A Meeti ng of the Pi ckeri ng Town Council was held on Monday,
March 23rd, 1992 at 7:51 p.m.

DELEGATIONS
Bob Williams, representing the Pickering Professional
Firefighters Association, requested Council to reject
the recommendation of the Executive Committee to
endorse the resol uti on of the City of St. Cathari nes
objecting to an Arbitrator1s Award regarding a
fi refi ghter 1 s gri evance. He stated that the reports
from the City of St. Catharines are misleading and
explained the conditions of the arbitration. He
stated that the Arbitrator in question has been on the
job for sixteen years and is respected by both
management and the Association.
David Baffa, representing the Montessori Learning
Centre on Dunbarton Road, stated that he was retained
by the applicant to help her satisfy the conditions of
approval of the rezoning. He has the approval from
the Department of Heal th to improve the sewage
system. He asked Council to reconsider its
requi rement for a cash contri buti on to upgrade
Dunbarton Road because the applicant is already faced
with onerous financial obligations and the upgrading
of the road shou1 d be done through the Development
Charges Act. He hopes to have a suitable site plan in
about two months.

Harvey Storm requested a deferral of the motion
regarding his rezoning for one month to allow the
Region time to deal with this matter. He has met with
the Town's Planning staff to discuss his site plan and
has asked the Region to act as quickly as possible so
that he will be in 'a position to comply with the
Town1s requirements.

Andy Emmi nk, 938 Dunbarton Road, stated that in the
spring of 1990, he and his neighbours opposed the
Montessori Learning Centre but Council approved it
subject to various condi~ons. The applicant has not
tried to carry out any of the conditions of approval
and he therefore fe1 t that the zoni ng by-l aw is bei ng
contravened and should be enforced.

A1 Graham, representi ng People or Pl anes, addressed
Council with respect to the Notice of Motion to study
the feasibility of purchasing lands in the airport
area for an i ndustri a 1 or commerci a 1 park. He gave a
bri ef hi story of the expropri ati on of these 1 ands and
stated that there is no need for a second ai rport or
the Seaton communi ty. The communi ty and 1 ands has
suffered since the expropriation to absentee
landlords. The Notice of Motion promotes urban sprawl
which is contrary to the Toronto Centered Region
plan. The Federal Government offered to sell these
lands four years ago and planned to offer them first
to the expropri ated owners and second to long term
tenants. The Noti ce of Moti on further promotes the
development of Seaton but Council has not yet approved
of the Seaton communi ty. The cost of connecti ng to
sanitary sewers would be very high and development
will not occur around Highway #7 for many years.
Kurrie Storey, representing the Claremont and District
Residents Association, stated that he agrees with the
position taken by the People or Planes organization
wi th respect to the Noti ce of Moti on to study the
feasi bi 1 i ty of purchasi ng 1 ands in the ai rport area
for an industrial or conmercial park. He is
particularly concerned about how the expropriated
lands will be dispersed. His organization supports
being sold back first to the expropriated owners. He
asked to be i nvo1 ved in any di scussi ons the Town may
have in acquiring these lands.

received by the Clerk of the Municipality for the cancellation,
reduction and refund of taxes for various reasons;
AND WHEREAS upon investigation and receipt of reasonable

Whereas on February 24, 1992, the Federal Government announced
that a porti on of its 1 ands reserved for an ai rport have been
deemed surplus and will be made available for sale firstly to
other levels of government; and
Whereas a portion of the lands deemed surplus are on the north
side of Highway #7; and
Whereas the preferred route for the proposed Hi ghway #407 1 i es
to the south of the said surplus lands; and
Whereas the said surplus lands are in close proximity to the
main trunk of the York/Durham Sewage System; and
Whereas the geographical proximity of these surp1 us 1 ands to
Metropolitan Toronto, the Regions of York and Durham, major
highways, the proposed airport and the proposed Seaton Community
will enhance the value of the said lands; and
Whereas the Council of the Corporation of the Town of Pickering
has acknowledged that industrial and commercial development is
essential to the economic health of the Town;
NOW THEREFORE the Council of the Corporation of the Town of
Pickering hereby directs staff to undertake a study to determine
the feasibility of acquiring a portion of the surplus airport
lands for the purpose of creating and industrial and/or
commercial park in the future.

iv) establish a minimum 2.6 metre by 5.3 metre
parking stall size requirement;
v) require a minimum of nine parking spaces to be
