That Mayor Arthurs be authorized to proclaim the week of
November 17 - 24,1991 as IICanada Music Week II.

$2,216,898.92.

extended for a period of one month to January 31, 1992 at a unit
price of 42.3 cents per stop, and that the Clerk and Mayor be
authorized to execute an agreement providing for the extension.

Bei ng a by-l aw to change the name of that porti on of Park

Marksbury Road.

the report of the Conmittee of the Whole on By-laws Number
3884/91, 3885/91 and 3886/91 be adopted and the said by-laws be
now read a thi rd time and PASSED and that the Mayor and Cl erk
sign the same and the seal of the Corporation be affixed thereto.

OTHER BUSINESS
Councillor Martin thanked everyone who assisted him
during his appointment as Regional Councillor for Ward
3.

Councillor Dickerson expressed his appreciation for
the support he recei ved duri ng hi s three years as
Regional Councillor for Ward 2.
Councillor Mitchell stated his appreciation for the
support he received from the residents of the Town and
Region during his nine years as Local and Regional
Councillor for Ward 1.

Mayor Arthurs thanked the reti ri ng Members of Counci 1
for their service to the community and congratulated
the returning Members.

leave to introduce a By-law of the Town of Pickering to confirm
those proceedings of the Council of the Corporation of the Town
of Pi ckeri ng at its meeti ng hel d on the 18th day of November,
1991 and that the same be now read a fi rst, second and thi rd
time and that the same be now finally passed and that the Mayor
and Clerk sign the same and that the Seal of the Corporation be
thereto affixed.

A Special Meeting of the Pickering Town Council was held on Monday,

Special Meeting was called to consider the following resolution:

Seconded by Councillor Dickerson
Whereas the Regional Municipality of Durham is proposing a water
supply plant in the Town of Ajax; and
Whereas this proposed water supply plant is in close proximity to the
York/Durham Sewage Treatment Pl ant and the Pi ckeri ng Nucl ear
Generating Station; and
Whereas the di scharge from the York/Durham Sewage Treatment P1 ant in
combi nati on wi th the heated water di scharge from the Nuc1 ear
Generati ng Stati on resu1 ts in a hi gher 1 eve1 of bacteri a needi ng
treatment at the proposed water treatment plant; and

Whereas the Atomi c Energy Control Board report re1 eased on October
21, 1991 and entitled IITritium Releases from the Pickering Generating
Station and Birth Defects and Infant Mortality in Nearby Conmunities
1971-8811 states that, IIwe feel it would be useful to initiate a case
referent study usi ng the 38 Down Syndrome chi 1 dren born between 1973
and 1988 to mothers resident in Pickering or Ajax";
Now Therefore the Council of the Corporation of the Town of Pickering
hereby strongly urges the Minister of the Environment to inmediately
el evate the proposed Ajax Water Treatment P1 ant project to a Full
Individual Environmental Assessment status in order to provide formal
public hearings under the Environmental Assessment Act to ensure the
long term interests of community health are thoroughly reviewed;
and that the Council of the Regional Municipality of Durham be
strongly urged to pass a similar resolution;
