HomeMy WebLinkAboutDecember 9, 1991 (Special) 19/91 168 SPECIAL COUNCIL MINUTES Pursuant to By-l aw 3665/91 (Procedural By-l aw) , a Speci a 1 Meeting of the Pickering Town Council was held on Monday, December 9,1991 at 8:11 p.m. to consider Zoning By-law 3889/91. PRESENT: 8 Mayor W. Arthurs COUNCILLORS: M. Brenner E. Higdon R. Johnson E. Pistritto D. Wellman ALSO PRESENT: N.C. Marshall B. Taylor K. McKay N. Carroll T. Melymuk - Town Manager - Town Clerk - Deputy C1 erk - Director of Planning - Deputy Director of Planning ABSENT: Councillor Van Kempen - (on vacation) 8 Councillor Brenner declared an interest as a member of his family has submitted an application for residency at this 1 ocatl on. Resolution #206/91 Moved by Councillor Higdon Seconded by Councillor Pistritto That By-law 3889/91 be deferred to January 20,1992 LOST (II ) BY-LAW Counci 11 or Well man, seconded by Counci 11 or Johnson moved for leave to introduce a by-law of the Town of Pickering: By-law Number 3889/91 8 Being a by-law to amend By-law 2456/87, which amended Restricted Area (Zoning) By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham in Part of Lots 31 and 32, Range 3, Broken Front Concession, being Part of Lots 168, 169 and 170 R.C.P. 816, and Part of Lots 6, R.P. 228, in the Town of Pickering. (OPA 90-66/P; A 16/90) 19/91 169 Recorded Vote on First and Second Reading: Yes: Counci 11 or Johnson, Pi stri tto, Arthurs Councillor Higdon Councillor Van Kempen We 11 man and Mayor No: Absent: 8 Resolution #207/91 Moved by Councillor Higdon Seconded by Councillor Johnson That delegations to speak to the passing of By-law 3889/91 be heard. CARRIED (II ) 1. DELEGATIONS Peggy McKinnon, 422 Kingston Road, spoke in opposition to the passi ng of By-1 aw 3889/91. She stated that area residents' concerns regarding density, height, traffic and schools have not been defended. 2. Victor Lind, on behalf of applicant, stated that he appreci ates Mrs. McKi nnon' s concerns and because of them, reduced the hei ght of the bui 1 di ng adj acent to her property. The request for a Special Council Meeting was not intended to circumvent the process but to enable the app 1 i cant to apply for fundi ng before the end of the year. 8 3. Marlene Perron, 1012 Da1ewood Drive, spoke in opposition to the passing of the by-law. She expressed her concern wi th respect to the impact to the school boards on the number of children that will be generated from the development, busi ng to school s and the size of the play area. Approval of the by-law would set a precedent for future development on Highway No.2. Gail Williams, 1463 Rougemount Drive, on behalf of the Rougemount Ratepayers Association, spoke in opposition to the passing of the by-law. She stated area residents have expressed opposition to the height, density, setbacks, traffic and schools and would support a deferral of the matter until the Official Plan has been approved. 4. 5. Anne Ray, 1827 Post Drive, stated the by-law should not be considered until the new Members of Council are more familiar with the matter. 8 6. Jeanette Frost, Lantana Co-op, explained co-operative ownership and stated that funding could be available by year end if no objections to the by-law are received. She requested approval in order that affordable housing is available for special needs clients. (II ) 7. 8 8. 9. 10. 11. 12. 8 19/91 170 DELEGATIONS - continued Peter Williams, 1463 Rougemount Drive, stated that he agrees that special needs housing should be made available but that this application is in the wrong location. Schools, traffic, setbacks and height concerns have not been addressed. Russ Dewar, 1387 Rougemount Drive, stated that he is not opposed to the co-op but to the i nappropri ateness of the location. Davi d Ryan, 1028 Rouge Valley Dri ve, on behalf of the Rouge Valley Residents Association, stated his opposition to the height and density of the project and stated that another 1 ocati on and a lower density should be investigated. Joan Roefs, 1036 Riverv;ew Crescent, stated her concern for the children's play area and asked how many families will be living in the building. She supported a deferral until the new Members of Council can become more familiar with the matter. Angelo Girardi, 1021 Dalewood Drive, spoke in opposition to the passing of the by-law. He stated the by-law should not be approved until an Official Pl an is approved and that a a comprehensive study of Hi ghway No.2 i nc 1 ud; ng the impact of development on green space, school s and traffic and to set a height limit of three storeys has been done. Helen Dionne, 506 Petticoat Lane, stated all questions have been answered and the need for social housing recognized. She requested support of the by-law. THIRD READING Counci 11 or Johnson, seconded by Counci 11 or Well man moved that the report of the Committee of the Whole on By-law Number 3889/91 be adopted and the said by-law be now read a third time and PASSED and that the Mayor and C1 erk s; gn the same and the seal of the Corporation be affixed thereto.
