COUNCIL MINUTES
A Meeting of the Pickering Town Council was held on December 15, 1986
at 7:30 p.m.

(I) ADOPTION OF MINUTES
Regular Meeting of December l, 1986.
(II) DELEGATIONS
1. Mr. Allen Dick, representing J.D.S. Investments Limited,
addressed Council with respect to the proposed increase of
the licence fee for flea markets. He stated J.D.S. does
not oppose the increase to $750 but would ask for
justification if it is higher.
2. Mr. Heinz Raedisch, on behalf of Mr. R. Ricca, addressed
Council with respect to Items 1 and 2 of the Executive
Committee Report. He asked that they be withdrawn due to a
dispute on the question of ownership of the lands.

2. That Town Council request Regional Council to support its
adopted PRIDE application, and indicate such support to the

Olympic Council to consider Pickering as a location for Olympic
venues.

THIRD READING
Councillor Arthurs, seconded by Councillor Mitchell moved that the
Report of the Committee of the Whole on By-law Numbers 2339/86,
2340/86, 2341/86, 2342/86, 2343/86, 2344/86, 2345/86, 2346/86 and
2347/86 be adopted, and that the Mayor and Clerk sign the same and
the seal of the Corporation be affixed thereto.

{V) OTHER BUSINESS
1. Councillor Mitchell requested a report from Picketing Hydro
regarding the frequent power failures in Ward 1.
2. Councillor Brenner stated that there have been five
blackouts in the recent past and asked if a back-up is
available.
3. Councillor Brenner reported that several Recreation
brochures which were to be sent by the Post Office have not
been delivered.
4. Councillor Brenner requested that a Police Officer attend
the school crossing at White's Road and Strouds Lane if a
Rover Guard is not available.
5. Councillor Coburn stated that the transformer
on
Sheppard
Avenue is owned by Ontario Hydro and leased by Picketing
Hydro.
6. Councillor Coburn declared an interest with respect to page
12 of the Budget as it was discussed by Council on December
12, 1986.
7. Councillor Arthurs stated that funds will be put in reserve
for the purchase of sanitation vehicles.
8. Councillor Arthurs stated there will be a meeting on
February 7, 1987 at the Four Seasons Hotel in Toronto to
discuss Toronto's bid for the 1996 Olympics.
9. Councillor Robertson stated that parking should be
restricted to one side only on some streets in the Bay
Ridges area because transit buses are having difficulty
turning.
10. The following matters were discussed prior to the reoular
meeting: "
a) The Director of Planning was directed to provide more
information to the Ministry of Municipal Affairs to
justify the recommendation regarding the application
to amend the Minister's Zoning Order by Tedesco.
b} The request of Sandbury Homes to construct a fence on
the westerly boundary of their property prior to
occupancy was refused.
c) The letter of credit for the Heldor Subdivision
development was reduced to $30,000.
(VI) CONFIRMATION BY-LAW
By-law Number 2348/86
Councillor Mitchell, seconded by Councillor Robertson moved for leave
to introduce a By-law of the Town of Picketing to confirm the
proceedings of the Council of the Corporation of the Town of
Pickering at its meeting held on the 15th day of December, 1986 and
that same be read a first, second and third time and that same be now
finally passed and that the Mayor and Clerk sign the same and that
the Seal of the Corporation be thereto affixed.

TOWN OF PICKERING
The Executive Committee of the Town of Pickering having met on
December 8, 1986, presents its nineteenth report to Council and
recommends:
ON THE EAST SIDE OF ALTONA ROAD,
NORTH OF SHEPPARD AVENUE

That Town Council recommend to Regional Council that
Draft Plan of Subdivision 18T-85016 submitted by F. J.
Reinders and Associates Canada Limited on behalf of
the owners, R. Ricca et al, on lands being Part of Lot
32, Concession 1, Town of Pickering be APPROVED AS
REVISED subject to the following conditions:
1. That this approval apply to the revised plan
prepared by the Town Planning Department, dated
November, 1986.
2. That the owners make satisfactory arrangements
with the Town regarding the required parkland
dedication.
3. That the owners enter into a subdivision
agreement with and to the satisfaction of the
Town.
4. That the owners make satisfactory arrangements
with the Town regarding the provision of all
services required by the Town;
5. That the owners agree to dedicate all road
allowances with proper corner roundings and sight
triangles to the Town.
6. That the owners agree to convey to the Town:
a) a 0.3 metre reserve shown as Block 39;
b) Block 37 for stormwater
management
purposes;
c) Block 38 for walkway purposes;
d) any other easements as required.
7. That the owners make satisfactory arrangements
with the appropriate authorities regarding the
provision of underground wiring, street lighting,
cable television and other similar services.
8. That the streets within the draft plan be named
to the satisfaction of the Town.
9. That the owners submit for approval by the Town,
site plans and streetscape elevations showing the
location and relationship of all buildings prior
to the issuance of any building permits.

10. That prior to final registration of this plan,
the owners:
m a) submit a Draft 40M-Plan to be approved by
the Town Planning Department;
m b) submit a detailed tree preservation
programme to the satisfaction of the Town
and agree that no trees be removed until

with the Town regarding the removal, demolition
and/or retention of all structures on the subject

manhole at the easterly end thereof (approximately
