A Meeting of the Pickering Town Council was held on Monday, June
7, 1993 at 7:30 p.m.

ADOPTION OF MINUTES
Regular Meeting of May 17, 1993.
Special Council Meeting of May 25, 1993.
PRESENTATION
Mayor Arthurs acknowledged the work of Cable 10 within
the Town of Pickering and presented them with a plaque.
DELEGATIONS
Mr. Snobe1en, representing the Greenwood Mushroom Farm
addressed Council with respect to the sale of surplus
airport lands. He advised that closing the Mushroom
Farm would cause this industry to move to Buffalo.
These lands are held by absentee landowners who offer
one to five year leases to tenants. This type of
lease does not encourage the tenan"t to maintain the
property. He requested Council to encourage the
Federal Government to proceed with the sale of the
lands and to zone the land for agricultural use only.
He also recommended that twenty year leases be given
in the hopes that this would encourage the tenant to
farm the land.
Brian Hurl, represen ting the Commi t tee for Pickering
Airport Community addressed Council with respect to
the sale of surplus airport lands. He stated that he
represents all the tenants on site and that they
support the right for first refusal. He advised that
all tenants have been on these properties for at least
l5 years and he questioned where they are to go.

DELEGATIONS
Kristine Pasternak, 1004 Maury Crescent, addressed
Council regarding wa tercraft on Frenchman's Bay. She
advised that she has operated a motorized vehicle for
two years and operators of these vehicles are not
aware of the regulations due to lack of information
and posting of signs. She presented a petition with
lOO signatures of those opposed to the limiting of the
speed on the Bay. She asked if other steps could not
be taken before this by-law is forwarded to the
Federal Government.
Fred Beer, representing the Pickering Rural
Association addressed Council with respect to the sale
of surplus airport lands. He stated that he supports
Mr. Snobelen in his statements concerning the
deplorable state of the agricultural lands and his
suggestion that long-term leases be given to the
tenants of these properties. He requested that
Council write to the Federal Government to implore
them to defer the sale of the surplus airport lands
until a study could be carried out concerning the
impact on the community. Most tenants cannot afford
to buy these homes, therefore, all options should be
explored and handled sensitively. Should not a tenant
who has lived in the home for more than a decade take
precedence over those who bought it many years ago.
He suggested that if a committee is organized that Mr.
Marshall be considered as Chair.
Paul Thompson, Chair of Green Door Alliance addressed
Council with respect to the sale of surplus airport
lands. He recommended prudence and caution when
making a decision. He gave support to the
recommendation that the Federal Government not sell
the surplus airport lands. He advised that their
concerns are with respect to the lack of information,
peace-meal planning of the sale and the process in
which the lands are to be sold.
Margaret Hilpert, 624 Westshore Bl vd. addressed
Council regarding wa tercraft on Frenchman's Bay and
advised of her support of the by-law to reduce the
speed limit on the Bay. She asked if the speed limit
will be enforced during the winter months to include
snowmobiles and motor bikes.
Doug Lockrey, 1210 Radom Street, Unit #404 addressed
Council regarding watercraft on Frenchman's Bay and
advised that motorized vehicles on the Bay create
havoc to peace and quiet. He stated that some of
these vehicles are operated without mufflers.
Fred Wolfel, 968 Essa Crescent addressed Council
regarding watercraft on Frenchman's Bay and advised
the he supports efforts to reduce the speed on the
bay. He advised that the Frenchman's Bay Yacht Club
fully supports this speed reduction.
Jim Hern, 690 Front Road addressed Council regarding
wa tercraft on Frenchman's Bay. He advised tha t June
6-12 is Safe Boating Week. He stated that he lives on
the bay and a number of people have complained to him
concerning the noise. He advised that licencing is
done on the motorized vehicle not the operator.

regarding watercraft on Frenchman's Bay. He
that speed is not the problem, noise is, and
banning ski-jets you eliminate the problem.

Jeff Mitchell addressed Council regarding watercraft
on Frenchman's Bay. He advised tha t he has been a
water skier on the Bay for six years and that if speed
reduction is enforced this will move operators of
motorized vehicles from the bay, causing the Marina's
to suffer. He suggested that operators of motorized
vehicles should be required to obtain a Pickering
Harbour licence similar to that available in Toronto.

WHEREAS in 1972, the Government of Canada commenced the
expropriation of 18,600 acres of land with the intention of
constructing an international airport in Pickering; and
WHEREAS since 1972, these valuable lands and
community have significantly deteriorated

WHEREAS the Federal Government is presently planning to more
than double the capacity of Pearson International Airport which,
taken in conjunction with a significant downturn in passenger
traffic, a prolonged and deep-seated recession and a staggering
national debt, make it quite unlikely that a new international
airport will be considered for at least 20 or 30 years, if ever;
and
WHEREAS it would be unreasonable in the extreme to expect
Pickering and its citizens to continue to be subjected to
mismanagement of its lands and its people for unknown further
decades; and
WHEREAS the Town of Pickering is in the process of reviewing its
Official Plan and the Province of Ontario is reviewing and
revising its Seaton Plan and will shortly introduce sweeping
land use reforms; and

WHEREAS the Council of the Town of Pickering and its residents
are extremely concerned that the Federal Government intends to
sell off a small portion of these valuable lands with apparent
disregard for the impact on Pickering citizens and planning
issues; and
WHEREAS the Council and the citizens of Pickering wish to regain
administrative control of their lives and their lands; and
WHEREAS these valuable lands could and should be returned to the
productive rural community that existed in 1972; and
WHEREAS a plan to address the above concerns and revitalize the
community would provide for the Federal Government to have the
lands available if and when they may be required for an airport;
NOW THEREFORE be its resolved that the Council of the
Corporation of the Town of Pickering hereby urges the Federal
Government to discontinue the process of selling parts of its
airport land holdings until Pickering has completed its
assessment of the impact of the sale on its citizens,
infrastructure, corporate finance, planning and land use plans;
and

THAT a Committee be established to investigate and make
recommendations to the Town Council on the impact of the land
sale on Pickering citizens, corporate finance, infrastructure,
planning, land use and other relevant issues; and
THAT this Committee be comprised of three knowledgeable and
responsible citizens, one Member of Council and two members of
staff; and
That the Committee be appointed with thirty days and report back
to Council within six months.

WHEREAS the watercraft known as personal watercraft are very
noisy for persons who live near or wish to use Frenchman's Bay
and its shoreline; and

are detrimental to the delicate ecology of
Bay in areas such as the wetlands and sand shores;
WHEREAS the use of personal watercraft on Frenchman's Bay poses
a hazard for the many boaters who use the Bay;
NOW THEREFORE the Council of the Corporation of the Town of
Pickering hereby makes application to the Federal Government to
amend the Boating Restriction Regulations to provide for a five
knot or nine kilometers per hour speed limit for all motorized
watercraft on Frenchman's Bay in order to provide for safe
boating and to lower the noise level of motorized watercraft
using Frenchman's Bay; and
That a copy of this Resolution be forwarded to Rene Soetens,
M.P. Ontario Riding to request that he expedite this request.

hereby adopts the "Project for the Acquisition of the Altona
Forest Environmentally Significant Area, Town of Pickering,
Regional Municipality of Durham" dated April, 1993 as adopted by
the Metropolitan Toronto and Region Conservation Authority at
its meeting of April 23, 1993; and
That the Town of Pickering's contribution to this acquisition
shall be $400,000 to be paid over two equal instalments of
$200,000 in each of the years 1996 and 1997; and
That the Town of Pickering will examine the implications of
crossing the Altona Forest environmentally significant area for
the development of a road or utilities corridor.

The Town Manager requested and received direction
concerning the filling of the vacancy in the
Handi-Trans Department.

Councillor Van Kempen advised of the chaining and
padlocking of the parking lot at Pine Ridge
Secondary School. He stated his concern over the
safety aspect with respect to fire or ambulance
access to the school or ravine. It was his
understanding also, that this lot was to be
available for park users.
c)
councillor Van Kempen requested information
concerning the Goodwill trailer located in the
plaza on Kingston Road. He questioned if
Goodwill will be moving into one of the units in
this plaza.
d)
councillor Johnson declared an interest in the
item concerning the sale of Surplus Airport Lands.

on May 25, 1993, presents its ninth report to Council and
recommends:

(with the schedule showing the proposed nine pockets
