Randy Vaine, 1945 Glendale Road addressed Council wit;h his concern over t;he Tride1 proposal and his feeling t;hat; Tride1 is dealing in bad fait;h and do not; want; t;o compromise He does not; want; t;o see Pickering becoming a concret;e jungle as is t;he case in Scarborough and Nort;h York. 8 - 28/92 198 (II) DELEGATIONS - continued He thanked the Councillors who supported the new fire hall and Kip Van Kempen for his stand against the Regional Council's proposed benefit package. 8 Mr. Vaine also cutbacks in the Roads Department services and that than these. addressed Council concerning the Roads Department, stating that the and Fire Department are necessary cutbacks should occur in other areas 3. Diane Wallace addressed Council with respect to her desire to see democracy in progress within the Town. She also wished to inform Council that the Tridel application to the D.M.B. has not yet been recognized by the Board as the proper steps required in applying had not been taken. (A 12/91) Tl1 I RD READING Councillor Wellman, seconded by Councillor Johnson, moved that the report of the Committee of the Whole on By-law Numbers 4095/92, 4123/92, 4130/92, 4131/92, 4132/92, 4133/92, 4134/92, 4135/92, 4136/92, 4137/92, 4138/92 and 4139/92 be adopted and the said by-laws be now read a third time and PASSED and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED (V) OTHER BUSINESS 1. Councillor Van Kempen requested a report from the Director of Planning on the current status of the zoning and land use designation for the third phase of the Tridel lands and what process would be involved in initiating an Official Plan amendment to lower the density allowed on these lands. 8 2. Councillor Brenner requested that a letter from the Minister of Citizenship and Culture be forwarded to the Race Relations Committee. 3. Councillor Brenner reported that he received a letter from Denis 0 'Connor High School requesting that the Town place a student to work with the Race Relations Committee as part of their co-op program. Staff was asked to determine if such placement was possible. 4. Councillor Higdon reported that the Ontario Nurses Association has stated at a news conference that there is a dangerous shortage of staff at the Ajax/Pickering Hospital. 5. Councillor Wellman stated that as a member of the Board of Directors of the Ajax/Pickering Hospital, no patient is at risk at the hospital. 6. (VI) CONFIRlIATION BY-LAJ1 By-law Number 4140/92 Councillor Johnson, seconded by Councillor Wellman moved for leave to introduce a By-law of the Town of Pickering to confirm those proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 21st day December, 1992 and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. COUNCIL REMUNERATION FILE NUMBER - A 2110 WHEREAS the Council of the Corpora tion of the Town of Pickering established a Task Force for the purpose of preparing a report on remuneration and benefits for Members of Council in 1990; and 8 WHEREAS one of the recommendations of that Task Force was -that a citizens committee review these salaries every three years, and that the second year of the term would provide the most politically neutral time for these considerations. Furthermore, it is recommended that the committee have three members so as to avoid an impasse in decision making-; NOW THEREFORE a public Task Force be established for the purpose of preparing a report on remuneration and benefits for Members of Council; and that this report include recommendations for the remuneration and benefits to be payable and/or available to Members of Council for the periods of December 1, 1991 to November 30, 1994; and that the Task Force be comprised of three persons with one person recommended by Council, one person selected from submissions by the local ratepayer associations and one person selected from applications from the public as a result of advertising; and that the Town Clerk be directed person for this Task Force; and to act as a resource 8 that the Task Force table its report on or before May 31, 1993. 6. 1993 ANIMAL CONTROL BUDGET FILE NUMBER - F 2300.15 - C 2200 That Council approve the 1993 Animal Control budget as set out in Treasurer's Report, Item 5-92 and as approved by the Pickering, Ajax and Whitby Joint Animal Control Committee at its meeting of November 25,1992. 7. TO EXTEND THE DATES OF THE WHITEVALE HERITAGE DISTRICT PLAN BY TWO MONTHS FILE NUMBER - D 3400.07 8 Whereas The Council of the Corporation of the Town of Pickering passed Resolution 1120/92 on August 4, 1992 to provide for the circulation of draft By-law 4074/92 to designate a portion of the hamlet of Whitevale as a Heritage Conservation District; and Whereas this Resolution provided for the establishment of a citizens' committee to review the Hamlet of Whitevale Heritage Conservation District Plan and submit comments on it to the Town Clerk on or before September 18,1992; and 8 8. 8 9. 10. 8 18/92 4 Whereas this citizens' committee has requested a second extension of this deadline in order to satisfactorily review the District Plan and the Guidelines, make recommendations and submit the finds; Now Therefore the Council of the Corporation of the Town of Pickering hereby amends Resolution #120/92, as amended, as follows: 1. In Sections 1 and 3, the deadline to submit comments on draft By-law 4074/92 shall be changed from December 18,1992 to February 19,1993; 2. citizens' Town Clerk to January In Section 2, the deadline for the committee to report its findings to the shall be changed from November 20, 1992 22, 1993; and 3. Executive Committee and the comments of landowners shall be January 11, 1993 to MODIFIED WORK PROGRAM FILE NUMBER - A 4000 That the Town's Modified Work Program Policy Statement as attached to the Report of the Town Manager dated December 8, 1992, be adopted. ECONOMIC DEVELOPMENT IN GREATER TORONTO AREA FILE NUMBER - B 1000 WHEREAS the Greater Toronto Area is the economic engine of growth for the Province of Ontario; and WHEREAS it is to all municipalities' and regions' benefit to ensure that the Greater Toronto Area be considered a strategic location for business and investment; NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby supports the principle of cooperation across the Greater Toronto Area in economic development activities. ECONOMIC DEVELOPMENT IN GREATER TORONTO AREA FILE NUMBER - B 1000 That the Council of the Corporation of the Town of Pickering hereby commits $5,000 to the Economic Development Marketing Task Force of the GTA Mayors' Committee to participate in a trade show as part of the Co-operative GTA Marketing Initiative; and that these funds be allocated in the 1993 budget of the Economic Development Division Account 2192. ~ 11. 8 8 8 18/92 5 LIEUTENANT GOVERNOR'S NEW YEAR'S LEVEE FILE NUMBER - A 2110 That the letter to Mayor Arthurs dated December 1, 1992 from the Lieutenant Governor's Office inviting the Council and residents of Pickering to the Lieutenant Governor's New Year Levee be received for information.
