1. Roger Wade, representing the Minacs Group, addressed Council to explain a
program for the unemployed to be held at the Recreation Complex commencing
October 17th. The purpose of the program is to allow for the re-employment of
people, provide an education for the unemployed on what skills are needed and to
allow employers an opportunity to advertise job openings.

WHEREAS in the private sector, an Audit Committee is a required sub-committee of the Board
of Directors of a company that offers securities to the public and its principal purpose is to review
the company's affairs primarily by critically examining the audited annual financial statements
prepared by the management; and
WHEREAS a 1981 Canadian Institute of Chartered Accountants research study indicated that an
Audit Committee would strengthen procedures used by Council in approving financial statements
particularly in view of the large amount of public funds under their control; and
WHEREAS the objectives of an Audit Committee are to:
help Council meet its fundamental responsibilities of protecting the municipal assets and
• managing operations as efficiently as possible;
provide better communication between the auditor and Council and promote better
understanding of the audit process;
enhance the external auditor's independent position;
increase the credibility and objectivity of the municipality's financial report; and
- strengthen the role of the Members of Council.
NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby establishes
an Audit Committee comprised of three Members of Council for a term to expire on November
30th of every year in which a regular election is held; and
THAT Councillors Brenner, Pistritto and Mayor Arthurs are hereby appointed to the Audit
Committee for a term to expire on November 30, 1997; and
THAT the Terms of Reference of the Audit Committee be defined by the Committee and referred
to Council for approval.

WHEREAS due to a changing economy, advances in technology and a work place that is rapidly
changing to accommodate the needs of employees and customers; and
WHEREAS it is the responsibility of the Council of the Town of Pickering to ensure that the
16 needs of its residents are being met by the administration;
NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby resolves
that commencing January 1, 1996, the hours of operation of the Civic Complex be extended from
8:30 a.m. to 4:30 p.m. Monday to Friday to 8:00 a.m. to 5:00 p.m. Monday to Friday; and
THAT on one weekday, the Civic Complex be open to 9:00 p.m. for the purpose of serving our
customers; and
THAT a program of flexible hours be studied to accommodate this change in the hours of
operation of the Civic Complex; and
THAT a committee comprised of at least one Member of Council and management be established
to work with the administration and the unions representing the civic employees to implement
extended hours of operation in order to improve customer service.

to make arrangements with Craig S. Bradford, President, Bradford and Associates International,
to carry out a brief initial assessment of the financial and management structure in the Town of
Pickering and provide a presentation to Council on his findings; and
That the cost of this project being approximately $3,000 be charged to Account 2126-2392
(Purchased Services).

Councillor Senis, seconded by Councillor Johnson moved that the report of the Committee of the
Whole on By-law Numbers 4675/95, 4676/95, 4677/95 and 4678/95 and be adopted and the said
by-laws be now read a third time and PASSED and that the Mayor and Clerk sign the same and

(V) OTHER BUSINESS
1. Councillor Brenner asked if there is a mechanism for residents to pay the interest
only on their taxes in order to avoid tax registration.
2. Councillor Senis reported that the Dairy Queen at Dixie Road and Kingston Road
is now open and employs many part-time people.
3. Councillor Senis reported that she will be introducing a Notice of Motion to be
seconded by Councillor Johnson to request the Region of Durham to install traffic
signals at the intersection of Kingston Road and Walnut Lane.
4. Councillor Ryan stated that he is concerned about the proliferation of unsightly
signs along Kingston Road.
5. Councillor Ryan reported on the 7th annual picnic of the Rouge Valley Community
Association.
6. Councillor Johnson reported on the successful traffic calming session held last
Thursday and Friday.
7. Councillor Johnson reported that street lights have not been installed on the
extension of Waterford Gate.
8. Councillor Johnson stated that he will be introducing a Notice of Motion to be
seconded by Councillor Pistritto to install four-way stops at various intersections.
9. Mayor Arthurs reported on the United Way campaign and stated that the Open
House for the Official Plan will be held at the Civic Complex on October 3rd.
10. The following matters were discussed prior to the regular meeting:
a) The Town Manager reported that the Town will buy a tabled for $600 at
the Charles Sauriol dinner to be held on October 24th.
b) The Town Manager distributed report PW 8/95 regarding a Waste
Management User Pay Project.
c) The Town Manager reported that 45 foot poles have been re-established in
the Dunbarton community and coach lights will be attached to those poles.
d) The reconditioning of the bridge at the south end of Liverpool Road was
referred to the 1996 budget, however, Council authorized the design work
to be undertaken in 1995.
e) Mayor Arthurs reported that the Board of Trade dinner will be held on
October 21, 1995.

Town of Pickering to confirm those proceedings of the Council of the Corporation of the Town

passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be
thereto affixed.

its twelfth report to Council and recommends:
1. AMENDMENT TO THE DEVELOPMENT PLAN FOR

NEIGHBOURHOOD TO INCORPORATE DESIGN GUIDELINES

That Town Council ADOPT Amendment No. 5 to the Town Centre Community -
Brock East Neighbourhood Plan to establish a new special design precinct and
associated design guidelines for lands located at the southeast corner of Kingston
Road and Southview Drive, in accordance with the Ontario Municipal Board's
decision on the appeal of Official Plan Amendment No. 66 and Zoning By-laws
4012/92 and 4013/92.
