DELEGATIONS

Cam Watson of C.N. Watson and Associates Ltd., Economists, explained
options for the phasing in of a non-residential development charge.
Yvonne Hamlin, on behalf of the Urban Development Institution,
stated that there has been a considerable drop of in the development
and building industries and requested that no increases to the
development charge policy be approved. She requested that a
deferral for one week be granted in order for the UDI to review the
levies for a new municipal hall, parkland acquisition, recreational
facilities, Seaton and Ministry of Transportation subsidies. In
order to encourage industrial and commercial growth, she also
requested that a non-residential development charge not be approved.

non-residential development charge. She stated the Region of Durham
is not imposing the charge, that other municipalities within the
Region are reconsidering this imposition and requested Council to
also reconsider charging this fee.

DELEGATIONS (cont'd.)

Don Sellers, Past President of the Pi ckeri ng Rod and Gun
Club, spoke in opposition to By-law 3856/91 with respect
to the discharge of firearms. He stated that not all
residents were included on the petition in support of the
by-law and requested that the by-law not be passed.
Farmers woul d be unable to control the number of wolves,
racoons and foxes that destroy livestock and crops and the
matter of trespassers would not be addressed.
Clark Wilson, representing Double E Environmental
Enterpri ses, addressed Counci 1 wi th respect to the
recycling of oil filters. He provided information on the
amount of hazardous waste being dumped at landfill sites
and stated that new technology enables crushed filter and
oil extract to be reused, recycled and disposed of
economically. He added that tipping fees at landfill
sites should be by volume and not weight.

The following persons addressed Council with respect to
library services in the rural area (See Resolution #165/91)
Kurri Storey, on behalf of the C1 aremont and Di stri ct
Community Associ ation ,He stated the C1 aremont Pub1 ic
Library provides reference and recreational reading
material to local residents and the funds expended to
operate the historic facility is appreciated by the local
residents. He opposed the use of a bookmobile.

DELEGATIONS (cont'd.)

Ted Dunsford, on behalf of the Claremont and District
Community Association, addressed Council with respect to
library services in the rural area. He asked why the
reduction of summer operating hours has not increased and
requested that Council consider the provision of full
service and a restroom facility for the public and staff
in the 1992 budget.
Joyce Bennett, Cl aremont, addressed Counci 1 wi th respect
to library services in the rural area. She stated use has
not significantly dropped since the opening of the Central
Branch and opposed the closure of the branch and a
bookmobile service, added that the community needs a local
branch and asked for Council's support.
Laura Burnett, Cl aremont, addressed Counci 1 wi th respect
to 1 ibrary services in the rural area. She stated that
the use of bookmobiles is outdated and that the Claremont
branch shou1 d not be reduced but expanded due to
population growth. The Claremont branch provides
recreational and reference material but if it is not
available, the material is easily accessible from the
Central Branch.

Laura Burnett, Claremont, addressed Council with respect
to the provision of a sidewalk on Concession 6 Road and
Westney Road in Greenwood. She stated that due to
increased traffic and traffic laws not being obeyed that a
sidewalk along the south side of Concession 6 Road and the
west si de of Westney Road be consi de red to protect
children walking to Valleyview Public School. She also
requested that a school crossing guard be provided and a
no left turn during specific hours be approved.
Elizabeth Garrett, 1990 Whites Road, informed Council that
she will be addressing the Durham Board of Education
requesting that their bus policy be reviewed in order to
accommodate children in the William Peake Co-op.

Whereas Ontario Hydro has already indicated a further increase
of over 11%; and
Whereas Pickering Hydro is our local municipal public utility
commission for ultimately retailing hydro to homeowners and
businesses;

Now Therefore the Council of the Corporation of the Town of
Pickering requests that the Pickering Hydro-Electric Commission
prepare an independent report to exami ne the economi c benefi ts
for improving its effectiveness by combining the Town.s public
utilities commission with other public utilities commission in
neighbouring municipalities.

Whereas studies have shown that electric heating is the most
expensive form of heating residential buildings; and
Whereas both Ontario Hydro and Pickering Hydro have both
undertaken a public relations campaign to educate users on the
benefits of hydro conservation;
NOW THEREFORE the Council of the Corporati on of the Town of
Pi ckeri ng hereby encourages a 1 terna te economi ca 1 forms of
heating and energy use by:

building plans to determine the type of heating to be
used and suggesting to the applicant alternate methods
of heating where appropriate;
directing the Director of Community Services and
Facilities to ensure that the most economical methods
of heating Town facilities are used;

that Pickering Hydro be requested to intensify its
public campaign to conserve hydro useage.

Whereas the Counci 1 of the Town of Pi ckeri ng has expressed its
support for the 113 Rs II of waste reducti on bei ng Reuse, Reduce
and Recycling; and
Whereas the Council has also expressed its support for specific
waste reduction programs such as the use of returnabl e soft
drink containers and non-styrofoam containers; and
Whereas it has been proven that oi 1 fi 1 ters are recycl abl e and
at the time of disposal contain five ounces of oil in filters
from cars and sixteen ounces of oil in filters from trucks;

NOW THEREFORE the Counci 1 of the Corporati on of the Town of
Pickering hereby requests Metropolitan Toronto, the Regional
Municipality of Durham and the Province of Ontario to consider a
program for the recycling of oil filters.

Whereas the Town of Pi ckeri ng recogni zes the need for a broad
education is a right of every individual; and
Whereas this can be achieved by the use of a comprehensive
library service; and
Whereas the Town of Pickering authorizes the budget of the
Public Library Board and appoints a majority of members to the
Board every three years;
Now Therefore the Council of the Corporation of the Town of
Pickering requests the Pickering Library Board and staff to
recogni ze the ri ghts of the i ndi vi dua 1 s 1 i vi ng north of the
Third Concession in its 1992 budget; and
That the three existing libraries being Claremont, Whiteva1e and
Greenwood be given adequate funding to carryon the existing
level of service that the residents of North Pickering have
received in the past; and
That no bookmobile be implemented to take away from the heritage
or structure of the existing rural library facilities.

Greenwood who are required to walk to Valleyview Public School
on Westney Road; and
Whereas the volumes of traffic travelling along Concession 6
Road and Westney in the hamlet of Greenwood has increased
dramatically over the years to a point where this traffic causes
a danger to children;
Now Therefore the Council of the Corporati on of the Town of
Pickering hereby requests that the provision of a sidewalk along
the south side of Concession 6 Road and the west side of Westney
Road be considered in the 1992 budget.

That reso1 uti on #149/91 passed on September 16, 1991 and whi ch
reads as follows, be rescinded:
Whereas in view of possible safety risks being encountered by
local children attending Highbush Public School who reside in
communities near Finch Avenue and Whites Road; and
Whereas these risks may be attributed to a 1.5 kilometre walk on
a major arterial sidewalked roadway during peak rush hours; and
Whereas at certain points these children are expected to cross
major access points out of the Fox Hollow subdivision; and
Whereas the location of Finch Avenue and Whites Road is only 0.1
kilometre outside the Durham Board of Educations's rigid policy
of 1.6 kilometres;
Now Therefore be it resolved that for the safety of these
children, the Council of the Corporation of the Town of
Pickering hereby requests flexibility on the part of the Durham
Board of Education's administrative policy on busing in order
for these children to access an existing bus which services
children to the north.

west of A1tona Road is developing at a very fast pace; and
Whereas many of the residents in this area use Woodv;ew Avenue
to gain access to Twyn Rivers Drive; and
Whereas these residents must travel over the level crossing of
Canadian National Railways at Woodview Avenue inmediately north
of Twyn Rivers Drive; and

Whereas motorists are warned of an approaching train only by
means of a flashing light and bell; and
Whereas the number of motorists now using this crossing must
expect a higher level of warning and protection from approaching
trains;

Transport Canada to install barriers at the Woodview Avenue
level crossing that will block motorists from proceeding over

OTHER BUSINESS
The following matters were discussed prior to the regular
meeting:

The format for the bronze plaques for the Civic
Complex were approved.
Councillor Van Kempen reported on his attendance at a
meeting with the Metropolitan Toronto and Region
Conservation Authority, Sandbury Corporation and the
Save Our Bay group with respect to negotiating the
acquisition or trade of land in the Frenchman's Bay
area.

Councillor Johnson asked that the Director of
Transportati on revi ew the 1 ocati on of a bus stop at
1600 Melman Street.

Councillor Johnson stated no further telephone bills
will be submitted for payment.

Councillor Brenner requested the Ministry of the
Environment test the train noise level in the Twyn
Rivers Drive and Woodview Avenue area.

ADMINISTRATION AND ENFORCEMENT OF
ONTARIO BUILDING CODE

WHEREAS pursuant to the provisions of subsection 3(1)
of the Building Code Act, R.S.O. 1980, chapter 51, the
Council of the Corporation of the Town of Pickering is
responsible for the enforcement of the Act in the
Town; and
WHEREAS the Di rector of Pub 1 i c Works has consul ted
with municipalities having a population similar to
Pickering's and with municipalities having a growth
rate similar to Pickering's to determine their
building inspection and testing standards, and has
sunmari zed the resu1 ts thereof in a document enti tl ed
IIBui1ding Survey 199111; and
WHEREAS it is desirable to ensure that Pickering's
bui 1 di ng i nspecti on and testi ng standards conti nue to
meet or exceed the standards in effect in those
municipalities;
NOW THEREFORE BE IT RESOLVED THAT:

The document entitled IIBuilding Survey 199111,
prepared by the former Director of Pub1 ic Works
and attached to Report to Council L98/91, is
hereby received.
The Director of Public Works and the Building and
Pl umbi ng Servi ces Manager are hereby di rected to
review, monitor and revise, as required,
Pickering's building inspection and testing
standards and procedures in accordance initially
wi th the Bui 1 di ng Survey 1991 and peri odi ca lly
thereafter with updates thereof and with
then-current inspection and testing standards, to
ensure the effective and efficient administration
of the Building Code.
