DELEGA TIONS
John McDermott, representing the Montessori Learning Centre of
Pickering, addressed Council with respect to the application to rezone
lands on Kingston Road to permit a Montessori School. Mr. McDermott
reviewed the application and advised that his client is prepared to proceed
with site plan drawings as requested to convert the existing facility from
residential to commercial. The applicant is anxious to work with Council
to ensure that the long term goals for the area are realized.
Jackie Smart, representing the Pickering East Shore Community
Association addressed Council with respect to Frenchman's Bay. She
questioned if the selling of the abutting lands was part of the settlement
with Pickering Harbour Co. and if so why has it taken 4 years, also, what
other items are still outstanding.

That the Report of the Executive Committee date December 8, 1997 be adopted with the
following amendments:
Item #1 was amended by revising the Kingston Road Corridor Development Guidelines by
deleting guideline Al.4.2 (iv) in its entirety and revising Al.4.2 (iii) to read:
(iii)
Low rise buildings (minimum 2 storeys) shall generally be encouraged, with
taller buildings (of a low rise form) permitted in strategic locations,
providing they do not have an adverse impact on abutting residences.
Item #6 was deferred to the February 2, 1998 Council Meeting.

"funeral home", "veterinary clinic", and "custom workshop" as permitted uses are
technical and minor in nature, therefore, no further notice is required to be given
with respect to By-law 5150/97."

Staff be directed that no uses be permitted to occupy existing building on subject
lands without first receiving full site plan approval.

Councillor Johnson seconded by Councillor Pickles moved that the report of the
Committee of the Whole on By-law Numbers 5150/97, 5151/97, 5152/97, 5153/97,
5154/97, 5155/97, 5156/97, 5157/97, 5158/97, 5159/97, 5160/97, 5161/97, 5162/97,
5163/97,5164/97,5165/97,5166/97,5167/97, 5168/97, 5169/97, 5170/97,5171/97,
5172/97, 5173/97, 5174/97, 5175/97 and 5176/97 be adopted and the said by-laws be now
read a third time and PASSED and that the Mayor and Clerk sign the same and the seal of
the Corporation be affixed thereto.

OTHER BUSINESS
1.
Councillor Johnson advised that there is no truth to the rumors concerning
his resignation fÌ'om the Ward 3 Regional seat.
2.
The following matters were discussed prior to the regular meeting:
a.
The General Manager distributed and discussed Treasury
Department Report TR 26/97 regarding Provincial Downloading.
b.
The General Manager advised that a Lien has been placed against
the Town by Everest Construction regarding Dunbarton Road.
c.
The General Manager invited Council to attend the staff Christmas
celebration being held on Thursday, December 18th at 3:30 p.m. in
the Committee Room.
d.
The General Manager advised that he had a meeting with York
Region and Durham Region concerning the proposed waterline
running through Ward 1 and 3.

e.
Councillor Holland questioned the Mayor concerning his meeting
with AES and Percursor.
f
Councillor Johnson requested clarification concerning a letter from
the Whitevale and Area Residents Association concern the
placement of a plaque.

By-law Number 5177/97
Councillor Dickerson seconded by Councillor Johnson moved for leave to introduce a By-
law of the Town of Pickering to confirm those proceedings of the Council of the
Corporation of the Town of Pickering at its meeting held on the 15th day of December,
1997 and that the same be now finally passed and that the Mayor and Clerk sign the same
and that the Seal of the Corporation be thereto affixed.

KINGSTON ROAD CORRIDOR TRANSFORMATION STUDY
FINAL REPORT AND GUIDELINES

That the Final Report on the "Kingston Road Corridor
Transformation Study", dated August, 1997, and prepared by
Totten Sims Hubicki Associates in association with Markson
Borooah Hodgson Architects Inc., be ENDORSED by Town
Council as the basis for Development Guidelines for the Kingston
Road Corridor.
2.
That the "Kingston Road Corridor Development Guidelines", as set
out in Appendix No. I to IDT Report No. 8/97, be ADOPTED by
Town Council; and that staffbe directed to include these Guidelines
in the Town's Compendium Document to the new Official Plan.
3.
That the "Informational Revision" to the new Pickering Official
Plan, as set out in Appendix No. II to IDT Report 8/97, be
ADOPTED by Town Council.
4.
That the "Implementation Strategy for the Kingston Road Corridor,
as set out in Appendix No. III to IDT Report No. 8/97, be
ENDORSED by Town Council as a guide to staff in preparing
future work programs and budget submissions.
5.
That staffbe requested in its 1998 Departmental budget submission
to the General Manager to prepare or review cost estimates for the
following work:
a) the establishment of an overall "design theme" for Kingston
Road;
b)

the preparation of "Mainstreet Construction Guidelines" for
the Pickering Downtown Core and Rougemount Village
Precincts;
the preparation of construction drawings for the Western
and Eastern Gateways; and
the inclusion of local "main street improvements" at the
intersection of Kingston Road and Rosebank Road in
association with the Region's reconstruction and
signalization project proposed to be undertaken in 1998.
