Special Meeting of July 3, 1992. special Meeting of July 6, 1992. (II) DELEGATIONS 1. David Farr, representing the Pickering Public Library Board, spoke in support of the resolution to approve an over-expenditure of $50,000 for the purchase of books and materials. The average libary system spends 15\ of its funding on collection development, however, the Pickering Public Libary Board only spends 9\. The Board must purchase meterials such as periodicals for special services such as children, businesses, etc. They are getting complaints about not enough new books or a poor reference section. Circulation has increased dramatically while at the same time Pickering has the lowest per capita dollar spent on circulation of all similar sized municipalities. 8 2. David McGregor, Chairman of Ajax Save the Waterfront Committee, addressed Council with respect to the proposed addition to the Ajax Water Treatment Plant and stated that al though water quality is an issue, many other questions have been raised about the Water Treatment Plant. 19/92 115 3. Sherrill Willard, representing the Ajax Save the Waterfront Committee, addressed Council with respect to the proposed addition to the Ajax Water Treatment Plant and stated that in view of the nuclear spill at the Generating Station this weekend, there is more concern about the Water Treatment Plant. The Plant will serve a quarter million people and it is folly to locate it so close the the Nuclear Generating Station and the York/Durham Sewage Treatment Plant. She stated that there are good reasons for objecting the the Water Treatment Plant as outlined in the material presented to Council. .. 8 5. Jack Muir, representing Ontario Hydro, stated that the water in Lake Ontario contain 10 bequerels per litre of water which is average and noted that 40,000 bequerels is considered safe but that 4,000 bequerels ,..is the target. .... Anna willson, representing LACAC, stated that in 1988, Council directed LACAC to study the Whitevale Heritage Conservation District. She welcomes input from the community on devising criteria for heritage permits. 4. 6. Sarah Roberts, 31 77 Golf Club Road, stated that she appreciates the opportunity to make amendments to the Whitevale District Plan and noted that the Ministry of Culture and Communications supports the process proposed by council. ~i-, 7. Julia Hayes, 3169 Golf Club Road, stated that she supports the proposed motion to study the Whitevale Heritage District Plan ,and the designation by-law. She understood that Council gave the direction that any landowner can be exempt if they so chose. She asked if the LACAC meetings are open to the public and if the Minutes of the LACAC meetings are available. 8 8. Lloyd Thomas, Whitevale, stated that he hopes the forming of a committee will allow the issue of the Whitevale Heritage Conservation District to be resolved. He stated that the Whitevale Residents Association passed a resolution supporting the Heritage Conservation District with the right of any landowner being exempt from it. S . 0. 1990, chapter 0.18, the Council of The Corporation of the Town of Pickering gave two readings to By-law 4074/92, which By-law, if passed, will designate the Whitevale Heritage Conservation District; and Whereas, before that By-law is considered for third reading and passage, it is desirable that the By-law and related documents be circulated and reviewed and a Heritage Permit Application process developed; NOW THE¥!ORE BE IT RESOLVED THAT: ..... 1. The Town Clerk readings) to, shall circulate By-law 4074/92 (two 8 (e) all landowners within the proposed Whitevale Heritage Conservation District; all landowners who have requested and been granted exemption from the proposed District; all persons who have requested and not been granted exemption from the proposed District with a statement advising them of the reason for not granting the exemption; the Local Architectural Conservation Advisory Committee (Heritage Pickering); and Unterman McPhail Fuming Associates, Conservation and Planning Consultants, the Ontario Heritage Foundation, Ministry of Culture and Communications, Heritage (a) (b) (c) ~ (d) (f) with an invitation to review the document and to submit any comments respecting it in writing to the Town Clerk by 4:30 pm on October 16, 1992. 2. The Town Clerk shall oversee the establishment of a representative citizens' committee comprised of at least six persons selected by the residents of the Hamlet of Whitevale, said Committee to have proportional representation of those landowners who want to be exempt and those who want to be included in the Heritage Conservation District, to be assisted by the Ward 3 Councillors, the Town's Manager of Building and Plumbing Services, and a member of the Town's Planning Department, to review the following parts of the Hamlet of Whitevale Heritage Conservation District Study District Plan: (a) Part II Conservation, Design and Landscaping Guidelines; and Part III Planning, Development and Implementation, (b) 8 and to make recommendations respecting desirable amendments, if any, to the Guidelines and to establish a procedure for the processing by the Town of Heritage Permit Applications in the event that the Whitevale Heritage Conservation District comes into being, and to submit its findings in writing to the Town Clerk by 4:30 pm on september 18, 1992. 19/92 117 3. The Town Clerk shall circulate a summary findings of the citizens' committee to, of the (e) al~ landowners within the proposed Whitevale Heritage Conservation District; all landowners who have requested and been granted exemption from the proposed District; all persons who have requested and not been granted exemption from the proposèd District; the Local Architectural. THIRD READING Councillor Wellman, seconded by Councillor Johnson, moved that the report of the Committee of the Whole on By-law Numbers 4056/92, 4057/92, 4058/92, 4059/92, 4060/92, 4061/92, 4062/92, 4063/92, 4064/92, 4065/92, 4066/92, 4067/92, 4068/92, 4069/92, 4070/92 4071/92, 4072j92, 4073/92, 4075/92, 4076/92 and 4077/92 be adopted and the said by-laws be now read a third time and PASSED and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. Councillor Pistritto introduced the following motion: 8 Moved by Councillor Pistritto Seconded by Councillor Johnson That the motion to consider the development application submitted by Fifth Estates Limited at the northeast corner of Audley Road and Concession 5Road which was tabled at the Council meeting of February 27, 1989 be lifted from the table and referred to the Director of Planning for further comment. The following matters were regular meeting: considered prior to the a) David Crombie will be invited to discuss Frenchmens Bay at a public meeting to be held on Thursday, October 1, 1992. b) Councillor Brenner reported that the store front operation in the Pickering Town Centre Mall of the Mayor's Task Force on landfill sites should be open to the public on Thursday, August 13, 1992. c) Councillor Wellman reported that he received a letter from Doumouras Properties Limited requesting that Council withdraw its appeal of Committee of Adjustment decision P/CA/58/91. There was no support for this request by Council and the Town Clerk was directed to respond to the letter. d) Council concurred with the recommendation of the Town solicitor with respect to the draft plan of subdivision submitted by Gossamer Hills that is subject to an Ontario Municipal Board hearing. 8 (VI) CONFIRlfATION BY-LAfi Bv-law Number 4078/92 Councillor Van Kempen, seconded by Councillor Wellman moved for leave to introduce a By-law of the Town of Pickering to confirm those proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 4th day of August, 1992 and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
