SPECIAL COUNCIL MINUTES
A Special Meeting of the Pickering Town Council was held on Monday April 11, 1994 at 7:30
p.m.

RESOLUTIONS
Resolution #49/94
Moved by Councillor Johnson
Seconded by Councillor Wellman
WHEREAS the Interim Waste Authority (IW A) has failed in its mandate to provide a safe landfill
site within the GT A as all sites will be required to have engineered liners to prevent leaching; and
WHEREAS this failure to date has accrued costs nearing $50,000,000 for the exercise as it relates
to Peel, York and Durham;
NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby
recommends that the Province of Ontario amend the terms of reference of the rw A to allow
review oflong-distance hauling to a known safe site, i.e. Kirkland Lake, export, greater emphasis
on 3R's programs and incineration as alternatives to handling waste management in the GT A; and
the Council of the Corporation of the Town of Pickering reaffirms that it is not a willing host of a
landfill site; and

THAT this responsibility be returned to the Regional Municipality of Durham for resolution; and
THAT copies of this resolution be forwarded to the Minister of the Environment, the Regional
Municipality of Durham and the Office of the GTA.

Council considered the following motion in conjunction with the above resolution:

That the above motion regarding the Interim Waste Authority be amended by adding the
following words in the third paragraph:
"the Council of the Corporation of the Town of Pickering reaffirms that it is not a willing host of
a landfill site".

BY-LAWS
That Councillor Pistritto, seconded by Councillor Wellman, took leave to introduce by-laws of the
Town of Pickering:
By-law Number 4409/94
Being a by-law to assume all or parts of Blocks 48 to 54, and part of Valleyview Drive, Plan
40M-1507, Pickering, and all of Blocks 48 and 49, Plan 40M-1508, Pickering, for public use as
public highway under the jurisdiction of The Corporation of the Town of Pickering.

Being a by-law to stop up and close as public highway all or parts of Blocks 48 to 54, and part of
Valleyview Drive, Plan 40M-1507, Pickering, and all of Blocks 48 and 49, Plan 40M-1508,
Pickering, and to authorize their sale to abutting owners where not required for other municipal
purposes.

THIRD READING:
Councillor Pistritto, seconded by Councillor Wellman moved that the report of the Committee of
the Whole on By-law Numbers 4409/94 and 4410/94 be adopted and the said by-laws be now
read a third time and PASSED and that the Mayor and Clerk sign the same and the seal of the
Corporation be affixed thereto.
