1.0 Welcome
C. Celebre welcomed everyone to the meeting and advised
members she had additional items to be added to the a•enda.

That the minutes of the December 16, 2015 meeting of the
Heritage Pickering Advisory Committee be approved as
amended.

3.1) 485 Whitevale Road
C. Celebre provided an overview of the heritage permit
application for 485 Whitevale Road, She informed members that
the applicant had recently submitted additional information in
response to comments from staff. C. Celebre provided copies of
the revised plans for the members to review. She noted the
applicant was present to provide clarification and answer
questions as necessary. The applicant advised that they will

have the new windows custom made to ensure compliance with
the City's request for 6 over 6 windows with divided lights.
C. Celebre also advised the Committee that the heritage
consultant reviewed the revised drawings and was satisfied with
the updates.
C. Celebre asked members whether they would like additional
time to review the recent information or make a decision tonight.
She also offered a revised recommendation that would take into
consideration the information recently received by the applicant.
M. Sawchuck questioned the interesting roofline and what had
inspired it. G. Willson clarified that this was an amalgamation of
what was there previously.
Mr. Lishman provided members with an overview of the plans,
outlining their family history and provided clarification on the
application. He also stated his delight that Pickering has a
Heritage Committee and assured them that this application would
look right.
Moved by C. Sopher
1) That the Heritage Pickering Advisory Committee support the
application; and
2) That the applicant install 6 over 6 fibreglass windows with
divided lights.

3.2) Cultural Strategic Plan
C. Celebre provided members with a brief overview of the City's
Cultural Strategic Plan, explaining the Committee's role to
conserve and promote history and heritage in the City of
Pickering.
C. Celebre provided suggestions which were discussed on ways
to promote heritage by way of virtual tours, signage, walking
tours as well as photographs of designated buildings. She
outlined how virtual tours would show the village, buildings and
information. She noted another suggestion was for signage,
which could promote the district with public signage being
installed within the hamlets.

C. Celebre noted that the idea was to start with a virtual tour, hire
a consultant to assist and work with staff as well as members
from the Whitevale Association, with a timeline of this Fall. It was
suggested that Claremont could be done at a later date. C.
Sopher noted that the Whitevale Association subsidizes signage
for houses, which could tie in with this. J. Dempsey suggested
the location of the virtual tour include the Pickering Townline to
Brock Road.
Discussion ensued on the various opportunities for promotion
and bringing awareness of heritage in the City. It was questioned
whether Claremont could be created as a district. C. Celebre
advised that this was not planned for the immediate future.
Discussed the costs for doing the virtual tour and C. Celebre
noted the City has a budget for this, noting the short term goal
was to do Whitevale first, with Claremont in 2017 followed by
signage in 2018.
C. Sopher noted that there are a number of ongoing cultural
events which take place at the Whitevale Arts & Culture Centre
(former Whitevale Library). He stated this could be used as a
possible venue.
C. Celebre also noted that the Bentley House will soon be
vacated by City Staff. It was suggested this would make a good
location for a City museum.
C. Celebre encouraged members to submit any additional ideas
to promote heritage within the City.
3.3) Claremont Public School
C. Celebre informed members that the Durham District School
Board proposes to renovate the Claremont Public School which
includes removing the 1923 section of the school. She noted
that this property is not protected by the City. She provided
members with an overview of the history of the school which
dates back to 1834, which, as a result of fire, was rebuilt in
1923. She also provided members with the proposed plan and
photo. She noted a meeting with the school board and
consultant was scheduled for next Friday and asked for
comments from the Committee. She noted that it would be
worthwhile to pursue an evaluation on this property.

• School is still operating
• Evaluation should include heritage impact assessment
in the event of a possible designation
• If evaluation comes back that it does not meet the
requirements for designation, a Peer Review be done
• Would council support in the event that the owner does
not agree
• Did School Board provide reasoning for demolition
• Feel that there may be a lot of community support to
keep the building
• 1st step would be completing an evaluation and include
on the Register

That the Heritage Pickering Advisory Committee recommend
staff prepare a Cultural Heritage Evaluation Report for the
Claremont Public School.

4.0 Business Arising from Minutes
4.1) Update on Infrastructure Ontario Properties
C. Celebre noted there were no new updates on these properties
at this time.
Discussion ensued with questions raised regarding the
Infrastructure Ontario (10) Seaton lands going up for sale and if
that included the heritage properties located in Seaton. It was
questioned whether the City had proceeded with the designation
by-laws. Additional questions include;
• If sold, what happens should the City receive demolition
permits for the properties that are not listed on the
Register
• What are the next steps regarding designation by-laws
• Will purchaser be required to comply with residential
plans
• Would changes to the plan require Council approval
Discussion ensued with respect to densities in Seaton. C.
Celebre advised that the next steps would be to finalize the
designation by-laws for the properties that were before the
Committee in 2015. C. Celebre also advised that she would
inquire whether the Heritage Lots were included in the 10
properties that were offered for sale in Seaton.

5.0 Other Business
5.1) C. Celebre questioned members on changing the date of
the March meeting to March 30th. Members present were in
agreement of the change.
