COUNCIL.MINUTES
A Meeting of the Pickering Town Council was held on Monday May 5,
1986 at 7:30 p.m.

(I) ADOPTION OF MINUTES
Meeting of April 21, 1986.

(II) DELEGATIONS
1. Mrs. Maire Ferance, 119 Woodview Drive, addressed
Council on behalf of herself and A1 and Sandra Brumpton,
117 Woodview Drive, with respect to the residential
development by Valerian Investments. She stated she is
opposed to development on the conservation lands and
that the lands should be used for recreational purposes.
Mrs. Ferance was concerned that the development would
increase traffic and noise and be a danger for children
because there are no sidewalks. She requested that
Council zone the lands "greenbelt" as this would
prevent
the destruction of the woodlands.
2. Mr. Kenneth Ferance, 119 Woodview Drive, addressed
Council with respect to the residential development by
Valerian Investments. He objected to the proposed sale
by M.T.R.C.A. of its lands in order to purchase lands in
the Frenchman's Bay area and requested the lands be
zoned "greenbelt".
3. Helen Lepek, representing Valerian Investments,
requested a deferral pending a meeting with area
residents.
I O 4. Mrs. Sarah MacDonald, Public Relations Co-Ordinator for
the Pickering Carib-Canadian Culture Association spoke
Iin support of the policy on Equal Opportunity
employment. She also supported multiculturalism and
Affirmative Action.
5. Mr. Ikram Makki, representing the Muslim Educational
Culture Association, stated his Association's support on
Equal Opportunity for all.

(II) DELEGATIONS - (contd)
6. Mrs. Terry Skelton, 1067 Moorelands Crescent, stated her
support on Equal Opportunity employment and also an
Affirmative Action policy for women.
7. Mr. Don Haley, Rapid Taxi, suggested that Council have
taxicab trip sheets checked frequently and that taxicabs
be monitored to determine actual usage by owners.

That the 1986 Works Centre Building Expansion Program in the
amount of $1,231,271.00 recommended by the Works Centre Task Force
in their report of March 24, 1986, be approved and that tenders
for the work be called immediately.

1. That unit levies for new residential unit construction in
subdivision, condominium and multiple family developments, except
where severance fees are paid as a condition of severance
approval, shall be,
a) $2,000 per unit, where the unit is to be located on a
separate freehold parcel;
b) $1,500 per unit, where the unit is not to be located on a
separate freehold parcel and, where the unit is an
apartment, it has 3 or more bedrooms;
c) $1,000 per unit, where the unit is an apartment having less
than 3 bedrooms;
and that unit levies contrary to those set out above but included
in existing executed agreements shall remain in effect for the
developments controlled by those agreements unless such
agreements are amended;
and that Resolution 9104/83 is hereby rescinded.

Plans in accordance with the provisions of Section 10.4.2.1 of the
Durham Regional Official Plan and the provisions of Section
9.L.l.(a) of the Picketing District Plan for each of the following
Hamlets:
a) the Hamlet of Whitevale
b) the Hamlet of Green River
c) the Hamlet of Cherrywood
d) the Hamlet of Brougham

Whereas the incident at the nuclear reactor at Chernobyl in the
Ukraine has caused concern in the community surrounding the
Pickering Nuclear Generating Station about our emergency plans in
the event of an incident in Pickering;
Now hereby it is requested that the Solicitor-General's Office of
the Province of Ontario, which is responsible for emergency plans,
immediately draft a public education package to advise area
residents of the existing emergency procedures;
and further that the Council of the Town of Pickering have the
opportunity to review and comment upon the material before
distribution.

That Council proclaim May 24th to June 1st, 1986 "National
Physical Activity Week" in the Town of Pickering; and
that Mayor John E. Anderson accept the role as Honorary Chairman
and officially open the week at the Department of Parks and
Recreation THIRD ANNUAL FUN RUN (RACE AGAINST TIME) on Saturday,
May 24th, 1986; and
that Council approve the donation of funds (after expenses) from
the week of activities to the following:
a) Fun Run and Race Against Time - to UNICEF Canada for African
Famine Relief.
b) All other National Physical Week Activity donations to the
United Way of Ajax/Pickering.

(VI) OTHER BUSINESS
1. Councillor Mitchell asked that dumping on Granite Court
be investigated.
2. Councillor Stoner inquired into the status of the
demolition of the burned house on Bayview Street.
(VII) CONFIRMATION BY-LAW

Councillor Mitchell, seconded by Councillor Stoner moved for leave
to introduce a By-law of the Town of Pickering to confirm the
proceedings of the Council of the Corporation of the Town of
Pickering at its meeting held on May 5, 1986, and that same be now
read a first, second and third time and that the same be now
finally passed and that the Mayor and Clerk sign the same and that
the Seal of the Corporation be thereto affixed.

NOXIOUS WEEDS

That the Council of the Town of Pickering authorizes the pub-
lication of a Public Notice regarding the destruction of
weeds under the provisions of the Weed Control Act of the
Province of Ontario and directs the RegionaI Weed Inspectors
to cause noxious weeds or weed seeds to be destroyed in such
a manner as they may deem proper;
and that the expenses incurred by the said Weed Inspectors in
the discharge of their duties shall be placed on the Collect-
or's Roll'of the Town of. Picketing against the respective
parcels concerned and that ~uch amounts shall be collected in
the same manner as taxes under the Municipal Act.

Improvement Program;

application;
and that the Frenchmans Bay improvement area be designated
for a 1987 grant application.
