COUNCIL MINUTES
A Meeting of the Pickering Town council was held on Tuesday,
October 15, 1991 at 8:15 p.m.

DELEGATIONS
The following persons addressed Council with respect to the
Official Plan Amendment and Rezoning application submitted by
Highbush-Rougemount Centre Inc. and Woodlands-Rougemount Centre
Inc. :
Katherine Murray, Rougemount Road Ratepayers Association, spoke
in opposition to the size, height and density of the
application. She stated the Official Plan Application should be
more specific in its permitted uses and requested that the
density be reduced by 50% because the site is too small for the
building, that the number of children expected in the building
be determined, that the play area be relocated to a safer
location and these matters should be addressed before any
approvals are considered.
Elaine Philip, 1400 Rougemount Drive, stated her opposition to
the density and height of the proposal. She suggested that the
maximum height be established at three storeys and added that
the people who spoke in support of the application do not live
in the area.

Gail Williams, 1463 Rougemount Drive, spoke in favour of a
maximum height of three storeys and the preservation of the
environmentally sensitive area. She stated her support for
integrating the handicapped into the community.
Herb Boehm, 1467 Rougemount Drive, stated he objects to the
application and felt that it should have been refused at an
earlier meeting.

Helen Dionne, 506 Petticoat Lane, stated that although she has
met with area residents to discuss concerns, no reconciliation
on the height and density was reached.
Peggy McKinnon, Kingston Road, abutting property owner, in
opposition, stated that the building is too large for the site,
that there is very little support from area residents, that the
safety of the handicapped has not been considered and questioned
the "affordable" aspect of the project.

Jackie Hughes, 265 Richardson street, Rouge Valley Community
Association, stated that although the concept is good, the site
is too small, the density too high and setbacks not as
recommended by the MTRCA.
Janice stone, 1077 Rouge Valley Drive, on behalf of the Rouge
Valley Community Association, spoke in opposition to the
application. She stated the project is too large, that there
are too many units and that a more suitable location be
selected. She requested that the project be refused.
Enzo Girandi, 1021 Dalewood Drive, stated his opposition to the
height and density of the proposal and expressed his concern
with the possible implications on the environment.
Marlene Perron, 1012 Dalewood Drive, expressed her concern with
the number of children who will have to be accommodated in
already overcrowded schools. She questioned if the special
needs of all residents of the project will be addressed and
asked what future developments and planned for abutting
properties.

Keith Powell, Executive Director, Association for community
Living, spoke in support of the application. He stated this is
an opportunity to integrate challenged people into the
community. He added that there will not be an added burden to
the schools as the people who will be living there are currently
Pickering residents, and he requested Council's support.

Gwen Mowbray, Chairman, Pickering Public Library Board,
addressed Council with respect to library service. She stated
that the Board's budgets are strained due to increased public
use at the Central Library and an insufficient number of staff
to meet the demand for service. The option to reduce service at
other branches and to introduce a bookmobile services has been
investigated and at the j oint meeting of Council and Library
Board members on September 30,1991, long term and immediate
library service were discussed. She indicated that Council
preempted the mandate of the Board with respect to the
feasibility of implementing a bookmobile service and she
requested that Resolution #165/91 be withdrawn.

Craig Jobber, Commodore of the West Rouge Canoe Club, addressed
Council to support requesting the MTRCA to accommodate the West
Rouge Canoe Club in the Frenchman's Bay Park Plan. He outlined
the international successes of the club and its contribution to
the community.

Town approval, addressing the pre-, post-, and during
construction treatment of stormwater runoff;

Councillor Brenner made the following statement:
"We, Councillors Dickerson and Brenner, regret the fact that a
misunderstanding has arisen between ourselves and Councillor Van
Kempen. As is expected in any democratic body, there will be
policy disagreements amongst its members. This Council is no
exception to that.
While we have in the past had disagreements with Councillor Van
Kempen concerning various issues, it has never been our
intention to suggest dishonourable conduct on his part either as
a local politician or a businessman.
We are now and always have been satisfied that he has not
misused public funds. We are also satisfied that Councillor Van
Kempen has not used his position as a municipal councillor to
advance his own interests nor otherwise misused his power.

To this regard we regret any such inferences which may have been
drawn from our remarks. Such was not our intention."

as public highway under the jurisdiction of the Town upon

That prior to the issuance of any building permit for the
construction of a residential unit on the lands, the owner
submit to the Director of Planning, for approval:

Whereas the Metropolitan Toronto and Region Conservation
Authority is in the process of finally approving the Frenchman's
Bay Park Plan; and

Whereas many of the members of the West Rouge Canoe Club are
residents of the Town of Pickering; and
Whereas the West Rouge Canoe Club is located in the City of
Scarborough;
NOW THEREFORE the Council of the Corporation of the Town of
Pickering hereby supports in principle the accommodation of the
West Rouge Canoe Club in the MTRCA's Park Plan; and
That no buildings be permitted on the spit or on environmentally
sensitive areas of the bay; and
That the Council of the Town of Pickering hereby extends its
thanks to the Frenchman's Bay Yacht Club for allowing the West
Rouge Canoe Club to use its clubhouse and facilities on
Frenchman's Bay during the 1991 season.

WHEREAS on-street parking is causing a serious problem for the
safe movement of traffic, emergency vehicles and pedestrians; and
Whereas it is the responsibility of the Town to encourage its
residents to park their vehicles off the street to enhance the
safe movement of all forms of traffic and to avoid expensive
parking tickets; and
Whereas residents may be encouraged to park on their own
property on an expanded driveway if the Town provided a curb cut
at a reasonable cost and only where it is acceptable and
feasible;
NOW THEREFORE the Council of the Corporation of the Town of
Pickering hereby establishes a program whereby residents may
apply for a curb cut prior to April 30, 1992 to expand their
driveway at a cost, where there is no culvert, not to exceed $45
plus $4.90 where the curb cut extends beyond nine feet; and
That the Director of Public Works be directed to advertise this
program in the local newspapers and in various circulations that
are put out by the Town.

leave to introduce a By-law of the Town of pickering to confirm
those proceedings of the council of the Corporation of the Town
