Kearns - Town Manager - Town Clerk - Director of Planning - Administrative Assistant (I) ADOPTION OF lfINUTES Regular meeting of september 28, 1992. 8 (II) DELEGATIONS 1. Mr. Coverly, 570 Rougemount Drive stated his disagreement with the temporary access onto Rougemount Drive making mention that his property is located directly north of this access. 2. Mary Doucette, 566 Rougemount Drive reported that her property is directly south of the temporary access and stated her concern that this temporary access would become permanent. She is concerned about the care the developer will take of this access, what condition it will be in while in use. She reported that Rougemount Drive is not a fit road and that construction traffic will make it worse. 3. Glen Hollinger, speaking on behalf of Ken Hollinger stated that since the last Council Meeting they have met with the developer and a proposal was presented. The proposal has gone back to the developer to work out a couple of concerns. He stated that they do not feel it will take much longer to come to an agreement. He reported their disagreement to the temporary access and asked for a two week deferral. 48 24/92 165 (II) DELEGATIONS - continued 4. Randy Vaine, 1945 Glendale Drive stated his concerns regarding the need for a fire station at Dixie Road and Finch Avenue. He disagrees with the station being built at Brock Road and the 3rd Concession at this time. He feels that two stations will be needed; the first required now at Dixie Road and Finch Avenue and the second eventually at Brock Road and the 3rd Concession. He stated his concern for the safety of the children and adults of Pickering. He urged Council to approve the new firehall before the loss of more lives and property. 8 5. Denise Arpaia, representing the Toronto Structural Group spoke concerning Project #22-0526, the new Pickering Fire Station. She stated that her company believes in quality of work and she distributed a brochure and information packet for all Council members reference. She stated that she hoped Council would approve this tender and move on with the project. 6. Jim Wiseman and Rene Soetens addressed Council with respect to the upcoming referendum. Jim Wiseman gave his views on the Yes and No vote, but confirmed his support for the Yes vote. Rene Soetens spoke of the positive changes in the Constitution and handed out information packages to all Council members. Rene Soetens stated that he feels a Yes vote gives a clear direction for Canada. (III) RESOLUTIONS 8 Resolution #164/92 Moved by Councillor Wellman Seconded by Councillor Johnson That Town Council recommend that Draft Plan of Subdivision 18T-91018, submitted by Cougs Investments (Pickering) Ltd., on lands being Part of Lots 1 to 8, Plan 395, and Part of Lot 34, Plan 350, Town of Pickering, be APPROVED. AS REVISED, subject to the following conditions: 1. That this recommendation apply to the draft plan of subdivision prepared by Design Plan Services Inc. dated Nov. 18/91 and referred to as Drawing Number B-8903-2 including 22 lots for detached dwellings along an internal roadway. 2. Tha~ prior to the issuance of any building permit for the construction of a residential unit on the lands, the owner submit to the Director of Planning, for approval: (a) an architectural statement outlining but limited to proposed house material, siting, design objectives for the subdivision; not and (b) an architectural statement that addresses the details of driveway design and garage sizes and locations within the cul-de-sac; (c) site plans, streetscape elevations, and architectural drawings for each (typical) unit. That the owner submit a detailed tree preservation program to the satisfaction of the Town and agree that no trees be removed until such time as this program has been approved by the Town except as authorized by the Director of Community Services and Facilities. That the owner submit a tree planting program to the satisfaction of the Town. That the owner make satisfactory arrangements with the Town regarding the removal or retention of all structures on the subject property. That prior to the forwarding of an implementing zoning by-law to Town Council the owner submit a Draft 4 OM-Pi an to be approved by the Town Planning Department. That the owner make satisfactory arrangements with the Town regarding the required parkland dedication. That the subdivision lands be maintained to the satisfaction of the Town until such time as they are developed. That provision be made for a clause in the subdivision agreement that all sales agreements will provide a warning that the entrance to the development is a temporary road and will be removed when the permanent access is installed. CARRIED 8 24/92 174 (V) OTHER BUSINESS 1. Councillor pistritto stated that he will be bringing forth a motion to provide for an alternate site for a firehall. 2. Councillor Brenner reported that he has been receiving complaints from residents in the woodview Avenue and Pinegrove Road area about developer removing four acres of trees. 8 3. Councillor Brenner inquired into the hiring policies of firefighters. 4. The Town Manager reported that the Federal Government has established technical committees to study the disposal of surplus airport lands and that either the Director of Planning or Deputy Director of Planning will be participating on these committees. (VI) CONFIRlfATION BY-LAW By-law Number 4111/92 Councillor Van Kempen, seconded by Councillor Johnson moved for leave to introduce a By-law of the Town of Pickering to confirm those proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 19th day of October, 1992 and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the corporation be thereto affixed. 8 CARRIED (VII) ADJOURNMENT.
