DELEGATIONS
1.
Jim Wiseman, M.P.P. announced that the Ministry of
Tourism and Trade have allocated a $600,000 grant to
the Town of Pickering for the new arena.
2.
Fred Beer, representing the Pickering Rural
Association stated their concern with Council
discussing an issue in camera and voting on it, then
bringing it into the Council Chambers before the
public and allowing delegates to speak on it. The
association is concerned with the accountability of
Council if in camera meetings and voting takes place
prior to Council Meetings. He requested that Council
give first accessibility and then accountability to
the residents.

is prepared to retain a Consultant to refine the Town of
Pickering Emergency Plan adopted by By-law 3372/90 and develop a
precise action plan reflecting the Town's responsibilities under
the Durham Region Offsite Contingency Plan with respect to the
Pickering Nuclear Generating Station.

WHEREAS the Province of Ontario is contemplating legislation to
provide for a more open and accessible local government; and
WHEREAS the Council of the Corporation of the Town of Pickering
has passed a resolution supporting this legislation; and
WHEREAS each Member of Council is accountable ~o the residents
of the Town of Pickering who elected ~hem to carry out ~heir
mandate and implement ~hose policies and programs ~ha~ were
promised in previous elec~ions or deba~es.
NOW THEREFORE ~he Council of ~he Corpora~ion of the Town of
Pickering hereby directs the Town Clerk to prepare an amendment
to the Procedural By-law to provide for recorded votes upon
request at all meetings of Council and Executive and Planning
Committee Meetings where a vote is taken and a quorum is present.

OTHER BUSINESS
Councillor Pistritto indicated that he will be
presenting a Notice of Motion at the November 16, 1992
Council Meeting to establish a firehall on Brock Road
in the Third Concession.
Councillor Brenner reported that he and Councillor
Wellman held a Ward 1 Citizens' Forum and that their
ratepayer groups are very active.
Councillor Van Kempen requested the Town Manager to
arrange a meeting within one week to clear up any
concerns about the Dixie Road/Finch Avenue firehall
site and that this meeting is to include Members of
Council, staff, the architect, the contractor and any
other interested parties.
Councillor Johnson reported that the M.T.R.C.A. is not
responding appropriately to the flooding problem in
Claremont.
Councillor Johnson further reported that the Mayor of
Kirkland Lake and the Leader of the Provincial
Progressive Conservative Party will be giving a
presentation on the transportation of garbage at a
local high school on November 4,1992.
Mayor Arthurs clarified his comments made at the
Council Meeting of October 19, 1992 to Randy Vaine
with respect to the proposed firehall at Dixie Road
and Finch Avenue.

Public Works dated November 2, 1992, Council
agreed that the $80,000 surplus in the 1992 road
projects account be spent on paving works on
Valley Farm Road between Dellbook Avenue to
Concession 3 Road.

The Town Manager reported that he will be sending
a letter to CaPE with respect to specialized
services in the Department of Transportation.
g)
Councillor Higdon stated that she would like to
renumber the houses on Commerce Street because of
the number of houses that have A or B
designations after their numbers.

Councillor Johnson asked if a drainage problem in
Claremont could be solved by the M.T.R.C.A.

Councillor Brenner, seconded by Councillor Johnson moved for
leave to introduce a By-law of the Town of Pickering to confirm
those proceedings of the Council of the Corporation of the Town
of Pickering at its meeting held on the 2nd day of November,
1992 and that the same be now finally passed and that the Mayor
and Clerk sign the same and that the Seal of the Corporation be
thereto affixed.
