SPECIAL COUNCIL MEETING
A Special Meeting of the Pickering Town Council was held on Monday, September 22,
1997 at 7:25 p.m.

AUTHORITY TO MEET IN CAMERA
Resolution #366/97
Moved by Councillor Senis
Seconded by Councillor Brenner
That pursuant to Section 55(7) of the Municipal Act, R.S.O. 1990, c MA5, as amended,
the Council of the Corporation of the Town of Pickering hereby resolves to conduct a
meeting to consider a personnel matter.
CARRIED
Councillor Johnson chaired the In Camera portion of this Special Meeting of Council.

That Confidential Legal Services Report L 146/97 be received; and
That staffbe directed to proceed with including the proposal outlined in Report L 146/97
in a budget submission for consideration in December by the new Council.

That this Council rise from the In Camera Meeting at 7:50 p.m.
CARRIED
Council adjourned to go into the regular Executive Committee Meeting and reconvened at
10:25 p.m. with Mayor Arthurs in the Chair.

That Tender T-8-97 submitted by D. Crupi & Sons in the amount of$337,476.77 be
accepted; and
That a project cost of $380,481.55 including the tender amount and other associated
costs, be approved.

laws of the Town of Pickering:
By-law Number 5113/97
Being a By-law to amend By-law 1562/82 temporarily closing roads for construction
purposes (Squires Beach Road).

Being a By-law to amend By-law 1562/82 temporarily closing roads for construction
purposes (Kinsale Road).
By-law Number 5115/97
Being a By-law to amend By-law 1562/82 temporarily closing roads for construction
purposes (Toynevale Road).

Councillor Dickerson, seconded by Councillor Johnson moved that the report of the
Committee of the Whole on By-law Numbers be adopted and the said by-laws be now
read a third time and PASSED and that the Mayor and Clerk sign the same and the seal of
the Corporation be affixed thereto.

That, in light of an Ontario Municipal Board hearing that was completed on September 9,
1997, and in order to provide more clarity on the character of existing development along
Pine Grove Avenue and Woodview Avenue, and to provide more direction of the types of
strategies to achieve compatibility between new development and the character of existing
development, the Pickering Official Plan be modified to add the following to the end of
section 11.12(a), Highbush Neighbollrhood Policies, as follows:
"and preserve to the greatest extent possible significant vegetation,
(i)
which character is reflected by features including but not limited to: lots
with low lot coverage; the existing lotting pattern; style and siting of
dwellings; and the significant mature vegetation; and
.
(ii)
to this end, Town Council shall, in the introduction of new dwellings and
creation of new lots, use strategies including but not limited to: lower lot
coverages, wider lot frontages, deeper lot depths, wider side yards, deeper
front yards, lower building heights and lower densities, along the existing
older roads; density and lot frontage gradients between development
fronting the existing older roads and development fronting new internal
streets; buffering between new development and existing older
development; careful establishment of lot lines, and siting of new dwellings
to reflect existing building setbacks and yard depths, to assist in protection
of significant vegetation; and tree preservation plans; and"
