City oin PICKERING Report to Executive Committee Report Number: ENG 01 -16 Date: January 11, 2016 From: Richard Holborn Director, Engineering & Public Works Subject: Amberlea Park Splash Pad Construction - Tender No. T -23 -2015 - File: A -1440 Recommendation: 1. That Tender No. T -23 -2015 as submitted by Pine Valley Corporation in the total tendered amount of $229,877.03 (HST included) be accepted; 2. That the total gross project cost of $275,659.00 (HST included), including the tendered amount and other associated costs and the total net project cost of $248,239.00 (net of HST rebate) be approved; 3. That the Division Head, Finance & Treasurer be authorized to finance the total net project cost in the amount of $248,239.00 as follows: a) The sum of $136,531.00 as approved in the 2015 Parks Capital Budget by a transfer from the Parkland Reserve Fund; b) The sum of $111,708.00 as approved in the 2015 Parks Capital Budget by a transfer from Development Charges (DC) — Parkland Development & Trails Reserve Fund; and That the appropriate officials of the City of Pickering be authorized to take the necessary actions as indicated in this report. Executive Summary: As part of the 2015 Parks Capital Budget, funds were approved for the construction of a splash pad in Amberlea Park. The project includes the construction of a water play area and associated landscaping. Design proposals for the water play features were obtained separately in May 2015, under Request for Proposal No. RFP -10 -2015. ABC Recreation Ltd was the successful company to supply this equipment and was carried as a cash allowance in Tender No. T -23 -2015. Tender No. T -23 -2015 was issued on November 9, 2015 and closed on December 2, 2015 with 8 bidders responding. The low bid submitted by Pine Valley Corporation in the amount of $229,877.03 (HST included) is recommended for. approval. The total gross project cost including a contingency is estimated at $275,659.00 (HST included) ENG 01 -16 Subject: Amberlea Park Splash Pad Construction - Tender No. T -23 -2015 January 11, 2016 Page 2 and the total net project cost is estimated at $248,239.00 (net of HST rebate). A 15% contingency is included in the estimated project cost to cover any unforeseen costs such as service connection issues and poor soils conditions. Financial Implications: 1. The total net project cost of $248,239.00 will be funded at the approved funding ratio of 55% from Parkland Reserve Fund and 45% from DC Reserve Fund. CORP0227 -07/01 revised 2 ENG 01 -16 Subject: Amberlea Park Splash Pad Construction — Tender No. T -23 -2015 January 11, 2016 Page 3 Discussion: As part of the 2015 Parks Capital Budget, funds were approved for the construction of a splash pad in Amberlea Park. The project includes the construction of a coloured concrete pad with water play features in the form of ground jets and other above grade components, and the installation of an armour stone seat wall, benches, concrete walkways that connect the splash pad to the sidewalk on Braeburn Crescent and park pathway, and associated landscaping. The water play features were tendered separately in May 2015 under Request for Proposal No. RFP -10 -2015. The Evaluation Committee reviewed the 3 design proposals received using criteria that had been outlined in the Terms of Reference and recommended that the proposal from ABC Recreation Ltd be accepted. A cash allowance for the supply and installation of the equipment proposed by ABC Recreation Ltd was included in Tender No. T -23 -2015. Tender No. T -23 -2015 was issued on November 9, 2015 and closed on December 2, 2015 with 8 bidders responding. The low bid submitted by Pine Valley Corporation is recommended for approval. References from Pine Valley Corporation have been reviewed and deemed acceptable by the Senior Coordinator, Landscape & Parks Development: Pine Valley Corporation have completed similar types of projects including splash pads for the Town of Oakville, Essa Township and Toronto Community Housing Corporation. The Health & Safety Policy, current WSIB Injury Summary Report and Certificate of Clearance issued by the Workplace Safety & Insurance Board, Ministry of Labour, Health & Safety Awareness Training for Supervisors and Workers, and proof of Confined Space Entry Procedure and a list of employees trained as submitted by Pine Valley Corporation, have been reviewed by the Coordinator, Human Resources and are deemed acceptable. The Certificate of Insurance has been reviewed by the Manager, Budgets & Internal Audit and is deemed acceptable. In conjunction with staffs review of the contractor's references available on this project, the tender is deemed acceptable. Upon careful examination of all the tenders and relevant documents received, the Engineering & Public Works Department recommends the acceptance of the low bid submitted by Pine Valley Corporation for Tender No. T -23 -2015 in the amount of $229,877.03 (HST included) and that the total net project cost of $248,239.00 (net of HST rebate) be approved.
