COUNCIL MINUTES
A Meeting of the Pickering Town Council was held on Monday,
January 6, 1986 at 7:30 p.m.

(I) ADOPTION OF MINUTES
Meeting of December 16, 1985.
(II) RESOLUTIONS
Resolution #1/86
Moved by Councillor Brenner
Seconded by Councillor Stoner
That Canada Post be requested to provide door-to-door service to
new urban areas in t~e Town of Pickering;
and that this resolution be forwarded to the President of Canada
Post, the Federal Minister responsible for postal service, Mr.
Scott Fennell, MP, the Region of Durham and the Association of
Municipalities of Ontario for endorsation;
and that as an interim measure, green boxes be provided in those
areas where mail service is not provided.

That a 4-way stop be established at the intersection of Fieldlight
Boulevard and Rosefield Road.

That those blind persons registered with the Canadian National
Institute for the Blind be provided with free services on
Picketing Transit be approved.

Moved by Councillor Robertson
Seconded by Councillor Stoner
Whereas severe snow drifting has been occurring regularly on Brock Road
in Picketing causing severe white-outs which are dangerous to the
travelling public;
Now Therefore the Council of the Town of Pickering hereby requests the
Region of Durham to plant trees and shrubs on the west side of Brock
Road between Claremont and Brougham and south of Brougham between the
village of Brougham and the 5th Concession as a permanent solution to
this problem.

(III) BY-LAWS
Councillor Stoner, seconded by Councillor Robertson moved for
leave to introduce By-laws of the Town of Pickering:
By-law Number 2118/85
Being a By-law to amend Restricted Area (Zoning) By-law 3036, as
amended, to implement the Official Plan of the Town of Pickering
District Planning Area, Region of Durham, in Part Lot 17, Concess-
ion 1 and Part Lots 10 to 15 inclusive, Plan 469, in the Town of
Pickering. (A 17/78;

By-law Number 2125/86
Being a By-law to exempt Lots 1 and 33, Plan 40M-1352, Pickering
from part lot control.
By-law Number 2126/86
Being a by-law
to exempt Lots 1, 2 and 3, Plan 40M-1234,
Pickering, from part lot control.

THIRD READING
Councillor Stoner, seconded by Councillor Robertson moved that the
report of the Committee of the Whole on By-law Numbers 2118/85,
2125/86, 2126/86, be adopted, and that the said By-laws be now
read a Third Time and PASSED, and that the Mayor and Clerk sign
the same and the seal of the Corporation be affixed thereto.

(IV) OTHER BUSINESS
1. Councillor Robertson asked why garbage on a portion of
Liverpool Road was not picked up and what the policy for
picking up Christmas trees is.
2. Councillor Coburn declared an interest with respect to
revenue in the 1986 Budget because he leases property,
known as the Picketing Driving Range, from the Town.
3. Councillor Brenner asked for information regarding
holiday season garbage pickup service and what method
was provided in the past with respect to picking up
Christmas trees.
4. Councillor Brenner requested a report on the financial
implications of providing free transit service for
senior citizens and handicapped persons.
5. The following matters were discussed prior to the
regular meeting:
a) Moved by Councillor Arthurs
Seconded by Councillor Coburn
That the request of Mr. John Bryant to decrease the
size of the property on which his house sits by 13
square metres to permit a corner rounding, be
approved.
CARRIED
Councillor Stoner declared an interest as she is a
property owner in Greenwood.
b) Councillor Arthurs requested that the two hills in
the hamlet of Whitevale be given priority for snow
plowing.
(V) CONFIRMATION BY-LAW
By-law Number 2127/86
Councillor Robertson, seconded by Councillor Stoner moved for
leave to introduce a By-law of the Town of Pickering to confirm
the proceedings of the Council of the Corporation of the Town of
Pickering at its meeting held on January 6, 1986 and that same be
now read a first, second and third time and that the same be now
finally passed and that the Mayor and Clerk sign the same and that
the Seal of the Corporation be thereto affixed.
