Rose (n 1. 2. 3. - Director of Planning - Town Clerk - Deputy Director of Planning - Manager, Policy Division DELEGA TIONS Tommy Thompson, 3181 Byron Street, stated that he was concerned that the Region had comments with respect to the traffic calming policies and asked for reassurance that traffic calming measures will still be imposed on Whitevale Road. Mr. Thompson further stated that he is opposed to the development of the airport and noted that the new Pickering Official Plan reflected this. He supports the response of the Town's Planning staff in disagreeing with the Region's proposed modifications to permit an airport. Jim Thompson, 437 Churchwin Street, urged Council to proceed with the traffic calming measures in Whitevale and the other hamlets. Will Walker, representing the Kaitlin Group, asked that Council defer including his clients lands at the southwest corner of Pine Grove Avenue and Altona Road in the new Official Plan to allow them to work with the area residents to achieve a development concept. . 8 8 2 (In RESOLUTIONS Resolution #232/97 - See Appendix #1 Moved by Councillor Johnson Seconded by Councillor Brenner That the Report of the Executive Committee dated June 10, 1997, be adopted with the amendments noted in Resolution Numbers 232/97 to 237/97. CARRIED Resolution #233/97 Moved by Councillor Dickerson Seconded by Councillor Brenner That Town Council adopt Town-Initiated proposed Modification No. 20 to the Pickering Official Plan to square-off the Hamlet of Kinsale boundary by including lands east of Lynde Creek up to the north limit of the R. Lennox property as follows: expanding on Schedule I - Land Use Structure the extent of the "Rural Settlements - Rural Hamlets" designation for Kinsale; replacing Schedule IV-9, Settlement 9: Kinsale, to expand the Hamlet boundary to the north-west and establish an Open Space System-Natural Areas designation on the Lynde Creek valley, and a Hamlet Residential designation on the remaining lands; replacing Map 8 - Pickering's Urban System, and Map 10 - Pickering's Rural System, showing the new Hamlet of Kinsale boundary; and updating population projections for Kinsale in the Settlement Plan. CARRIED Resolution #234/97 Moved by Councillor Brenner Seconded by Councillor Dickerson That Recommendation No.5 of the Report of the Executive Committee dated June 10, 1997 respecting the allowable residential density on lands at the southwest corner of Altona Road and Pine Grove Avenue be deferred until early September, 1997 to allow the meetings that are currently ongoing between the property owner and area residents to continue, such that a development concept that is satisfactory to both parties can be achieved. CARRIED Resolution #238/97 Moved by Councillor Johnson Seconded by Councillor Pistritto That Recommendation #2 to Town Planning Report No. 15/97 be revised by adding after the phrase Planning Report No. 15/97: "as further revised by Town Council to redraw Schedules 'H' and 'I" to eliminate the lands of Dominic Cuk, located on the west side of Dixie Road, north of the Cherrywood Transformer Station, south of the e.P. LOST Recorded Vote: Yes: No: Councillors Brenner, Pistritto and Senis Councillors Dickerson, Johnson, Ryan and Arthurs Councillor Pistritto declared an interest in all matters in the Official Plan respectin2 the East Duffins Study Area because his mother owns property in that area. . 8 e 4 ADJOURNMENT Dated The Meeting adjourned at 8:30 p.m. ~/-~ MAYOR ~L---- CLERK APPENDIX #1 TOWN OF PICKERING That the Executive Committee of the Town of Pickering having met on June 10, 1997, presents its twelfth report to Council and recommends: 8 TOWN'S RESPONSE TO THE REGION'S POST CIRCULATION COMMENTS ON THE NEW PICKERING OFFICIAL PLAN FILE NUMBER - B 3 100 That Town Council endorse the comments contained in the "Pickering Response" column as set out in Appendix No. I to Planning Report No. 15/97, which Appendix provides the Town's response to the Region of Durham's proposed modifications and deferrals to the Council Adopted Pickering Official Plan, as follows: 1. (a) (b) (c) e (d) agreeing or agreeing in part to most of the proposed modifications (as revised by staff) as they constitute minor clarifications, policy improvements or supportive policies to the Council Adopted Pickering Official Plan; and agreeing or agreeing in part to most of the proposed deferrals (as revised by staff) as they constitute policies and designations pending related Regional Official Plan amendments, other on-going Town studies, and matters requiring additional time for discussion and review likely beyond the September approval time frame for the Plan; disagreeing with proposed deferrals related to (1) the Rouge-Duffins Wildlife Corridor since the new information from the Ministry of Natural Resources is not significantly different than what Council has already considered; and (2) traffic-calming initiatives since the investigation of local concerns respecting traffic is a legitimate municipal response, and further requesting the Region to approve these policies, and disagreeing with the proposed modifications related to (1) recognizing the federal airport lands and Council's position of not supporting a full international airport, and (2) to Council exercising its option for a roadway opposite Walnut Lane, as these are substantive changes to the intent of the policy, and further requesting the Region approve these policies. That Town Council adopt the additional Town-Initiated proposed Modifications No.7 to No. 19 to the Pickering Official Plan, as set out in Appendix No. II to Planning Report No. 15/97 as they respond to new information or constitute minor clarifications, policy improvements or supportive policies to the Council Adopted Pickering Official Plan, and request the Region of Durham to modify the Town's Official Plan accordingly as further revised by Town Council to redraw Schedules 'H' and 'I" to eliminate the lands of Dominic Cuk, located on the west side of Dixie Road, north of the Cherrywood Transformer Station, south of the C.P. Rail line, from the Environmentally Sensitive Areas designation. 2. e . 8 e 2 3. That, with respect to the request of Runnymede Development Corporation Limited to either establish a policy indicating Council will undertake a land use study for certain employment area lands, or defer the employment area designation for certain Runnymede lands, Town Council advises the Region that the Town agrees with the request to defer the employment area policies and designations for the Runnymede lands. 4. That, with respect to the request of D. Salvatore, et al. to delete the proposed Fawndale Road connection, Town Council advises the Region that the Town does not agree with the request to modify the Plan. 5. That, with respect to the request of the O. Straub on behalf of the Altona West Community Association, to reduce the maximum allowable density of lands at the south-west corner of Pine Grove Avenue and Altona Road, Town Council advises the Region that the Town deferred this issue until early September, 1997 to allow the meetings that are currently ongoing between the property owner and area residents to continue, such that a development concept that is satisfactory to both parties can be achieved. 6. That, with respect to the request of L. Jones on behalf of Cougs Investments Limited for the South Swan property, to defer the detailed review area policies and the school symbols, and to modifY by deleting policy 1 1. 13 (b) respecting possible interest in a high school on these lands, Town Council advises the Region that the Town does not agree with the request to defer policies or modify the Plan at this time, but will provide further comments at a later date. 7. That, with respect to the request of L. Jones on behalf of Cougs Investments Limited for the North Swan property, to defer the Urban Study Area designation, Town Council advises the Region that the Town does not agree with the request to defer the designation in the Plan at this time, but will provide further comments at a later date. 8. That, with respect to the Region's proposed modifications to the hamlet traffic calming policies as discussed between staff on June 12, 1997, Town Council advises the Region that the Town agrees with the proposed modifications as set out in Appendix No. I to Addendum to Planning Report No. 15/97; 9. That Town Council endorse and substitute revised Schedules 'A', 'B', 'C', and 'D' for Town-Initiated Modification No.7 to better represent the Revised boundary for Claremont, as set out in Appendix No. II to Addendum to Planning Report No. 15/97. 10.
