A Meeting of the Pickering Town Council was held on Monday, November 28, 1994 at 7:30 P.M.

ADOPTION OF MINUTES
Regular meeting of November 21, 1994.

BY-LAWS
That Councillor Higdon seconded by Councillor Johnson, took leave to introduce by-laws of the
Town of Pickering:
By-law Number 4535/94
Being a by-law to stop up and close as public highway that part of the Road Allowance between
Concession 1, Pickering, and Range 3, Broken Front Concession, Pickering, designated as Parts
11, 12 and 13, Plan 40R-1O90, and to authorize its sale to The Regional Municipality of Durham,
the abutting owner.

By-law Number 4536/94
Being a by-law to exempt Blocks 51 and 52, Plan 40M-173 7, Pickering, from part lot control.

Moved by Councillor Wellman
Seconded by Councillor Johnson
That By-law 4536/94 be deferred until December 12, 1994.

By-law Number 4537/94
Being a by-law to authorize the execution of a Development Agreement and related
documentation respecting the development of part Lot 31, Concession 1, Pickering (parts 1, 2, 3,
4, 5, 6 and 7, Plan 40R-15756) [LD 172/90, LD 173/90, LD 174/90, LD 80/92 and LD 13/94 -
Cougs Investments Ltd.]
THIRD READING:
Councillor Higdon, seconded by Councillor Johnson moved that the report of the Committee of
the Whole on By-law Numbers 4535/94 and 4537/94 be adopted and the said by-laws be now
read a third time and PASSED and that the Mayor and Clerk sign the same and the seal of the
Corporation be affixed thereto.

Councillor Van Kempen gave an update report on the Altona Forest.
2.
Councillor Van Kempen congratulated all candidates who ran in the 1994 Election
and reflected on his six years on council.
3.
The following matters were discussed prior to the regular meeting:
a)
The Town Manager advised that the Open House of the Seaton Advisory
Committee will be held on December 1 st from noon to 9 p.m. and the three
Seaton Concept Plans will be on display. He also stated that a public
meeting will be held at the Pine Ridge High School on Wednesday,
December 7th from 7 p.m. to 10 p.m. with the three consulting teams
present.
b)
Councillor Johnson commented on the Landford part-lot control by-law.

CONFIRMA 1J!lli BY-LAW
By-law Number 4538/94
Councillor Wellman seconded by Councillor Higdon moved for leave to introduce a By-law of the
Town of Pickering to confirm those proceedings of the Council of the Corporation of the Town
of Pickering at its meetings held on the 28th day of November, 1994 and that the same be now
finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be
thereto affixed.
