ADOPTION OF MINUTES
Regular meeting of December 17,1990

DELEGATIONS
Ann Ray, 1827 Post Dri ve, stated that on October 28,
1990, she delivered five inspection reports and an
experts report about deficiencies in the exterior
wall s of her house and her nei ghbours I houses. She
requested a wri tten response from the Town prior to
February 6, 1991 which is the date of the Conmercia1
Registration Appeals Tribunal hearing.

Councillor Dickerson, seconded by Councillor Brenner moved that
the report of the Conmi ttee of the Whole on By-1 aw Numbers
3624/91, 3625/91, 3626/91, 3627/91, 3628/91, 3629/91, 3630/91,
3631/91, 3632/91, 3633/91, 3634/91, 3635/91, 3636/91, 3637/91
and 3638/91 be adopted and the said by-laws be now read a third
time and PASSED and that the Mayor and C1 erk sign the same and
the seal of the Corporation be affixed thereto.

OTHER BUSINESS
The following matters were discussed prior to the regular
meeting:
1.
Mayor Arthurs stated that the Region is recommending
that there be no environmental hearing with respect to
an application submitted by Arnts Landscaping to
compost 1 eaves and urged that the Town oppose thi s
reconmendation.

CONFIRMATION BY-LAW

By-law Number 3639/91
Councillor Dickerson, seconded by Councillor Mitchell moved for
leave to introduce a By-law of the Town of Pickering to confirm
the proceedings of the Council of the Corporation of the Town of
Pickering at its meeting held on the 21st day of January, 1991
and that the same be now read a first, second and third time and
that the same be now finally passed and that the Mayor and Clerk
sign the same and that the Seal of the Corporation be thereto
affixed.

REQUEST REGION TO ASSUME WHITES ROAD

That the Town of Pickering petition the Region of Durham to
assume juri sdi cti on over Whi tes Road between Fi nch Avenue
and the Taunton/Stee1es connection on the understanding
that the reconmended improvements be imp1 emented at the
earliest practical date and the assumption be effected
prior to the opening of the new link to the Taunton/Stee1es
road;
and that the Town of Pickering having considered the design
works and road flow, hereby requests the Regi on of Durham
to include in the design of Whites Road a grade separation
at the rail crossing.

REFUND OF TAXES

WHEREAS Section 496 of the Municipal Act, R.S.O, 1980.,
transfers the responsibility for the hearing of the
applications for cancellation, reduction or refund of taxes
to the Council of the Municipality;
AND WHEREAS notices in writing of applications have been
received by the Clerk of the Municipality for the
cancellation, reduction and refund of taxes for various
reasons;
AND WHEREAS upon investigation and receipt of reasonable
explanations all claims have been substantiated;
BE IT THEREFORE RESOLVED that the Council of the Town of
