergency situation that was recently held. 4. 14/83 63 The following matters were discussed prior to the regular meeting: a) The Committee approved the request of Bramalea Limited to name the park on the east side of Rosebank Road North as Amberlea Park. b) The Town Manager reported that Metro Toronto can extend the hours of the Brock West Landfill Site to 4:30 p.m. to provide a limited access garbage box for use by the public after hours. c) The following motion was introduced: Resolution #55/83 Moved by Councillor Stoner Seconded by Councillor Mitchell That a grant in the amount of $125.00 be made to the Durham Region Mutual Aid to covcer the cost of the rental of the hall at Don Beer Arena on September 16, 1983. CARRIED d) The Town Manager reported that Ontario Hydro is asking $50,000 per acre for the northerly extension of Valley Farm Road and asked for authorization to obtain an appraisal of these lands: Resolution #56/83 Moved by Councillor Stoner Seconded by Councillor Mitchell That the Town Manager be authorized to obtain an appraisal on the Valley Farm road allowance over the hydro right-of-way in Lot 21, Concession 2 CARRIED e) Councillor Kitchen asked staff to study the feasibility of prohibiting the parking of cars on both sides of Liverpool Road and one side of Walnut Lane. 14/83 64 (V) CONFIRMATION BY-LAW By-law Number 16át/83 Councillor Arthurs, seconded by Councillor Stoner moved for leave to introduce a By-law of the Town of Pickering to confirm the pro- ceedings of the Council of the Corporation of the Town of Picker- ing at its meeting held on May 24, 1983 amd that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED By-law read a first, second and third time and finally passed. (VI) ADJOURNM ENT The meeting adjourned at the hour of 8:00 P.M. Dated June 27th 1983 , - '- ...... - APPENDIX #1 TOWN OF PICKERING The Executive Committee of the Town of Pickering having met May 24, 1983 presents its tenth report to the Council of the Town of Pickering and recommends: '. 1. MODIFICATION TO WOODLANDS COMMUNITY PLAN FILE NUMBER - B 2100 '- That the following modification to the Woodlands Community Plan, Park B, be endorsed and forward- ed to the Regional Municipality of Durham for approval: Modification: (a) That the location of the separate school designation on Schedule VI-2-A be shifted to a location adjacent to the proposed neighbourhood park west of Altona Road, and that certain technical modifications to Schedule VI-2-A regarding the open space designation also be made, as shown on Attachment No.1 to this Appendix. 2. CONSTRUCTION OF STORM SEWERS IN ROSEBANK FILE NUMBER - E 5130 That the proposal to construct storm sewers in the southeast section of the Rosebank comm- unity, as outlined in the memorandum of the Town Manager dated April 25, 1983, be endorsed. 3. FLEA MARKET SPONSORED BY THE PICKERING BLUE DOLPHINS SWIM CLUB FILE NUMBER - D 2300 .. That the request of the Pickering Blue Dolphins Swim Club dated May 4th 1983 to be exempt of the provisions of By-law 1073/79 (Business Licensing) in order to conduct a flea market on June 5th 1983 with a rain date of June 12th 1983 at Stroud's Food Market be approved. ~ .. ~ , . . , 4. . . 5. 6. 7. 8. .: .- '\. » - 2 - OFFICE ACCOMMODATION FOR MUNICIPAL STAFF FILE NUMBER - 5130.03 That the report of the Town Manager dated May 17, 1983 regarding office accommodation for municipal staff be received; and that Alternative #1 be endorsed. ACCOUNTS FOR APPROVAL FILE NUMBER - C 2310 That the accounts in the amount of $2,015,926.63 for the period ending May 15, 1983, as submitted by the Town Manager, be approved. PERSONNEL FILE NUMBER - A 4000 That a second Municipal Law Enforcement Officer be hired immediately as per the 1983 budget. PERSONNEL FILE NUMBER - A 4000 That it be recommended to Council that the complement of staff of the Legal Department be expanded to include one Clerk-Typist. AMBERLEA WEEKEND FILE NUMBER - F 2600 That the Amberlea Homeowners Association be granted approval to conduct the annual Amberlea Weekend on June 11th, 1983 with a rain date of June 12th, 1983; ,11"'11111,'_1",, 1II,If pl'll1Iissll1n bt.' granted to close 011 a portion of Shadybrook Drive between Meadowview Avenue and Hedgerow Place between the hours of 8:00 a.m. and 4:00 p.m. to conduct a picnic and parade subject to the road closure being approved by the Durham Regional Police Department.
