COUNCIL MINUTES A Meeting of the Pickering Town Council was held on Monday, November 24, 1997 at 7:30 p.m. PRESENT: Mayor Wayne Arthurs COUNCll.,LORS: M. Brenner D. Dickerson R. Johnson E. Taylor (n (m - General Manager - Town Clerk ADOPTION OF MINUTES Regular Meeting of November 17, 1997 Special Meeting of November 17, 1997 RESOLUTIONS Resolution #456/97 Moved by Councillor Brenner Seconded by Councillor Ryan That Mayor Arthurs be authorized to make the following proclamation: "INTERNA TIONAL HUMAN RIGHTS DAY" - December 10, 1997 CARRIED 138 Resolution #457/97 Moved by Councillor Dickerson Seconded by Councillor Brenner WHEREAS the Province has been requested by Durham College to sever ITom its holdings, lands on the north side of Taunton Road between Brock Road and Whites Road for a future Durham College Campus in Pickering; and 8 WHEREAS Town Council has strongly supported the establishment of a College Campus on Taunton Road, and has encouraged the Province to proceed expeditiously with its Consent application; and WHEREAS Town Council, through the East Duffin Study, has recently endorsed a land use plan for the area immediately south of the future College Campus; and WHEREAS it is now appropriate to establish a land use plan for the area in and around the future College Campus; NOW THEREFORE Town Council directs staff to initiate, with the North Pickering Development Corporation, a neighbourhood planning study for the lands on the north side of Taunton Road, in and around the proposed Durham College Campus site, as an adjunct to the East Duffin Study. AND THA T this resolution be forwarded to the North Pickering Development Corporation and Durham College. CARRIED .- Resolution #458/97 Moved by Councillor Dickerson Seconded by Councillor Senis That the following resolution of the GT A Mayors and Regional Chairs Committee passed on Friday, November 21, 1997 be endorsed by the Council of the Corporation of the Town of Pickering: WHEREAS the Mayors and Regional Chairs of the Greater Toronto Area agree that local property taxpayers should not be negatively impacted by Provincial downloading of social services; and WHEREAS the Government of Ontario has formally committee that property taxes will not rise as a result of the downloading of Provincial social services to municipal government; and WHEREAS the Province has confirmed that it will be assuming 50% of the funding of education and the same will be removed ITom the municipal property tax bill; and e WHEREAS the Government of Ontario has further guaranteed that the foregoing exchange in services and funding should be revenue-expense neutral for all municipalities; NOW THEREFORE BE IT RESOLVED that upon receipt of the independent financial analysis of the provincially downloaded costs by Hemson Consulting Limited, that the Staff Committee be directed to prepare implementation alternatives to provide for: a) b) revenue neutrality in the short term (1998); and revenue neutrality in the long term (post 1998) to include such initiatives as: r 8 - 8 139 i) ii) iii) phasing; cash flow management; and appropriate transfer of property tax revenues; and THAT a recommended course of action be presented to the GT A Mayors and Regional Chairs as soon as possible, at the call of the Chair, for their consideration and action. CARRIED Resolution #459/97 Moved by Councillor Dickerson Seconded by Councillor Johnson That the following resolution of the GT A Mayors and Regional Chairs Committee passed on Friday, November 21, 1997 be endorsed by the Council of the Corporation of the Town of Pickering: That the Federal Government be advised that the GT A Mayors and Regional Chairs Committee support the freeze on negotiations between the Federal and Provincial governments with respect to the downloading of social housing; and That the Honourable Alfonso Gagliano, Minister of Public Works and Government Services (responsible for CMHC) be requested to respond to the Committee's previous request for a report on the legal agreements as to what leverage is available to prevent the Provincial government ITom downloading social housing onto municipalities. CARRIED (1m BY-LAWS That Councillor Dickerson seconded by Councillor Brenner took leave to introduce by- laws of the Town of Pickering: By-law Number 5146/97 Being a by-law to amend By-law 1562/82 temporarily closing a portion of a road for construction purposes (Twyn Rivers Drive). THIRD READING: Councillor Dickerson seconded by Councillor Brenner moved that the report of the Committee of the Whole on By-law Number 5146/97 be adopted and the said by-laws be now read a third time and PASSED and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. (IV) OTHER BUSINESS 1. Mayor Arthurs thanked all Members of Council for their hard work over the past three years. 2. Councillor Pistritto thanked Members of Council and staff for their assistance over his last two terms on Council. r 8 . 8 140 3. Councillor Senis reported that there is a problem with crows destroying vegetation in the Lynn Heights Park and asked that this be addressed. 4. Councillor Senis thanked Members of Council and staff for working with her during her term on Council. 5. Councillor Ryan thanked Councillors Senis and Pistritto for their work during this term of Council. 6. Councillor Ryan asked staff to prepare a report on what is required to develop a connecting transit link with the TTe. 7. Councillor Ryan asked for a report on the relocation of the Food Bank. 8. Councillor Johnson thanked Councillors Senis and Pistritto for their work during this term of Council. 9. Councillor Dickerson thanked Members of Council for appointing him to replace the late Councillor Farr and indicated that this term of Council has been very productive. 10. Councillor Brenner thanked all Members of Council for their hard work during this term of Council and asked that the outgoing Members be given a full-sized, framed copy of the Town's Vision Statement. (V) CO~TION BY-LAW By-law Number 5147/97 Councillor Johnson seconded by Councillor Pistritto moved for leave to introduce a By- law of the Town of Pickering to confirm those proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 24th day of November, 1997 and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
