DELEGA TIONS
Carole Goodfellow, 925 Bayly Street, addressed Council to support the
Notice of Motion to provide enhanced enforcement of the speed limit on
Bayly Street, particular in the area of 925 Bayly Street. She noted that in
March of 1997, there was an accident that caused a vehicle to crash into
her townhouse unit in an area where children usually play. There is a 60
kilometre per hour speed limit on Bayly Street which is rarely enforced and
therefore supports the Notice of Motion which will provide for additional
safety measures such as zero tolerance enforcement and purchasing a laser
radar for use by the Police.

WHEREAS the residents residing at 925 Bayly Street have expressed concerns pertaining
to their safety as a result of traffic conditions on Bayly Street; and
WHEREAS concerns have been documented at a meeting held at the East Shore
Community Centre on May 14, 1997 by both Town and Regional staff;
NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby
requests the following initiates be undertaken:

A zero tolerance speed enforcement area be implemented and posted between
Liverpool Road and Whites Road.
The Town of Pickering explore the purchasing of a laser radar system to be used
by Durham Regional Police Services or other persons that are authorized by
Provincial law for speed enforcement.
Town of Pickering staff and Durham Regional staff initiate corrective measures
pertaining to turning lanes at the specified locations on Bayly Street approaching
the 925 Bayly Street driveways.
Town of Pickering and Durham Regional staff continue to work with the Board of
Directors of 925 Bayly Street to explore other traffic calming measures that may
be required.

WHEREAS drivers of vehicles failing to observe posted speed limits and obey the rules
and regulations under the Highway Traffic Act within residential, commercial and
industrial neighbourhoods cause untold fear, anger, accidents, injuries and deaths on our
Town streets; and

WHEREAS our residents are now demanding that the Town, the Region, the Police
Services Board and the Province combine their respective legislative and financial powers
to curb these inftactions in order to make our streets safe again; and
WHEREAS the Council of the Corporation of the Town of Pickering recognizes the
seriousness of residents' concerns and confirms to do its' utmost to bring these drivers
into compliance with the traffic laws;

NOW THEREFORE BE IT RESOLVED that the Council of the Corporation of the
Town of Pickering requests the Durham Region Police Services Board to dedicate two
laser radarltraffic units exclusively to Pickering streets; and
FURTHER THAT the Provincial Government consider returning, at a minimum, 50% of
the revenue raised ftom subsequent fines to offset additional capital and operating costs
and that the Attorney General be so requested to prepare the necessary amending
legislation; and
FURTHER THAT the Corporation of the Town of Pickering request of the Durham
Region Police Services Board the two additional laser radarltraffic units and related
equipment to be operational as quickly as possible.

THAT the Corporation of the Town of Pickering agrees to fund up to 50% of the
additional operating costs of the two units to an upset limit of $60,000 per annum; and
FURTHER THAT in the event enabling legislation allows upper tier municipalities a
percentage of revenue raised through traffic violation fines that the Durham Region Police
Services Board, through Durham Regional Council, reimburse the Town of Pickering any
monies advanced by the Town.

Being a by-law to amend Restricted Area (Zoning) By-law 2511, as amended, to
implement the Official Plan of the Town of Pickering District Planning Area, Region of
Durham in Part of Lot 19, Range 3, B.F.C. in the Town of Pickering. (A 6/97)
By-law Number 5026/97
Being a by-law to amend By-law 3261/89 temporarily closing roads for recreational
purposes (Liverpool Road).
By-law Number 5027/97
Being a by-law to appoint By-law Enforcement Officers for certain purposes (Parking
Regulation - 1975 Rosefield Road, DCC #58, 1525 and 1535 Diefenbaker Court and 1530
and 1540 Pickering Parkway, DCC #136).
By-law Number 5028/97
Being a by-law to authorize the execution of a Licence Agreement for the period of 25
years commencing June 2, 1997 to June 2, 2022, between Ontario Hydro and The
Corporation of the Town of Pickering respecting part of Lots 19, 20 and 21, Range 3,
B.F.C., Pickering for installation of a pedestrian/cycling trail (Waterfront Trail).

Councillor Johnson, seconded by Councillor Brenner moved that the report of the
Committee of the Whole on By-laws Numbers 5025/97, 5026/97, 5027/97 and 5028/97 be
adopted and the said by-laws be now read a third time and PASSED and that the Mayor
and Clerk sign the same and the seal of the Corporation be affixed thereto.

01]JER BUSINESS
1.
Councillor Brenner noted that road repair is needed on Cliffview Road and
Park Crescent since the Region undertook work on these roads and asked
that they be contacted to repair these roads.
2.
Councillor Dickerson reported that two chicanes on Glendale Drive,
namely those adjacent to 1948 and 1955 Glendale Drive, be moved about
eighteen to twenty feet southerly.
3.
Councillor Dickerson reported that he asked the Acting Director of Public
Works to inspect a water drain on Morden Lane.

4.
Councillor Senis stated that she is still awaiting the report on Councillors'
expenses.
5.
Councillor Johnson provided a letter from a resident at 1890 Valley Farm
Road indicating that the trees on the boulevard on the west side of Valley
Farm Road are not thriving.
6.
Councillor Johnson noted that he attended the Sick Kids Hospital Telethon
on May 26, 1997.

7.
Councillor Johnson noted that the tender for the reconstruction of Franklin
Street was approved and noted his appreciation for the work undertaken by
the Acting Director of Public Works in this matter.
8.
Councillor Johnson reported on a community yard sale in Claremont on
June 7th and the opening of the Claremont Community Centre on June
21 st.

Councillor Johnson seconded by Councillor Brenner moved for leave to introduce a By-
law of the Town of Pickering to confirm those proceedings of the Council of the
Corporation of the Town of Pickering at its meeting held on the 2nd day of June, 1997
and that the same be now finally passed and that the Mayor and Clerk sign the same and
that the Seal of the Corporation be thereto affixed.

APPENDIX #1
TOWN OF PICKERING
That the Executive Committee of the Town of Pickering having met on May 26, 1997, presents
its ninth report to Council and recommends:
1.
PICKERING NUCLEAR GENERATING STATION
FILE NUMBER - F 2710.02

WHEREAS within the past 25 years, the Pickering Nuclear Generating Station has
leaked approximately 1,000 tons of toxic copper, zinc and etal into Lake Ontario;
and
WHEREAS such pollutants will take in excess of 100 years to reverse itself; and
WHEREAS pollutants of this nature into our Great Lakes in contrary to the spirit
of the Environmental Protection Act (215/95), the Environmental Bill of Rights
and the CanadianlUnited States Great Lakes Agreement;
NOW THEREFORE the Council of the Corporation of the Town of Pickering
hereby requests:
1.
That the Federal/Provincial agencies responsible for Environmental
Protection investigate Ontario Hydro/Pickering Nuclear Station; and
2.
That the Corporation of the Town of Pickering hereby requests an
investigation under Section 74 of the Environmental Bill of Rights
legislation 1993, Chap. 28, Part V, of the Province of Ontario; and
.
THAT a copy of this resolution be forwarded to the appropriate Federal/Provincial
agencies that are responsible for the enforcement of those documents referenced in
this motion.

WORKS (COIW) PROGRAM

That the Town of Pickering confirm its participation in the 1997-1998 Extension
of the COIW Program; and
accepting the projects to be undertaken as identified and prioritized in Report PW
4/97; and
authorizing and directing the appropriate Town officials to execute the necessary
documentation to enable the Town to apply for approval of the selected projects.
